[0:07] good evening welcome everyone to our February uh police city of Boulder Police oversight panel meeting um we acknowledge the rapo you and cheyen tribes the traditional the traditional custodians of the land which the police oversight panel and the B Police Department operate they our respects for the elders past and present also a reminder of our agreements that we made between ourselves at our Retreat earlier last year about the way we treat each other and the way that we treat this business I'd like to welcome the public and any potential press to the meeting um also like to welcome the panel members uh thank you everyone for being here and acknowledge uh anything in the moment that may have made uh this week or this day challenging members of the public we have a Q&A feature uh so we will answer

[3:03] um so the next item is an approval of our agenda approve next so voting by show hands and the next item is approval of our minutes motion to approve thank you and the vote to approve the minutes and then we have a special guest uh who I will let introduce uh

[4:01] themselves hi everyone um I am Roberto Ramirez I am the deputy City attorney here for the the city of Boulder I know that historically you've had Aaron po as the come liaison from our office um after 25 years she is now with a city ofet you she's somewhere nearby uh so I am the uh the other um Deputy in the Civil Division uh I work with with the human rights uh ordinance and the human uh relations commission I work with the SS team so the safe and managed public spaces I work with all of Licensing so Alcohol Tobacco marijuana

[5:01] mushrooms um and I do a lot of management the office but by way of background um aside from this job I am also in the United States care Force um where I am an officer but I have stepped back was a few years ago I was appointed to the federal bench uh and so I am a federal military judge um on the Air Force Court of Criminal Appeals um I am also a professor of law at the University of Denver uh and I help run a nonprofit as it relates to uh police oversight uh I spent a decade for the city of Arvada representing uh I was the head of litigation so I did a lot of uh 1983 work um civil rights type work where individuals alleged mainly that the

[6:02] Arvada Police Department used excessive force so I worked with the police department quite a bit I worked with internal affairs quite a bit uh in those 10 years I think that catches us up I also spent when when Governor hick when hicken Looper was the governor he appointed me to the bench I was a district court judge um before becoming federal judge for seven years in the 17th judicial District which is Adams County now that's impressive yes maybe you understand why I'm excited about being able to provide some assistants and counsel to the panel and myself so welcome thank you and next we have our community outreach and and engagement

[7:03] report okay did we do the approval am minuts already Yes okay um so I have three things I'm want to report on I'm going to talk about one I'm G to ask um Milan to talk about the Trident and then Luna would love it if you would share a little bit about just the connection that you're going to make with the gentleman from the church and our committee and so I'm going to talk about the connectors I met with um Anna Sylvia who is the co-chair of that group and they're basically going through a process of bringing on new members and so she said that by late March early April they'll be complete with that and then we're going to work to actually have them um join us or have us join them at one of their meetings so that we can actually have a conversation uh with each other

[8:00] about possible ways to engage with the whole connectors group so I'm excited that that's finally in the works and then um milana's work to put together an event at the Trident on March 25th and I don't know if you have any more update about the time or anything that you want to share at this point yeah we um we really need to act on it and I've been way too busy um we need a paragraph a photo um and I was hoping that someone could do it while I was so busy but it appears nothing was done that we did a no I'm working on that I didn't know you had a deadline I was working under no I didn't deadline yeah no I was I'm I'm working on that okay but I didn't realize that you had a deadline I was working off of the newsletter deadline for Sherry is there a a deadline that you need this for or for the Trident so

[9:01] for the Trident I asked um originally it was going to be March 29th and then they changed it to March 25th and so okay I I think that the sooner the better um they didn't give me a deadline but it was CLE that they probably are not reserving it until we send them something okay so that wasn't really clear so now that I know apologize okay I can do that this we and I'll share it with you and we can get it done then amazing thank you and then can we get a picture from like something maybe the city of folder logo or a picture of with saying police of pel logo I don't know something that we could sure we can make something yeah we have the you know the same Circle that says City folder with police oversight yeah I think that should be enough okay okay so I'll put that together and then

