Yes, thank you for having me here and Karen as well. Thanks for. Linking me in. My name is Rj. Boyle. My pronouns are, she. Her. I rent in South Boulder. I have been on the tenant Advisory Committee. Since the. I think. The first. Year, that the. Nation, prevention. And rental assistance. Services program began. And I believe. That was well, well, then, that was 2020, and so have gotten to see the program really, start and. Execute. And change. And it's been. Really enjoyable and. And so really excited. To tell folks more about it. Yeah. I think. Karen. We were gonna.
[15:00] Start with our. Slides, and then I'll Yeah. Yeah. So we have just a short presentation. And we have a few questions. For you. All and are curious to hear your input on on some of those. Work, that. We're doing, and and see if you all have any other questions for us. So. Well, it just gets. Started. So the eviction prevention rental assistance services started. I keep getting the dates mixed up, too, Jay, but I think. It, it. Started. With the. Eviction without representation, and. Should have in. 2,020. So if you were here in boulder at that time you probably. Probably. Voted saw that on the ballot and it passed, and it. He came. Name ordinance, 8, 4, one. And 2, and. The ordinance has a rental license tax to support. At the pro. And so that means every.
[16:01] Every. Property. The city of Bourne. With a rental license is taxed $75 to go into this fund. And. And we generate about 1.4 million. Year. It looks like and. And I think this. Now our third year, and. And a. Oh, Ingrid, I'm going to thank you quickly. You're going too fast. Yes, and I will! Just one person at a time. Thank you. Okay. Going. Okay. Thank you. Thanks for the reminder. We actually. Chilly. Our committee as well. We're bringing on somebody who's going to need interpretation as well. So this is a good. Good reminder for. For us. So In any case. So the program started in 2021, and since then
[17:00] it's grown slowly. Well, and. Now. We're really in full. Force what. Is the eviction. Prevention. What services do we provide? It's the main thread. Best, of. This ordinance was around legal services. For 10. And spacing of. Fiction. That was the main Interest, for. For. This. Or. Commence. And but what really what we found is that. Okay. Tenants facing eviction. One of the biggest needs is rental assistance. So just with the rising housing costs and and just the expenses and inflation. And. Rental assistance is a huge. Huge, huge. Huge need. We spend the bulk of our. Are. Budget on rental assistance. Mediation is also, and. Important. Component of the program for folks facing eviction.
[18:04] And I'll go into that just a little bit more. So who are we? We have one full time coordinator position, and then a couple of us work part-time on the program. We have a contract with Bridge to justice, which is a non. Nonprofit. Legal services agency that you you probably many of you know. and they have about 5 to 7 contract attorneys. Who assist on the program. and I'll go more into that in a little bit. We have a tenant advisory committee, and Rj. Will go. Will explain a little bit more about what their role is. We have. Of. 5 members on that committee. This is a little bit more on. Can you see this? Can you. See this. I know why. Aye. Yes, it's good. My.
[19:00] okay? So actually. in addition to those, the 3 main buckets, mediation, legal services at rental assistance. we do a lot of. Navigation, so. A lot of folks call us. They are facing a potential. Oliver. They don't know they're scared. They could be at any stage of the eviction process, and a lot of what we do. Is guy. Them to available rental assistance. Primarily rental assistance services. We might also be connecting them with housing services as well. but primarily it's rental assistance. So there's the state. 8. Erap funds, and then some of the local family resource centers. Efa primarily is who we refer to our center. And sister. If they're out of the city of.
[20:01] Older. We do like I mentioned, we have mediation. We have a team of mediators that existed well before this program. And we've We've really relied on that team quite a bit. and mediation is. Great. Resource for landlords and tenants. To talk. About are there options for folks to to stay in. The in the property. What would it look like. For the. To stay. Maybe. Be a payment plan. Or if they're if they're not in compliance with their. These? How can they. Get in compliance. Is, the. Mediator can also. Help them. Connect to some resources in order to get into compliance. We always have a mediator. Present at Eviction Court. Legal services I mentioned. We have a contract with bridge to justice and then rental assistance. We have our own pot of funds that I mentioned.
