The July 16, 2024 HRC meeting was the first attended by new staff member Christian Phillips (Community Relations Senior Project Manager). Israel-Hamas Community Dialogue (Mark Feer’s Request): Mark Feer (public comment) asked HRC to consider being a partner in facilitating a heavily moderated, civil community dialogue on the Israel-Hamas conflict. In discussion, Aaron reframed: rather than addressing the Middle East conflict directly (outside city scope), the goal should be creating community dialogue processes to address tensions affecting Boulder residents — keeping community members connected despite divergent perspectives. JH agreed; Feker agreed. Aaron volunteered to draft a letter to City Manager Nuria; commissioners voted unanimously to authorize this. Aaron will circulate drafts to each commissioner.
Human Trafficking Training: Carlos had previously tried to get a community training off the ground with prior staff, hit dead ends. Elizabeth provided context: the city doesn’t have a specific human trafficking enforcement office (that’s county/DA); the city worked with the Laboratory to Combat Human Trafficking for a ~90-min city staff training. Option: connect with Anna Sylvia (Office of Equity and Belonging) to explore a community-facing training. Aaron volunteered to meet with Christian, Elizabeth, and Anna Sylvia to learn more. All commissioners interested.
Annual Retreat Planning: Commissioners expressed interest in an in-person August retreat. Past retreats included HRO overview, HRC role discussion, and community engagement strategies. JH and Carlos to meet with Christian/Elizabeth to plan agenda (including Roberto Ramirez presenting on HRO claim data). Retreat likely in August.

Been on affordable housing issues or tenant rights. So issues. Something I do hope to. Address. In more detail at some other point. Point. But today. Hey? I'm not gonna address that. In, so. Said what I wanted to talk about, and I don't think I've. Asked this before. For a. This group. But I have been involved with. Issues. Around the mid east. And specific. Typically does. Israel! And I have been very frustrated by the level of well, ultimately conflict and disengagement.
[15:03] Darn it. And. If you. Feels to me like. The. And Relations Committee. Is a good. Place. to. Help create a community. Dialogue. On this issue, or. Maybe not as the primary sponsor, but a partner in this, which is what I've. Been trying to do. I've been trying to find partners willing to create a community dialogue. We can have civil. Discussion on very emotional issues. Use That would be heavily moderated and mediated. With the. Hopes of finding common ground both on this issue of what's happening right now. And further in the future. The hr. See, I. Has done these types of. Community dialogues in the past.
[16:02] and while I know you all have quite a bit. On your plate. More than enough. I would ask you. To consider. Consider again, being a partner, a Co partner. In Perhaps helping create this community space for a dial. So, and I've spoken with a couple of you. Already about this. But Just making a more. Official request, now. And I'll end it. There! Thanks. I I know I've heard this related to nuisance within City Council meetings and city council meetings have been continually disrupted by this and. I've. Heard, many people. Perspective, that I also.
[18:00] Hold that like. It seems like there's a discussion that wants to happen in our community, and. There's Yeah, some tension. And I do think. I do think it could be what. Wise, for. Us, to. Take some kind of stand on how we move forward and. Terms of communication. Hitting in a way. Can can address that tension. So I'll just say that. Can share briefly. That the. At, the. Chronic nuisance ordinance that's mentioned later. Is, a complete. Different. Topic. Yeah, not not really. To this one. Yeah, I I remember like seeing that. And I was like, Oh, that's the thing. And I looked up. And like, actually, that's probably something else. So. Thanks for clarifying that. Of course. So mark thank you for. Doc. Talking to us tonight. [23:14] And while Elizabeth is getting that going, I'll introduce myself. Okay, Hi, everyone, Taylor. I am in. I use she her pronouns with the city of Boulder and the climate Initiatives department. Last time we talked was. I think April. if memory serves. Me, and we were in. And the. Middle of our engagement window during that time. So it's. Great, to. Be. Back with the Hrc. And to tell you a little bit about how our engagement ended up going. We have currently a draft report and a couple draft reports. And.