[10:01] Sherry said we could work with the communications folks who can pretty it up for us and put the that logo on there as well yeah or just give it to us separately because I don't know how they use it how they use it on their uh announcement page okay okay that sounds good and then Luna can you just do a little update about the um Church connection sorry got to admit you no no I could have planned better um so a couple weeks ago I was connected to um the United Methodist Church uh who they just launched a program um called the illuminators where they have someone who is housed and sort of like doing project management work and then they have two individuals on staff who are unhoused to uh develop

[11:01] relationships within the unhoused community so they're building Community networks within the unhoused population here in fer um and they wanted to have a conversation in March um that included they have a connection with a former I think they call it the chief of public seat up in long um and um we're working to get some connections at city council uh to be in on this conversation but they're really trying to do some culture work around uh how the city of Boulder interacts with house Community starting in their congregation um and so I yeah was tapped to make the BPD connection um I weed in the chief and Al there today and I will

[12:00] yeah update you all as that project develops I'm hoping to bring in someone else from the community engagement committee too so that our connection lasts even after I leave yeah great and again if there's any groups or folks you think it would be helpful to outreach to just let me know and I'm happy to do that and I think that's all I have for tonight Victor good oh I was just going to say can you uh just provide a little bit more information M about the Trident like the expected basic time and just what you envision for the people who weren't at the community so in terms of the time I think I said 30 just so give us a little bit of time before and after for an hour and a half event so around 6 to I think I may have 6 to9 to give us time to set up and clean up um and uh uh what

[13:00] else did you ask for um just your understanding of what it is yeah so U my understanding and I I need to like is is that it would be in the back of the TR like in the uh the backyard of the TR they have tables and right now it's it's uh enclosed in plastic you know walls and doors and uh so it's a nice space it's a very nice space and it's where people we might have a table there and people will come in and out and feather you know hot cocoa and you know and that's what I'm seeing there is a lot of flow from different you know different parts of our population like even tourists and and students there are a lot there students working there there's a lot of um people just you know coming from a restaurant and having like coffee or something like that and so or

[14:02] looking at books anding it I'm hoping 2 I think forget what day it is but it's a week day it's a Wednesday Thursday the 29th so it might be a Tuesday the one thing I think that's um it is spring break for bbsd and that is true well I might then I will ask for a different date maybe early April early April would work with what you have planed B uh yeah because um my wife's in bbsd so I try to keep spring break open in case she wants to go somewhere okay but I'll still create the invitation and get that all um buttoned up this week and share it with you so that we can get that done and edited and just add the day and

[15:01] time do we have any uh preferences as far as the day we want to do it mean the day of the week yeah day of the week I think it just depends on our calendars okay but otherwise it doesn't matter yeah okay so we're going to invite the whole panel we'll just have to find the right day see what works for everybody yeah I I don't think I'll pick a Monday or Tuesday but more like Wednesday Thursday Friday Saturday okay great any other questions or thoughts okay Victor I'll turn it back to you thanks Bill our next item is the independent police monitor report senena it says that I can't share right now oh sorry

[16:30] okay the February 2025 uh independent police monitors report so in uh January of 2025 the panel completed five full case reviews um there are zero at this time that are pending BPD disposition and some of them were just closed very recently so they're not in this report

[17:01] we'll be doing about them next month and there are eight cases currently waiting panel uh review regarding the completed cases um Mi 2024 d026 officers one and two observed a man riding a skateboard um on the mall where skateboarding is for IED officer one gave him a warning and advised that um if observed skateboarding again he would receive a ticket as the man left the interaction with the officers mounted the skateboard to ride away officer one detained the man and issued a ticket months later officer one approached a group of people in a public park um the man who had been skateboarding in the previous incident began shouting and interacting with officer one officer one called a municipal cour attorney and told him that in the future um officer one would not be satisfied with an

[18:00] apology uh to dismiss the charges against the man uh allegations against officer one include a rule one uh compliance with values rules and general orders uh general order 101 unbias policing displayed bias towards the man because of his socioeconomic status the panel recommended that allegation be not sustained and the department determined that it was unfounded uh another rule one allegation uh general order 24 incard cameras uh failed to activate his body born camera in a tring manner the panel recommended that this allegation be sustained with verbal counseling and the department determined um that the allegation would be sustained with verbal counseling uh the officer one had a rule for allegation harass the man the panel recommended that this allegation be not sustained and the department determined that it was unfounded officer two had a r one allegation of violating general order 240 in car cameras failed to activate