[21:02] And. And so some of those funds go to Efa. And it worked. In Syria. My assistant. Association, and they will assist tenants prior to eviction court. So those are folks who don't have. They're not headed to eviction court. They don't. Have a summons. Yet they're in the earliest. Stages of eviction. Whereas our own funds. The EPA's phone. And. That. We maintain within the city. With, in. Our epist program. We were. Serve that for folks. Who are at Eviction Court, city of Boulder residents who we can assist around. Exactly. We find that really. At the ranch. Assistance. It. Is. Huge, in being able. To allow people. To stay. So the start items here. Those are available, even though this is a city of boulder service. Those.
[22:04] The. 2 items that I have on here, the navigation and mediation that's available. Will talk. All, we serve all of Boulder County residents, and we're able to do that through a grant through the county. The other 2 services. As. Legal and rental assistance. It's sort of ad hoc, as far as what if you're a Boulder County tenant finding yourself not a city of Boulder resident, and you're at court. The services may look a little different which to justice may have some limit. It ability. To help and rental assistance. There's no direct pot of. That's equivalent to to. Us. So it's a little. Little different, depending on where you live. I feel like maybe I'm. It had. Too long. I'll try to speed it up here, but also go slowly for the interpreter. Okay, so just to give a snapshot in 20.
[23:03] 2023. We spoke. To, a. And 809. Tenants. Facing eviction, and the program continues to grow year after year. So last year was a huge jump from the year before. folks who have called us a little over half. Had good. Are in some stage of an eviction process. They've received. Either a demand for compliance. And switches the first letter that somebody would get. Letting them. Know. Hey? You're unnoticed. This is. The first step. Of the eviction process and or they actually. Have a court date. And the other half are. Before all of that. Other other things to note over half. Well, almost half Are, are. Families. And we find, with our our data collected, that People, of.
[24:00] Colour are disproportionately represented. Maybe not a huge. Surprise, but. We definitely find that's the case. Then. Unfortunately. Again, we can help at really any state. Of a potential. Eviction. We'll talk to anybody, even if they. Are just. Concerned that there's maybe a. Threat of eviction and. See how we can help. All the way up. To court Think is this slide. 6 rj, I'm not counting. They say. Slide. 6. Yes. Okay. So I'll finish this one and. And. That's enough, too. Thank you. So. Obviously the earlier, somebody. Can. Reach out. But. And connect to services the better. Usually, if somebody calls us, and they say, Hey. I can't pay rent for what are we in April. I can't pay rent. And. For may. But. Better am I. Options. We might talk with them about
[25:00] well connecting them to. Rental. Other rental assistance like Efa or other possibilities. If they're a family if they're a senior, there's different. Rental. Assistance services, that. They. Could access. So we'll talk with them about their situation, explore options. And explore. Resources. Is. And then also offer mediation. And if. if it looks like. Might benefit from. A conversation with the landlord, with the help of a facilitated with a neutral party helping to facilitate. Oftentimes that can can help. Help Solve the issue at hand, at least for the time being, and Atkin. Be very beneficial. Okay, your turn. I will pass it over to Rj, she's gonna walk through the rest of the different. Stage.
[26:00] Is of the eviction. And process, and one. Where EPA services can be helpful. Thanks! And this is the points basically prior to the filing of an eviction are. Where we tend to see a. Lot of our. Work. Occur here in the city. But. One of the most laudable efforts of the. Department. Of housing and human services that I want to highlight here. Is that The. Folks who. Show up in Eviction Court on Friday mornings. Check. The dog. It to make and it's time to. Call any Of the. Tenants that are on the docket. To help them understand the eviction process. Us. And demystify and and help individual. Was fee. Feel like the process is. Is. Less overwhelming, less out of their hands.