[24:00] Orient us us all back into the issue. The unique approach that this engagement effort took. I will go through the report. Very high, level. Because of the volume. Of information. It's hard to get into. Too many details, but I will be available. At the end for questions. Could we go on to the next slide? Questions for the Commissioner. And. And I believe you got the report and your packet. Of the. Materials, so hopefully. Folks have taken. And a look at that. But our 2 questions for tonight are, Do you feel like. Reports, accurate. Reflect. The. Perspectives you are hearing in the community about the potential impacts of increasing the minimum wage. And do you have suggestions. To city staff, about. How to make this information easy, to read or understand. Next.
[25:00] Slide. I like to keep this like. In the presentation, because I want to acknowledge the tremendous support. We have. Gotten from our municipal. Simple. Partners who are part of this effort, but also community organizations who have representatives on. And the teams. That have been. And facility. This work and these deliverables, since. September. Of last year, the 5 cities that you see on the slide, the their Logos are. The city of. Boulder, the city of Lafayette, Louisville. Erie, and Longmont. The 5 of us. Us, have. Been working together since September to complete an economic analysis, that is, that is being done by. A. Consultant now, and those those materials are also near nearly ready as well as doing staff led engagement.
[26:01] Efforts. Around minimum wage. The Council meeting right now is scheduled for August twenty-twond in Boulder, and the 4. Other cities. Have different meetings scheduled for us to come and present. The information that we've. Found over the course. Of, but. Last 10 months. and get Council's direction on whether or. Or not. We would like to move forward with drafting an. Ordinance next slide. As a reminder. Right now, these, this is where minimum wages fall. In Colorado. The gray. In the back. That, you see, is supposed to represent our state. 8. Colorado. Did us a favor. But. I being. A very easy rectangle. So it. Was easy to represent, but.
[27:00] For most of Colorado. The. Minimum wage is at 1,442. Except for in those communities that have. Raised the minimum. Mum, we. Age, of. But. Of this. State floor, which was recently allowed by. Like. Legislation passed in 2,019. So those that have done that include Denver and Edgewater. Those are in the bottom there in the orange, and then in the yellowish color, is unincorporated. Boulder County. That raise. Theirs. Starting this year. They have. An escalation of a few. Years, to. It, reach. Is $25. And 20. 30, and then the blue. Outlined cities with the magnifying glass, representing. The 5 cities that are working together. Study this issue and determine if we should follow. Some of our Metro partners and. Changing the minimum. Wage next slide.
[28:03] As a reminder. As always. Is, the. The engagement spectrum is a very important piece of how we build and carry out engagement efforts. This community engagement effort fell on. The, in. Involve, level. Of the spect. Drum. which include. Woods. Community voices. Is deeper in. Decision making process. Makes, a. Commitment to reporting back on those. That participate. And sharing with them how we use their. Feedback. The involved level. Of the spect. Spectrum is, how all 5. Cities. Carried out their engagement. There were slightly different strategies, and how that was implemented. But in general we all. Followed, Broad model where we held focus group sessions with community members and those in the business community. And then. We had a question. Online that we all share. And.
[29:00] Folks across the the Metro. Region completed next slide. Most of the questions in the questionnaire were close. End, question. How much do you make. Do you think we should. Change, minimum wage things like that. There were. 3! Oh! Open ended questions both in the questionnaire and in the focus group focus groups that remained true for everyone. And that is what do you think the positive impact. Acts, of. Of this decision would be, what do you think the negative impacts could be? And is there anything else. Else. These 3 questions. And to. Between in questionnaires and focus groups, we received a tremendous volume of comments that. Sifted through. Through. And while this wasn't designed to be an ultra assignment. Antific. Engage. And approach. We did use a little bit of methodology
[30:00] that. Involved us. Combing the comments, identify. 25. Unique topic areas that bubbled up. Up, a. Across all comments. And so. And then going through and coding. How often those comments were raised next slide. And get. Engagement regionally. So this is a broad stroke of the pen on. Oh, I shouldn't use those phrases I will speak very generally about. In. Engagement regionally. The these, the themes that come up in this next section section are themes that. But. Spanned across all engagement. In 5 cities. There are more unique city reports. There's 1 for Boulder, one for Longmont, one for Lewisville, etc, etc. That staff. Made specifically to speak to we were able to comb out the particular.