[19:02] his body camera in a timely manner um the panel recommended that this allegation be sustained with verbal counseling and the department determined that it was not sustained MI 2024488915 multiple attempts to reach the complaintant for more details remained unsuccessful and the case was administratively closed um so for awareness in 2025 this type of incomplete complaint will use the new classification of unspecified incident so that's something you can expect to see Mi 2024 d53 officers responded to a dispute between community members and parking enforcement officers Officer one complaintant engaged in a verbal dispute

[20:00] that included officer um one making physical contact with complainant complaintant sought to learn officer one's name from Sergeant one and also file a complaint against officer one so allegations against officer one include a rule one general order 225 use of force fail to escalate um the recommendation was that this allegation be uh sustained with verbal counseling and that was also the Department's final determination um officer one also had an Integrity allegation obstructed complaintants attempt video report of city of Boulder parking enforcement officer monitor recommended that be unfounded and the department also unfounded it BL you um officer one had a rule six use of force pushed and or forcibly moved the complainant um I recommended that this allegation be exonerated and the department ALS also exagerated the allegation um Sergeant one received a

[21:02] rule one uh customer service value allegation did not provide officer one's name and call or badge number upon request I recommended that this be sustained verbal counseling and the department agreed and the sergeant also received an allegation of rule one general order 120 failed to register complainant complaint with PSU and uh I recommended that this be sustained with approval counseling and the department ofre MI 2024558888 one was a rule one um values with Val

[22:02] compliance with values rules and general orders Integrity obstructed complaintants attempt to video animal protection officers and or their vehicles um panel recommended that this allegation be sustained with verbal counseling and the department determinations was not sustained uh the panel provided additional recommendations which is BPD is advised to develop training but provides officers with a fome understanding of the balance of officer safety and investigative Integrity with community members right to exercise their first amendment place in the current assignment of multiple First Amendment Auditors operating in Boulder the leadership of BPD should ensure that officers have appropriate training on this issue so that they can confidently and lawfully provide instruction to community members um Chief Red's response was I do agree with the police oversight panel that we need to ensure our officers have proper training and a working understanding what First Amendment rights our community members have and this is not the first occasion when there seems to

[23:00] be some uncertainty so I will direct our legal adviser to out training on this topic in the near future Mi 20240 63 off duty incident officer one complained to gym management that a personal trainer engaged in conduct that caused officer one to feel uncomfortable after learning of this complaint the trainer filed a complaint of harassment by Officer L with Cas allegation was a rule eight conduct harass trainer and or F false workplace complaints against trainer and or tried to get trainer fired I recommended that this allegation be unfounded and the department agreed Mi 20240 66 a visitor to Boulder for a CU Event asked an officer directing traffics for directions to a parking lot the officer allegedly responded I don't care the investigation was unable to identify this officer um so the unknown officer had a rule one

[24:01] allegation that they told a motus I don't care when she was asking for directions and I recommended that be closed in accordance with general order 120-1 section 3E and the department read m2024 079 the complaintant alleged that officer one a pikme girl harassed her by pointing and speaking disparagingly about complainant to officer to the evidence demonstrated that the officer were driving to an assigned shoplifting and trespassing job when the incident allegedly occurred photos submitted by the complaintant showed the officers from a distance in a vehicle with the windows closed the officers were not pointing at complainant in either photo and not looking at her in the first photo um additionally I observed the body warn camera of the officer's response to that trespassing and shoplifting incident um based on my review of that I suspected that officer 2 did not understand that absent any Criminal charge he cannot Extend A detention to obtain contact