[27:02] Because we'll. One of the biggest things that we started highlighting in the early years of the. Appers pro. Room was that some folks just give up on doing something. And a. About their evictions, because they feel like they have no power. And and. So one of the key. Pieces that. At first. Provides to folks is. Education. And empowerment in terms of getting them to show. Up to court at the very least, even. Even if it's terrifying. Because there are still Options available to them rather than surrendering to a a. an eviction. Finding that has. Like super. Previous. Consequences on someone's phone. Mantle. All Situation, their ability to find housing later, etc. So afternoon. Eviction has been. Filed. Folks can. Still. Come to us, and we. Also called. Call you
[28:01] This is a. Point, where Bridge. To justice, our. Contract. Attorneys may be. Come involved to help you. Assess what's going on in your proceedings. Try and. Find some advice for you potentially. Actually represent. You. This is where. Rental. Assistance can become. A huge a deal if you are. Facing. Eviction due to lack of. Mental, as. Assistance, and. Attorney can. Say, well, we have money. Does that help? Often we are addressing. Some major. Concerns around the eviction proceeding. But mediation. And and. Representation. And also be. Useful for eviction. Cases where things. Are, more. Complicated if there's a dispute. But. A tenant and a landlord. If we can avert. An eviction But. We may have to help someone find a new place to live. Not the. Greatest outcome, but it is significantly better than
[29:01] having an eviction on your record. Are places. Where. An attorney can. Help us strategise around. The effort. the. Last. Slide. I think. Is at court. So this is what I just highlighted about the Friday morning attendance. We have our fearless Leader Jay, along with Karen showing up. Each. Friday, and. In, some. One of our contracts. Attorneys, at least. And mediators. As Karen mentioned. In the courtroom to try and. And catch folks before. Or they're in their eviction proceedings. To see if they can. Intervene prior to that effort. The as. Karen mentioned, already mediate. May be ordered by a. Judge. There are other resources. That can become a. Available beyond even rental assistance. But if we. Are seeing a. Case where there is.
[30:01] Just failure to. Pay rent. Can provide that guarantee that money can, that we have. The funds to help aid. Alleviate that situation. And of. Divert, and if. Election, filing. so that's kind of the points of intervention. This next slide is mostly about the tenant committee, where I said. This chair. There are 5 tenants. That serve on the board and are on the committee, and there are those 5 individuals have to be renting in the city of Boulder. The. Into. Tent of that group of 5 is. Also to. Try and represent multiple demographics of the 10. And populate. Relation in. In the city of Boulder. So we have students, individual. With. Children individuals where English is a second language. Age. Folks who've been living in Boulder. Since like. 1970, something.
[31:01] Thing, and. Have seen the way that the dynamics of renting have. Changed The committee. Is, a. Pointed by the city manager, and serves as an advisory body. And what. Are they advising? On. At, the. Be a a. The assurance that the funds in the epris pool. Are so. Then to. In accordance. With the. At speed. Spirit, of. Of, or. 84, one-two. Which is to. Prevent eviction and address concerns. For tenants facing evictions. that gives us a lot. A leeway to. Talk, of. Bit more about. Whether the committee well, in addition to the 2. Of the. Midi. agreeing on how funds are spent, and reviewing cases, and saying this. Is an appropriate. Appropriate use of the fund. In. Order to assist a tenant facing eviction. We have. Also. Provided. Input. On some city programs that are per.
[32:02] Meant to. 10, a. It's. If an. Ordinance. Is coming! Through about oh, my! Gosh! The. Words escaping me. Well, that so. Let's say the city is pay. Is proposing an ordinance that is pertinent to tenants. We've had. Folks request. From our. Oh, there's chronic nuisance. Thank you. Chronic nuisance. I couldn't think of the first word chronic nuisance where a a land. More admin. Have created conditions that. You know. Make it. Very difficult for tenants to. Live in in their properties trash, noise, etc. We. Provided input on the contours of that ordinance just from the 10. Since. Perspective. We. In the early years of the program, also assisted in. To Subcommittee. Formats. One of those was data gathering. And starting. And understand. Some of those statistics that
[33:01] Karen. Presented at the beginning around. Who? Was coming to us. Why? Aye. When? How did they? A case for. Resolves. is the. Is the second time they've seen us. Or another service like. Hours, And all of that information. Is. Available on a dashboard that is sponsored by the city. Boulder. And it is super in depth. Resource. I really recommend. Folks. Look at it to just see the number of people and number of proceedings that. We hand. And how in the we. Needs, the. Demographics have gotten on on that sort of data gathering exercise that data also comes from like a self-reporting survey through those. Who use. Program and are exiting it. So Thats like. The source of that data. and then the last piece. Please. Okay. Oh, go ahead! I was just gonna add just a little bit about the. The dash. Forward and the data and outcomes from
[34:01] from the program. First of all, the there is supposed to be a link here, but it's kind. Of I think it. Blended in with the background. But, if you're interested You! Can just go look for eviction prevention. And services. City of Boulder. And you can. And. Navigate your way to the dashboard, but. But. One thing that I just wanted to point out that I think we feel really, really good about is and I might not have the percentage totally right. It's either 94% or 96% of folks who engaged in services at eviction court did not. A. We are not. Liked it. And so. I think the. Point with that. Is. Is, the. It. We can get folks. To quote. And get connected to all of the services. It's highly unlikely. That they. Be evicted and. And. There are just a lot of support. So it's.