[31:00] Is a pen. That engaged from Lewisville, Lafayette. And so when we put all of those comments together, Staff analyzed. So specific. The feedback from people who self identified as a community member in their city. And they wrote a more unique city report. But we then sort of. Of up. Analyze those and created more of a a Meta report. Church. To share out on. The perspectives. So so these. some of this will lack an amount. Of d, 2. That you do see in the city reports is is what I'm the takeaway from that. Next slide. Engagement by the numbers across. All 5. Of ours. Cities, we. Worked independently. In some cases long. Man, who. Hosted several sessions. City of both. Or host. Several sessions. And then we also did some joint. Point. Sessions together, and in total we had 14. Focus group session. The questionnaire received 993.
[32:01] Responses. I was really. Bombed. Didn't reach 1,000. I was. Really hoping it would But it didn't. And of those 932 submit. Responses. Than English, and 61. Submitted responses into. Spanish Import. And to note that. There are plenty of folks. Who speak English and Spanish, one. Or the other alone, or both. Of. And it It varied in which language folks were comfortable. Filling things out. In That's true. To say. The 61 submitted in Spanish is not. Necessarily a reflection of that is. The art. Spanish speaking community because there was a lot of folks. Who maybe had specific. Spanish as a 1st link. Which that chose to complete the survey. In English. Next slide. There are 4 categories in the regional report, and they have titles on each of them. And it's it's designed to sort of.
[33:06] Represent a spectrum of opinion. In. and how we categorise the. First.st One was purpose of middle. Wage. And the comments that we organized under under these themes were improving human. Dignity and sense of community. Unity. A lot of that speaks to. People's. Ability to meet their base. Basic. Needs to spend more time with family and focus on being able to be resources. First.st With time and other things. To, a. Us on their health. And becoming less reliant. And I. And safety net services provided by. Public. And nonprofit partners. And then the on the other side of this is minimum wage versus living wage. Those. Saying, Well, minimum wage is intense. To be for folks who do not. Have a lot. Of. Experience. And it's supposed to be a starter job where you build skills.
[34:01] And you get. Training to then move into higher paying wages. And, in fact, if we do raise the minimum wage, it may. Result in over paying people who should. Not rely on. The minimum wage. Because that's. Not what. But still. Designed to to. To be so. That's kind of. The spectrum of a pay. And that's represented. Here, on! Purpose of minimum wage. Slide. You got it, Elizabeth Building. The second one is building an attractive community. For both workers. And business. Is, and. And they're organized in factors that attract and factors that repel. Factors that. Tracked, meaning what? But what is the. All. And the. Pull. Is. Higher wages can result in more employee satisfaction. Reduced employees. Absenteeism, Higher Productivity. Greater workforce participation. Perhaps
[35:01] folks want to see minimum wage. And that's attractive to them. Factors that repel sort of fall on more of the business side of things. Businesses and. Adjusting to an increased minimum wage, could. Force them to. Close or move to a city that doesn't have a higher minimum wage. Larger corporations can absorb some of these changes, whereas our small. Of it is. In this community might struggle a little bit. But so. Talk about factors that repel. Are we pushing out small businesses by doing this? The wage compression is is a very big. Issue that came up. In engagement, because, while there are a certain number of. People that may be. Impacted by an increase. East, minimum wage. Folks who maybe make close to minimum wage just a little bit above it. Or is. Employers might have to make a series of additional. Adjustments to. Wages. In. A lot of different title types. so that
[36:00] folks are incentivized to go. So far. Or those. Us. Higher, paying positions, perhaps with more. Responsive. Abilities and. And things like that. Other ways, that. Oh! Ways that employers could adjust is just reducing the number of hours that. Employees, work. Terminating jobs, perhaps investing more in in capital and automating. Ing. Certain kinds of labour, so. We're that's more on the factors that repel. Things? How? How does it take. Taking away jobs. Like slide regional economic impacts. This is on spending and inflation. A lot of folks talked about how higher. Ages could lead to. To greater. Disposable income. Come, we. Would then be spent, and help. Stimulate our economy. Thanks. The other side of that. Of course. In, the. Business is adjusting to increase labor costs made. Need to raise the price. Of their goods, and that would put a squeeze.