[25:01] information to complete an Affidavit of trespass and I recommend that officer to receive supplemental coaching on this topic um the allegation against officer one rule four respect for others harass the complainant I recommended that that allegation be unfounded in accordance with general order 120-1 Section 8 and the department agreed Mi 20248 officers responded to a domestic disturbance call involving separate separated spouses um at the property they shared the residing spouse refused entry of the complainant spouse and they engaged in a physical altercation after complainant attempted to force entry and brandish a stun gun at the residing spouse the officers arrested the complainant um the allegation against all three arresting officers was a rule a conduct harass oh

[26:01] [Music] um I will have to get this information later that is the wrong slide um Ami complainant's assisted living facility and waited the complainant outside until via transport arrived uh the allegation against officer one was rule five police Authority and public trust forc complainant to wait outside in the cold um my recommendation was exonerated in accordance with general order 120 uh one section 8 and the department inre looking at our case statistics from January um there were nine cases that

[27:01] are classified four of them were misconduct investigations zero serious misconduct two Community inquiries two Community feedbacks one unspecified incident a zero conflict facilitation process I observed four instant four interviews I had zero scene response deemed two cases thorough incomplete and BPD closed nine cases our open docket as of February 4th uh was 34 cases 18 of those are classified four were pending monitor classification and 12 were with PS in the preliminary investigation stage I also am sharing with you the 2024 cases from q1 to Q3 that are still open m2024 d46 is going to be reviewed by the panel and that should be getting prepped right now uh the interviews are complete in mi 2024

[28:01] 058 uh SM 20241 is being prepped for panel review and sm22 4-4 panel looking at some of community engagement and other activities that I undertook in January um myself and several panel members attended the open house for boards and commissions to meet with uh potential student panel applicants um I attended a meet your Colorado state legislator Forum to introduce myself attended various local MLK celebrations and we a with advocates for the dis besides mi22 4-08 are there any questions

[29:10] um providing information about the student recruitment updates um there were I believe 33 students who expressed some degree of preliminary interest in stting on the panel 13 five and we are going to start interviewing six and so I think I know I was impressed by the the from what I saw so far and so they should be um joining us at next month's meeting when we select them um also a reminder as part of that uh March 1 there is an extensive training so that's on your calendars please make sure it's on your personal calendars also um and then also I've been working

[30:00] and to create a youth art contest for the coverra art for 2024 annual report and so hopefully I will have the official information all ready and available um in the next few days for sharing out but the artwork will be the deadline is going to be March 21st and I am hoping in communication with a a local business to see if the um top pieces of artwork can get displayed for the art week March first training is half a day all day in person at the department here in in person expected to be here topics do you the topics are to the training um I mean they're going to be that training is going focus on the mandatory um topics that are in the

[31:01] ordinance to get the students we all take them every year that works um that is they can I can make them mandatory or not there is some some leeway you would certainly say if there's a member who did not attend last year that they should attend again but I will definitely be sharing out information if you have a to Lon let me know well I'm just I wasn't clear if it was mandatory for folks who hadn't taken it before or mandatory for everyone just on that yeah and last year we reported them and my expectation is that we would that anything else thank you

[32:00] um next we'll move to panel updates guest speakers and ad hoc items um Farah are you ready welcome phah everyone senena has my um presentation it's four slides and I think one of the slides is question so this will be very quick oh I can't see it can you guys see it I can't not yet okay one second

[33:12] do you see them Farah um oh now I can um well good evening everyone um it is good to see um see everybody and thank you for your patience um but I'm really excited about the case review panel um I picked it up within the last couple weeks um from coming back from maternity leave and adjusted it just a little bit and by way of introductions because I think we have some new panel members my name is faram muskin I'm a former police monitor and I've been working with the panel for maybe a couple years um a little over a year um and um and happy to be back to continue the work and support the

[34:00] panel um so this presentation is a brief presentation just about the case review manual and essentially the impetus of it was just from conversations with several um panel members who said you know we we need help in figuring out how to actually do case review um and so essentially this is hopefully I'm going to work on condensing it a bit a manual to um explain the process of case review and how to actually do it so that you will have um a little bit more information and and and feel like you're able to swim as opposed to just being thrown in the pool um and so I've had one conversation um with a panel member to get some feedback on it um just to understand the process um a little bit more indepthly about case review I'm very much interested in having additional conversations I'm happy to