[35:01] Is, a. Pretty promising model and And our staff works super hard to try to get people to court cause when they don't show up that. That's it's usually just a default of it. think that is it? And the. 96% statistic is what you were referencing. Yeah. Of of those who sought who were at Addiction Court and sought. Appraiser. Of a. Is. Either rental assistance, legal or mediation. Services, or some other. Format, not. 6% of those avoided an eviction. Ruling It's hard to. To. Translate that to the dashboard, but I can. We at least. At the very top you can see.
[36:00] Since January 2,023, we've had 1,300. Inquiries. About a. Action, Prevention. And almost 1,000 unique clients. Coming to. The dashboard. Too, so like this is not. At a. Amount of people make. Use of this. Program. And it's not all. Of the city, of. Boulder, because our success. Is really. Good. This is. Probably us, being. The product of our security. In terms of making sure, as the committee that folks know about this resource. Is. And can access it. That that is as kind of put. Us. Eperus, in a place where the programming. Is help. Thing in like the county at large. March, of. Where funds have run out from other. Relief program. Like the Federal funds that were around. Post pandemic. Demic for rental assistance. And permanent. Prevention of a. Elections at that. Level. That funding has gone away so. That's why we're.
[37:00] Seeing these trends where more folks need. As my. More folks are using us successfully. More folks know about us. So it's been an extremely successful program year after year after year, and our role as the committee. Is to kind of reinforce those missions, make. Sure that folks understand that. There! This is a so. Success. And the data is supporting that making sure folks have the ability to understand what is available to them. To. To prevent an eviction ruling against them. And then we're. With city staff. To ensure that our pressure. Pot of money is dispersed. In a way that is. In line with the intent of the ordinance and that that's generally preventing evictions. as more folks have come in. To the program, seeking. Services. Is. It's. Gotten way more complicated to figure out where and when, and who and how we dispense funds to individuals.
[38:02] And that's been. Quite a struggle and an evolution. Of the. Many over the past 4 years. Years, is. Saying. We have to be more. Careful with how we disperse our 1 million dollar budget, because in 2020. 8, 2. You 2,020. 2, I believe. By February. We spent about like half the funds. You were going to run out of money before the year was like even close to halfway done. And so. So that the committee's role since then. And has been to figure. Out, how do we serve the most people most efficiently with the. Funds that we have. Available. To us. Besides that advisory component, we've also advised on. On resources available to tenants, even. Sides. Evictions, like the landlord, tenant. Handbook. It's saying. A catch all for. Know your rights. And the tentative.
[39:00] Advisory committee. Believes. Strongly in where that spectrum of before. Helping tenants before eviction extends, and and that. Empowering, 10. And to understand. And they're right. Is in relationships with. Landlord and how they can keep themselves protected and safe in. In their. Housing. even beyond. The threat of an eviction. There are also other resources available. On the city of Boulder. Webb. Site like a model. Lease. So. Trying to get landlords to you. Use Transparent and. And accessible. Legal. Documents! To engage with tenants, so that rights are clear and the relationship. Chip is set up in way that protects. Everyone. Similar with security, deposit forms and landline. Tenant guides just trying to. To beyond. Is. Critical mission of keeping people.