[37:00] Is. On folks who are paying for those goods. next slide. And then there's the the last one is appropriateness of a change to the local minimum wage. There was a difference of opinion on the role of local government. Some folks. Came out. Strong on. This is really the job of. Of the. Federal Government and the State Government. To set. The wage floor. There are. Market forces that help drive, how businesses respond and. And and. Businesses respond. To help. To find the minimum wage. And. And then there were some on the other side of that. That, said local. This is an opportunity. Opportunity for local governments to come out strong and really advocate for. Folks in the community by increasing them. Minimum wage the other side of appropriateness. Of a. Change is that. But well, this is as. Much as we're struggling with affordability. And. All of these things are very.
[38:01] Through. There are a lot. Of other policies. Strategies that we could be looking at. And minimum wage is just not not the appropriate solution for addressing affordability. Next slide. this slide talks about sector specific impact. So in the in the engagement feedback, there were. A few. Of. Trees. That really bubbled to the top common. That we. Heard, either frequently or not frequently, but just because they weren't said frequently. Gently. Doesn't mean that if they were true they wouldn't have a great impact on the the. Industry, that it spoke. 2, the 3 that are listed here are restaurants. Childcare. Providers and agriculture. There's a lot of nuance. Is in each. Of these, and and how they would respond to a higher. A mum. I can certainly answer questions around that. But. We can move on to the next slide.
[39:00] And get. Into. I believe, the boulder specific. Specific report. Engagement in Boulder. Thank you. So by the numbers. So what we just talked about was the regional. Report. That's all. 5. Cities, and that that was a very generalized description. Of the kinds of comments that we heard in all 5 engagement by the numbers in boulder. So among that about a thousand. And question. Responses, and among the. Folks who participate. Participated in. Focus groups. 98 were from Boulder 390 of questionnaire responses identified. Boulder, community. Members. And this is where things got. A little bit different is because in. Boulder. We were noticing that there were. We weren't reaching as many people in the community. As we had hoped. To. We weren't having necessarily the numbers or the kinds of business representation that we were hoping to see at some point.
[40:05] The focus group. So we. Implemented additional strategies that went well above and beyond the engagement. Model, agreed to. By the 5. I have city. And and the other 4 cities also did some additional strategy work on on their side. But for. Boulder. It was 4 drop in visits to the. Of food. Bank. 8 h in total, where we we're in the waiting room, and. Talking, to. Program. Participants. As as they were waiting for their appointments, just educating folks about the issue and helping them fill. The question. In a. With, I. Pads. We also went around on foot and did a business. This canvas. Effort. We walked in. To and spoke to people in 252 stores or business businesses in general across the city, and specifically not in the downtown areas because the downtown business community is really who we saw well represented.
[41:04] Presented in focus groups. So we were looking to reach parts of the community that may. Maybe weren't. In that downtown core that maybe hadn't heard. Believe it or not. Not. Not everybody. Follows us. On Facebook, the city of Boulder and. And and that's crazy. But just really trying to get the word out to folks that these there are opportunities for them to. Leave, their. Voice. We can move on to the next slide. Like, I said, oh. actually, so this sorry! When I was speaking about methodology earlier. Er. And the topic areas identified. Those. Being categorized into key themes and unique themes. That was actually the boulder report apologies for that. The Meta report took a a slightly different approach where we looked across all 5.