[35:00] talk to everyone I'm happy to talk to whoever's open and wanting to talk to me about it um and I'm also obviously open to talking doing a small ad hoc committee to talking to just working through just um with two panel members um next slide please it is I'm not going to say it's um almost done but it I've got all most of the key ingredients in it and it's probably on a lowlevel bake but not ready you know not ready for prime time yet but essentially um what I did is really just zeroed in on just case review my first iteration of it included the whole complaint process in there and that really wasn't the point um and so I took a lot of information out and just really just focused on just the case review process and so these what you see on the screen now are the key elements of the manual what's included in them um um I just want to highlight one thing that I created that

[36:00] is an optional thing that you can use if you want to again emphasis on optional but it's just a case review worksheet and what that is is just key um areas of like the case number your name writing down some some thoughts getting preliminary um thoughts on what you think the disposition should be and it is for your own purpose like you're not you don't have to give it to Sherry you don't have to keep it it's just something that you can have on hand to guide you while you're doing your case review um and so I have it in a Google form now but I can work with senena to get it in a form that would be helpful for you to use you could obviously print it and use a paper form but we thought having something um that you could have more concretely as you're going through the literal process would be helpful um and then it also um includes a detailed steps of case review and then a checklist so that you can literally check or have it um you know in front

[37:00] front of Mind as you're going through um understanding the the the dispositions and the the various disposition definitions are very important so that is included and then I included in an appendix and the appendix is actually longer than the other key components of the manual so right now the appendix includes the discipline M M M Matrix that's um just basically taken out of general order 120 um I actually deleted the definitions this afternoon when I was working on it because at this point you really don't need the definitions but what I did include was a sample of the evidence summary that the police monitor gives you and the template of the recommendation form that you fill out that you would submit to the chief of police so that you see that on the front end of what you what it looks like and what it entails um while you're going through the process so this is kind of uh um really the ingredients of the recipe that we're making for this manual

[38:03] um I do think um because we've talked about the several times the condensed version will probably just include the worksheet like a brief summary the worksheet and maybe the checklist um to have that for people to have like literally when you're in case case review um and then this manual you'll have when you are going through your training um next slide please so um just in terms of feedback I I you know because this is a lot further in the process in terms of the the the baking process it's it's up to you how you want to proceed forward but I do since this is intended to be something that is helpful specifically for you um in your process of case review your feedback is going to be really important because if you don't think it's helpful then that then you know then we need to come up with some something else um so

[39:00] however you guys want to do it is is I'm open to I have no um no real um um um preference in terms of how we do it versus individual meetings or a subcommittee but I I do think um I've met with one panel member and that feedback was super helpful um and I tweaked it based on their feedback so any additional feedback would be helpful um I do plan on if we can have at least a couple meetings with some panel members I don't need more than 30 minutes um and then I can get the whole panel the first draft by February 21st and then I think you know giving you guys a couple weeks to review it giving me your feedback and then I can turn it around pretty quickly for us to finalize at the March 10th meeting um and then I can send you whatever updates from that um I gave myself until March 31st for a final draft but I don't think I'd necessarily need it need that much time but just in case you know things pop up

[40:00] um but I do think after the second round of review I can turn it around pretty quickly and have it done actually before March 31st so this is just the timeline that I'm thinking but I think what's most important is giving you guys that two weeks to review um draft in the beginning because it'll be by February 21st it'll be pretty pretty baked and um in a pretty good place for you to for you to review it so this is the timeline and really the only thing I'm asking for consideration is how you want to move forward with providing feedback on it and um but it's in it's it's in pretty good shape right now so we're not I I'm I'm emphasizing that point to you because we've been working together for a while and with the ordinance and with the bylaws and we aren't I I'm saying that because we aren't starting from scratch so we'll be literally just reviewing the document giving me input telling me what you know if this should be included should not be included this is not helpful what would be helpful um so that I can add it so I think knowing that we aren't starting from scratch is very important for everyone to