[40:01] Full house. In avoiding. And evictions on their records. Also making sure that folks who don't own. And but do. Rent in boulder are empowered and. Safe in their homes and under the law. [42:00] So far to help that stretch. Yeah, that was that was tough this year. We're in a better spot. Last year. Just. It was a. Crazy roller coasters. Easter be. Because there a ton of. Of Covid Relief Funds. That were. Available at 1 point and then. And that. Came to an abrupt end. And the. Had been. And like. Relying on. To a certain. Certain degree it was almost part of their their payment structure. For some folks. And so then it was such an incredible resource. It. Then they. Referred everybody to us. We blew through our funds, and what happened is we used to. And. Out of our office. We used to fund. And Folks who. At the earlier stages of an eviction. Process, so maybe. They hadn't received. To summons for court. They had just. Receive. Received that first demand notice.
[43:03] And so we used to fund. Folks at that stage. And then. After. Funds were dwindling. Rapidly we. Decided. Let's just focus on the very critical stage. Of when somebody's actually at Eviction Court. And actually, we've kept. That structure into this. Year where fa Emergency Family Assistance Association will administer funds on that. Earlier. Preventive. Stage. And we're remaining to focus really on. Those an imminent. Of a. Jen. Stage, so. That's the way we've dealt with it. It was. Messy, but. Early. Yeah. Oh, yeah. We are to. And for saying that. Yeah. So sorry, Aaron. Buddy. Was just gonna mention we had to start putting more. Or specific. Parameters on the amount.
[44:00] Sense, to each. Tenant as well. Like. In the very early stage. Ages it was. It was like a. Tenant has the. This particular. Need. Of this amount, and we would say, we're going to meet that. Whole, amount. That has changed to a specific amount. Aside. Funds. Specifically for. Rent where that parameter was way. Squishy year. Previously, and now we had. We've had to be. Focused about. Payment of rent. And in certain amounts. And that number has changed. A couple of times. It's it used to be up to 4,000 in the beginning. Because no one. Knew about us, and we were able to just give out money. Yeah. Then it went. Down to 3,000. It's now at 3,000 for folks who are out of. And court. and FA And it within a 24 month. Period, sorry 12 months. Month period. and Efa has lowered theirs from. For. 1,000 also down to 2,000 at that earlier stage. And only.
[45:01] Once per. 24 month period. So, and we're stretching the dog. It's work. Game. Still not able. Some people are phones. Through the cracks, but. For the most part we're able to start. Such dollars! And Elizabeth. Did you. Do you want to share? Oh, that's true. Yeah, we did use our. Harpa. Yeah. Go ahead. Yeah, I can. Jump in. A little. Bit here, and that is that. We, this. City. Is, is, the. We. At the city. Has also. Strategically been able to use some of our American. American Rescue Plan at. Or Arpa. Fund. Thing to And. One year recently, also some funds. That we had available through our huge. Human Services fund. That had not. Been yet allocated. We were able to add. Add to. The everest budget. Both, for.
[46:00] The amount that. Are so. The team. Has. Available and for Efa. So that's been a great. 8. It's been a huge. Benefit with impact. Because I think that has. Really enable. Built the team. Collectively. To continue to fund more. People. These are challenges that nobody. I mean we. Generally, of course, no. It's our staff's. Role, and with the Tenant Advisory Committee, our non. Profit partners to be able to track what the need. Are so it's not a surprise. Jump. But I think everyone in our community, and including. Regionally. You know. So nationally. has really been. Kind of Really not shocked, but like really kind of blew. On, away! By how badly these resources are needed. Did. that just kind of coupled.
[47:01] Of the. Inflation. Covid just all. The other dynamic. That you know, Karen. And Rj. Have. Shared. So what seemed like it would be. I quit several. Years ago. Right, has. Turned out not to be so. We have been able to. To help add to the. Out through our Covid relief funds. That is ending. In 20. 26 and so we are well aware of that in our. Working. Regionally with our partners. At Boulder County. E. City of Longmont. Primary. But other government, and. Nonprofit. Agencies. to plan. As much as we. Can for what will happen next. It's. Is affecting that. Only individual. But also families. At a time when family homelessness Is kind of at the highest rates it ever. Has been. So these are that just feels like a lot. Right? There's a lot like.