[42:00] Of the reports like. The one I'm doing here, and put those into the regional report. So sorry apologies for that. Feel free to ask me questions. And. at the end. This is where we did our coding of the 25 topic areas and key themes and unique themes were identified. Side next slide. In the key themes arena and we also had category. Where is that? Based on community members and employers. The reason for doing so is that our gate there our engagement was really set up for that. We. Design! Find spaces and advertise. Is. Certain focus groups. Oops! For community members and certain focus groups for business owners. Folks were welcome to come to either of them. But we recognize that there might be different. Rules, of. Comfort with engaging if you are a community member sitting among a lot of business owners and vice versa. So we really designed engagement events, to try to meet people where they are, try to create environments where.
[43:11] We could. Be vulnerable and disagree, but that still be in an agreeable manner. And so that's why the reporting in in the Boulder report. Is, but. Community members and employers. So the key themes listed by community members. Number. Are increasing ability to meet basic needs, improve quality of life, economic growth. Making. Boulder, a more attractive. Place to live, work in. Play and concern about inflation. Shen. And the rising cost of goods and services for employers. It was increased pressure on small and local businesses, businesses forced to perhaps. Increase, pro. This is. Is. Reducing employee hours benefit. It's an opportunity. Opportunities and wage inequity and compression, and changing the character. Folder. Well we notice
[44:00] any. This demonstration of key and. Unique theme. And the regional report that I said last time. I. It's a lot of kind of the same stuff. Ask. It's just organized in a slightly different way. And and that's done intentionally, because there are a lot of different ways. That you could. Connect certain comments to to each other, and we wanted to present a couple of different ways of digesting that information, to help us think through a. Plex. Problem next slide. Unique themes on the community member side talked about reducing. The wealth. Gap. If it's Cliff. Where, if you pay folks. A. More it might push them. Out of their. Eligibility. Need to receive public. Benefits. possibly better environmental outcomes. If people are making more and don't have. To commute. So far to make a decent living living that might result in better environmental outcomes, greater societal benefits.
[45:04] providing more union leverage. enabling. Students, to. Stay in boulder and childcare expenses. and then on the employer side of things. They talked. A lot about commercial. Leasing, Cost. So. Explore. Of the vulnerable. And then here are some of those industry. Specific comments, very similar to the regional report spoke about restaurants. nonprofit service, providers, agriculture and child care, providers. Next slide. So that wraps up. Up. The report and feel free to give me feedback on this 1st off. It's the 1st time I'm presenting on it, and I toyed in my head with which one makes sense to start with. I I decided to go with regional 1st and then boulder. I think maybe it would be helpful. Also to go boulder 1st and then regional.

[49:00] Saying something about opponents, of raising the minimum wage. said there might be other solutions to providing economical support to You know, people in these. Up. Positions. I think it would be helpful to kind of know what those other. Solutions are. Or what you know, what examples. Opponents are suggesting, because nothing would cross my mind but. But. There are some concerns like valid concerns. With raising the minimum. So it would kind of be nice to kind of brainstorm some solutions, or, you know, keep it in the back of everything. Everyone's mind. Yeah. And I, I can respond a little bit to that. Obviously, there's housing, which is one of the the biggest costs that. Folks are. Struggling with right, and we are doing a lot in that arena to try to create more housing affordability. There's also. Else. Care
[50:00] challenges. I heard from a lot of business owners like Gosh, I would love to raise minimum wage, but healthcare is super expensive. And so so for those that provide healthcare, also raising. Raising the. Wage was something. That. Seemed pretty. Pretty. Impossible. And there was the Faa Family Act that was passed at the State level that has been putting a squeeze on employers. But the how I understand it is addressing affordability. There are kind of like. 2 up. And so. You. Lower the price of. Stuff that we've. Buy, or you raise. How much people make. I I think that. What brought this conversation. About was that we are doing so. Much. Around transportation and housing and. Healthcare's. Kind of out of our hands, because it's more of a higher government thing. But we're doing a lot in a lot of places. And we hadn't yet.
[51:00] Very. Explored minimum wage. So that's what we're doing here now. Elizabeth is also doing a lot around the universal basic income pilot, which I think is super cool. Pinks, but. But update. I'm a I have a question. Can you hear me? I have a question so. Volume. I see. I read the the report a little bit, and then kind of. Understand certain part. Automate. And certainly I don't. So how do you know either increasing the minimum range or no action on the minimum range? Each. Affecting, relative. Equity on like equity of our like black, indigenous, and older people color. It might be. Called the byproduct. Residents.