[41:00] understand um and I think my next slide is a question slide yes so that is it for the for the manual Victor I have a question yes yes uh so I'm new on on the panel and so I haven't had any uh any opportunity to to read uh read the document but is it possible for you to just share the draft or I'm not sure what the protocol was in the past but I would be interested in in seeing it do you want are you asking for the draft before the February 21st date or when I send it to everybody on February 21st so is the February 21st that's almost put to bed uh draft right no it's really the initial feedback and then I'm going to get it back from get everybody's feed feedback and update it for our March 10th meeting and then if

[42:01] there's more more edits that need to be done then I will use those two weeks between March 10th and the end of March to have it final final so there'll be pretty much a month of time the panel can give me feedback so from February let's say from February 21st to the end of March is when the panel can give me feedback on um what needs to be included in and um and so what I mean by baked is just that in prior items that we've worked on together we literally started from scratch so this is not the case here alen we I I I've worked on this for um for a while and then we paused it so I have some some content to work with um so it's just an easier process for us to get through it's only going to take us a month or so to finalize that's the only reason why I bring that up all right thanks any other questions about it or

[43:01] preferences for anyone about feedback so I'm I'm also fine with just working it up until you know the the 21st or maybe even before then and sending it to everybody and then maybe it might make sense for those who are available to meet with me after you get that um and give me feedback I thought maybe feedback on the front end would be better but maybe feedback after you seeing a draft might be um appropriate so if I need a pivot I can pivot and have time to do that is that does that sound like a better plan as opposed to meeting kind of on the front end Farah um do you have questions for us like is there any point during your while you work were you wondering how we're doing it or whether we you know like would you have questions for us that would be helpful for you yeah so

[44:00] that that's what we um so I had a meeting with Abigail and so essentially I just asked her how do you do case review like and I we went through the document and I was like is this the information that would be helpful do you think this would be helpful the stuff like that so that that is kind of the information that I would ask on the front end um but you could also tell me that on the back end for me to you know edit the document to accommodate you know what I mean what would be helpful to you so it's it it's really a panel preference in the end we're going to get to the finish line so whatever is um easiest for everyone is is fine with me it doesn't change the deadline at all my other question for you is um when we first you know when we first met with you you had interviews with us like two by two um and I'm wondering if that could be a way we could do feedback like I I find that if there are two panelists talking with you ideas might come up

[45:02] more than if it's just one person at a time so just oh yeah I'm fine with two by twos yeah I'm fine with that yeah because I I always feel like we get more ideas by listening to each other oh yeah that's that's yeah that's fine thank you so much be for all the work you're doing congratulations on your baby yeah she's you can see her arm a little bitti yeah so just um feel free to um message me you know if if the if if the um perspective of the panel is to kind of see the draft maybe kind of um read it sit on it a little bit give it some thoughts and then we do a two by two I'm fine with that too so what I can do is work on it um for the next week and maybe I send it to you um maybe by the 21st and then between

[49:06] all right you should get it bill so um yeah good um so Alan and I met a couple weeks ago um and then we discussed it and discussed the process for um proposal for um kind of the process for the um upcoming election of co-chairs um as I mentioned during our last meeting I think it was the last meeting that we had where um the purpose of this is to open elections to all the members of the panel rather than only to running having running um candidates in order for us to really um see everyone and their talents and skills um and and given opportunity

[50:01] to people who are maybe too shy or maybe um I don't know I don't want to guess what what the but but we have the talent to lead but don't recognize it in themselves to be um recognized by their peers um so um so it's a more like horizontal way of finding a leader than vertical um and so I um Alan and I um got through the process um and then I tried to put it together so this is open to uh feedback as well um but this is a proposal I'd like to um work on today so um I can go through everything the proposed process is um we would have an introduction round um um where Alan and I will probably

[51:01] lead that U part of it um where each panelist introduces themselves um for two minutes um two three minutes and then um and then we also have a round where we're all um together creating what constitute the skills and talents that we want to see in the leader and the co-chair um just so that we all have an idea and agree upon what a good chair um should aspire to or come with you know in terms of skills and then we'll pass it on to our uh independent Police monitor Sher because that's uh to to lead the um the election process itself for the U by I believe um and um so we would this is what I'm proposing that we're proposing sorry I'm reading it so I'm saying I but uh it's really the two