[48:03] you know, it's really bad out there, and and our Karen's team. Is seeing. That every day. and I think. Purchased. Aware. Of the great benefit. An opportunity. We have. Because we have this pro. In place. Many communities do not and that it is the funds are being. Used as Rj. Said As strategically as possible. To keep as many. Housed as possible. Gospel. Yeah, and I. We have. Lots of hope for relying on the mechanism and ordinance. 8, 4, 1, 2. To increase the licensing. Fee rent that. Landlords. Pay just due to increase in inflation. Inflation has had a huge impact. On this, not. To mention. The other dynamic that I like to point out which is. That. They're worse. Dots on. And Attorneys. 5. Of the. Options during. Covid.
[49:00] and you know those moratoriums are gone moratoria So there is. There was an you know there was an exponential. Increase, in. Filed. Things as well. And. So at. That was some. Thing else that I mean. Just. The inception of the programme. At a time. Time, of. You know no precedent. And then going back to. A place of precedence in some ways has demonstrated. How we. Have to change and adapt where. Maybe eviction filing. As we're at. This rate well before the pandemic. And or or slightly better, and things have. Since postponing. Pandemic. But that's another complication. On top of everything. So. Question. Either we have a person or a friend. You know Renaissance, persistent. very. Can we. E. Oh. sell that code to you directly or.
[50:01] Who care for. Well, if you know what's. Stage, of. They're in if they, if they are not. Added. Of election. Port did. Have a summon. For court. then. You could send them to Efa. It's fine to send them to us. We can we talk to. Folks all the time. Who? Are at earlier stages of a big. So feel free. To send them to us. And we'll. Connect them with Epha, or talk through their situation. And and. Explore their options. and if they're headed to eviction. Definitely. Send them to us. Please. Yeah. Emily. So I really appreciate. [51:01] For. Of different scenarios. And and. Reasons that people are finding. Themselves in these situ. Situations. and you talked about fa being a preventative care I'm curious about after care. If there are any procedures that you follow. To support people at. After they face eviction. And. Particularly to support. But the. In not facing that situation. Nation, like. Again. Mean. Unfortunately, our staff is limited on. I mean, we're we're working pretty hard on. And. Just meeting the needs of the phone. Folks who are coming to. The immediate needs. And we. Don't have. Lot of Support. Like ongoing. So the. Board of services. To. Folks, unfortunately, and I think that is a little bit of a potentially a little bit of a gap.
[52:04] Happen. In our community, particularly if somebody has to move out cause that does happen when Rj. Mentioned. you know, preventing eviction preventing. Ruling of eviction. And is. Different. Then keeping your home. Some people do have to. To move out in a very short timeframe. you know. Maybe we're able to negotiate. It an extra week or 2. Too, but they might. Might. Have to. About, and they. Men, have no. Where to go. And so those housing, navigation. Resources. We have lists that we. Can give them of low income housing. Available. Units. That kind of thing. There's a handful of resources. And lists we can point them to, but. There is nobody really. Holding folks hands. On on that housing navigation piece, and so
[53:00] And then, as far as the rental assistance. And it's. Stable. Advising, somebody. Sometimes we'll see. Folks. There's definitely repeat. Folks who come back to eviction Court. Unfortunately. And then we're looking at more limited resources, cause they've already tapped into. Many of them usually at that point. Sorry I don't have a better answer for you. I didn't I. Appreciate that. Surprise. Yeah. The auto. List and. Sir, and that was part of my question. If. There was any sort of case management ongoing to support them. It sounds like they're just aren't. Act, the. Resources at this. City level. I would. Add to like the. The mission of the ordnance is. Very narrow. It's something that the committee is kind of like. Yeah. About, because it is truly about.
[54:00] You know it, and it like thinking of the content. Next, in which the. Was passed as well. This is about. I eat. Triage, some in some ways where. There is. And need. Need to pay rent, and we. Can do that by providing. Rental money, So. It's been a tough thing to watch. In, the. Wake of again in the wake of 2,020 in the world we live in, where it's not just payment of rent that that can complicate. Kate, someone. Ability to stay in their home. It is a primary factor, but it is. Cop! But. There are other complications. And so. And one of the hopes that a member of the committee, Mark Fellas and I had, like the last 2 members from 2020 like we really hoped. This dashboard, and in particular. Highlighting, the. Court case, outcome. Area. The amount of people coming the funds spent are actually providing. Fodder for other services. Other place. With wider. Missions to take.