[52:00] How is that, you know? Do you have any idea on that. It's not something that I think the engagement report speaks to very much, but I have. Looked at. The Economic Analysis report. And it does talk about. What. What does? What are the Democrats? Topics. People making minimum wage right now, and a lot of the folks. that make minimum wage. Right now in Boulder County are people of color, and people who do not have high school, or you know much more than high school. education attainment. So it talks about what that community looks like, and. And the fact that it is just. Proportionate, based on just the demographics of our our city. So the someone. And could. We can suppose that. A. Change in minimum wage. Age. Would help, address. Racial wealth disparities.
[53:04] Is that what your your question is? It has more numbers that I. I don. Have on the top of my head. But the economic analysis. Says so. Side of this work does address the the question. That you just asked. Well, I didn't find much on it. That's why I asked you about. Question. I've been able to see if you have any additional. Information! Does that make sense. Would vote no on this, and so I think it would be very useful to give another. Alternative. Rather than vote. No. So here's other things that can be done to mitigate those negatives. That made sense. Or stereotypes, we might have. How to recognize it, and then what we can be aware of, so that we can. Have less of it in our community. And at. A time. Kind of earlier in the year. Staff were also in communication with. District attorney's office, and other agents. Agencies to. Potentially have.
[66:00] A community. Wide, to. Raining on. Human, to. Trafficking. However. We. Really all. Kind of got so. Far as scheduling. Those staff trainings and Weren't quite sure if there was more interest. Didn't in. Having larger community. Community-wide trainings. And so When we had our. kind of a. Agenda, setting committee. Meeting. Last month. For the hrs. See had shared that we would be able to come back. Back to you. With an up. Date as to whether or not. There were other sessions. Land. Currently there are not. however, if it is something. Maybe like a 90. Minutes, so like an hour and a half for me. Maybe a 2 h training from that staff with the laboratory to. Combat human trafficking?
[69:01] So if the Hrc. See, we're interested in in holding something like that again. We would our colleague, Anna Sylvia, would would help us get in touch with the woman who took. Of the true. Training. For the staff that that could be. One. Option. I think. We'd have to talk with them again, and. You'd probably want to. Here about what was involved. And kind of talk. About what some options are before making. Making a decision, but if you're interested we could certainly. Certainly we could certainly help that communication line. Well I am, but. Cause. Is when there is tension within our.
[88:02] Community. And I think there is a great amount of tension in our community right now. That is. In relationship. To what's happening there. And I. And if. What I think would be useful for. Us to bring to legacy councils like, how do we create processes that enable us to find resolution. Solution. Our community when there's things that are tense. And like. Here's 1 example. Example of that is that. Right now. There are people who are hating other people. In the community, based on what their view. Is, and. A, p. Who are. Being affected. By the global. Conversation. Around that. A. And so finding a way to like create space for. How people are impacted by something not getting. 2 into the details of what's happening. Across the globe, but getting into the. Way that is impacting people's lived experience here. And the. Way that. Impact. Our community relationship here think that could be a very useful framing. That we might. Be able to bring the City Council. Like, is. There some way we can prior.
[89:00] Prioritize. Creating better dialogue processes and. Our community, to. Dress. Tensions. They arise such that there's not this constant like. Explosion of the 10. Into city council meetings in a way that's actually just. Erupting. Us taking care of city business. Well, Aaron, I'm really impressed, and that's the best way to put it, because I think you know, one way or another, it affects that community here. It was like, I think. Think it was last Saturday or last. Sunday. I don't remember exactly. I was I was in town, and there was a protest, and you can see there were 2 2 sides and you know. But I was like I was with my kids. And I kind of felt like, Okay, you know. So. I need to get out of here before I get hit, and I totally agree, and I didn't see it. Like and. Thank you for. Bringing that clarity. So I