[52:01] of us um so for the round one each panelist would write down um the name of one or two people um uh that they see as good good uh candidates for for the V positions and then Sherry would tell you the votes um and then we would go through a round of um consent for the the four panelists would have the highest for uh to make sure that they want to be um actually in the position of a co-chair should they be elected um if they don't um then we go to the next person for the highest score and we we ask for consent um if three or four people consent to be co-chairs and there's a second round unless the first two have already the majority of the votes in the first round which case that's second round is moved

[53:01] and then um each panel is right down again the names of one or two uh people among the three or four panelist selected during the first round and uh I tried to think about different possibilities you know two people because we want to be prepared as much as possible if two panelist receive the same score you know we might have to have a third round for for this to se to uh um uh to figure out to separate those two um the top two candidates are been selected to co cheres yay um and congratulations so um if you have any questions for me or Alan please feel free to ask if you have any feedback or anything that you think I might have forgotten when I was like writing the list of things that we had talked about um and I for

[54:01] question question first round mechanics so everyone writes down one or two so you kind of have one or two votes whatever you prefer yeah I would rally the votes and then if if there are four people who have like I don't know eight seven six five votes if eight and seven accept then we're done and those are the good CHS okay got it and what what gets us into a second round if there's our ties or it it would be like if nobody gets the majority oh if there's like five people with three votes then like say we all vote for each other right what happens how do we get to the like how do we prevent that same the same numbers from shaking out then only those five people that are tied are in the second round like yes see who's not consenting and then that just that group

[55:00] okay cool Co so this is um the proposal to um approve this process for our next election process and then um you know at some point we can also revise the Vos make it even more um more open to conversation as we select our our um co-chairs but at this point the B say secret ballot and so um we we're limited as to the transparency of the process for ourselves um but I think this is a step forward in the direction where um it's it's more open to everyone and giving a chance to everyone so hearing um recognizing that some of us have more good voice than others but doesn't mean that we have more talents um

[56:01] so thank you guys for working on this well thought out and I this is gonna be a great way to do it yeah yeah Ellen and I had a interesting conversation and yeah it was it was nice to bring different perspective and then come to a two person consensus on the way to do that so um thank you very much Alan for volunteering to to support this and so I think now um I would like to ask for approval of this proposal we have to do a motion oh I mean I think you have to do that I'm also just um my only concern that with the theory is the if every person takes like two to three minutes and then we do like that's half like this looks like it's about

[57:01] half the meeting so yeah but that's an important part of our next year I think that voting for it might be um either earlier or like that we're going to either like start the meeting earlier or expect to to go late that's that's just what I'm saying okay just this doesn't fit within a you know a 15 or 20 minute time right no it it requires a little bit more time but I think the thoughtful put in up front is going to pay back later u in terms of the um um what do I want to say the the community the panel or the solidity of our of our group and and the U support of the co-chair so maybe included in our vote is extending the meeting to provide for that

[58:00] time might be a second V for that yeah that would make sense this might um interfere with what you're trying to achieve so if that's the case beginning noce but is there if we don't want to extend the meeting is there a way to move some of the introductory stuff into like prep work or anything we can kind of do before the meeting I know if the open discussion the open discussion is the purpose to be together and listening to each other and getting to know each other as well since we're going to have new panelists and so part of that intro is really like getting to know like really the essence of who we are and I I wish we could dive even more into getting to know each other before especially for the newer panelists but this is like a concentrated version of of and I think it's important also Alo to to understand what what is our common

[59:00] vision for co-chairs you know also like what are those skills um so we'll do it as quickly as possible without um losing losing the the actual purpose so I agree that maybe extending might be good for that I have not considered that it might be an issue but is this for next month when does the yes we'll have new students and new other panel members or just new students just new students new students and then uh we'll draw someone from the alternate pool for Victor's replacement so should I make a motion to approve um our proposal to uh the

[60:01] process for our next upcoming um co-chair election second and show have had to approve Alan has two hands approve thank you so much really appreciate it and I would like to make the motion to extend the next meeting so that we can have enough time to do the introduction round and the elections properly second can you clarify by how long because I don't want open end it to where we're there till 10 o' night so it's your proposal proposal to uh extend the next meeting

[63:01] is cause a meeting to be cancelled and be a waste of you know folks time so just make sure that commitment to review the evidence um and all files prior to our case reviews is very important um letting folks know about any attendance issues or things that come up there's only a certain amount of meetings and things that you can miss per year and scheduling behind the scenes with uh Selena and Sherry is very time consuming um so sending five emails about when are you going to show up um is not kind of what we signed up for we should just say hey I'm here I'm ready to work and um just being consistent in that will help make this work move forward as we increase our case load and increase uh the case reviews that be coming before us it's important that we remain um just consistent and you know approach this work with Integrity even though we are volunteers we're not professionals but there is some expectations uh for

[64:01] that also to that um you not sure well I think uh this this last one was I think solad dad's idea um of um having a a structured decision of what are the 2025 um priorities for the for the panel um we've had we've had people people who sort of popcorn with good ideas um oh I I heard about this it's a great idea um but then it's it's not necessarily sustained so trying to figure out ways to determine like what are the resources um and like what are the things that we want to work on in 2025 and work towards them um so that it's it's more structured and thoughtful and hopefully sustainable and achievable um so I think solidad had proposed putting together um an an ad hoc

[65:01] committee um to have those conversations and determine what are the the the main goals for the panel in 2025 it can be longer than that too um but having it having it be more structured yeah I think it might be also good to have like not only like uh expectations for the years but maybe like have like long-term goals that will pass on to the next panelist so that we can have consistency and list in some key um objectives that we want to to attain um I I really appreciate that um do do two people want to volunteer to

[68:01] theft things or things I can't control in the community along with the county giving me a retrofit 10 years ago and then gaslighting me because I revealed that their professional practices were not good on a retrofit they had for customer for solar and they the they dumped the vendor that I'd spent expensive of my time speaking to they dumped the vendor from their program because the vendor um needed to have certain conditions before the solar gets applied to this house it wasn't my house it's somebody else's but um they dumped the vendor and they wouldn't give me a reason so I asked the vendor and they said it was

[69:02] because um they were forcing them to do this solar install under adverse conditions that would put them in um liabil a liability situation and damages for not meeting their warranty and that's crime in my view at the county level and it affected me because now 10 years lat later I'm getting a retrofit and the city's administering It Through The CARE program and energy Outreach Colorado and they they sequestered me from my own retrofit because of this incident 10 years ago and they totally messed up my house it'll be thousands of dollars worth of fixing it and it's just a disaster so just saying done thinkk you though when any pen was like a comment well response I I I appreciate

[89:01] community and uh caring for the city together in a really important way and yeah I want to thank you all especially for uh yeah being there as I think this is like the beginning of a life of service for me as I graduate school and um find way after that in the the void of post College um and yeah thank you all so much um I guess I'd say you know thank you all for not quitting because people have sat in your chairs before and said hey this is too much for me I don't have enough time for that so really appreciate that um just know that going forward um it's important that you know you have some being um objective in some

[90:01] of these things um sometimes you don't have enough facts sometimes you do have facts um just being able to separate you know some of your personal feelings from like the job that we were assigned um when newer panel members come on you kind of had a burst burst still bubble to say we're not here to Lally Change the World um but we can change some aspects of so you know just take that into consideration um there are some things in the scope of our control and there's some things that are not in scope of our control so um it is a serious commitment so um you know hold each other accountable but also you know have some Grace um with each other as well try to continue our yearly Community Retreats where we just all get together and um have a chat and for those who you know want to be co-chair um that's when your voice ends

[91:01] you know so just realize that um you have an obligation to the panel you have an obligation to the community and it's no longer about you it's about this just about a it's about a greater commitment so it's all I got okay um I'll just say thank you so much for your leadership Victor I think you've been a very steady presence throughout a very uh I don't know what the right word is like you have been on this panel through some some stuff some big changes