[55:00] The mantle. On that effort because we are. Circuit, somewhat. Constrained by our mission here. In this committee, which is a. About eviction, prevent. Tension. And that's of course, the not the whole picture. When it comes to housing in the city of Boulder, and what. And what challenges. Facing, those seeking. Housing. In the city of Boulder, and so. Yeah, encourage many people to. To like. Use the powerful force behind the dashboard to find other solutions. To keep filling. More gaps. As it is, it. Feels hopeless, but it's like, but we. Tried to create. Need some action, forcing. Areas, too, so. Yeah. If I may just kind of swing in on that also. What? Both Emily or sorry. RJ. In. And Karen shared is. Is.
[56:01] 100. And we as a city, and specifically our housing and human services. Is, the. Department? Do you have lots of other programs, are they. Being, the need. 100%. No but we have case managers on staff. That help. The adults. And. Families. With students at. Boulder, valley, school, district. Tricked. We fund many, many organizations. In the community that. Provide food. Food and. And childcare assistance. And see. And kind of help, address all of the other expenses aside. From rent. And and. Some of them in addition to. Right. We have direct cash. Assistance programs. lots of ways, you know. Some of our staff have different buckets of money. That they can help pay. Rent in addition. To app. Chris. So. So Just to. Emphasize what Rj. Said. Like. This is
[57:01] this program, has a very. Is, a. Specific and somewhat narrow and very meaningful. Purpose. And it is by no means the. Only thing. So, so we direct. Directly, have. Case manager. Ers. And we fund other organisations to do that. That, and have. Programs as well. So. And again I. I say that it not. Tending, the. That's me! In. The needs of everyone, cause it's not but there are a lot of other programs and investments. Out there. That are. Helping as well. The commissioners have any other questions to our guests. [58:03] About the services. You have available. The. We attended a few block parties at the Mobile home. Parks with you. Years ago in in Partnership with oh. oh, God! her! In the. Escaping me. But we were. We have showed up at places where it was. Pernit. And I would say the other thing is, is really distributing a lot of information to these other. Services and. Town like Efa, and. Sister. Carmen We I. I? Oh, my God! It's blanking on me now. We. We so. Sent an outreach subcommittee also into
[59:00] like an action planning phase where they were. Also identifying how they could notify folks about that. That was. Back in 2020. Me, in. I was not on that subcommittee. So now, Karen, I will defer to you, cause I've run out my knowledge. On? How? On? Other outreach efforts. Sorry about that. People have seemed to find us, and I think it's mostly from the other agencies. In. Like the usual places where people go. So Alpha is. A big one, and. At the time. Are calendar. Me! Housing. Helpline was a really big one. That's where everyone was going for assistance. And and then, like, I said, they funneled everybody to us. think those are the big ones we've had. A couple of. Press releases so. With the. Programme over the years. With our analytics. Our reports. We. Notice of. Bump you. Usually we. Windows go out.
[60:01] But there may be there may be more folks. We don't do a lot on outreach because we're. We're. Busy as it is but we are continually interested in knowing how. To. How to reach folks? So they know about the services. So if you do. Have any? Other thoughts. we would definitely welcome it. The one thought that I had is how the city has hired. Connectors. Yeah. And those people. More embedded in. In different communities within boulder and just being. Being sure that those communities. We connect. Are aware of the program, so that. If they should connect. With someone and and then the other thought I had was, the city is doing all the stuff. Community engagement. Works. I know that some of the community connectors had. Block! Parties of the. Their own so. So just kind of.
[61:00] Making yourselves. Available, available, or apprised of those events, and attend. Sending those Events, and being there as. Resource. First. Yeah. Rj, was mentioned. A couple of mobile home. There is. And they. We're kind of wrapped in with some of those that community connector outreach. And we. Did meet with. With the community. Connectors at the very start of the program. But this is, it's a really really great reminder. There! My. Be turnover there, it might. Be, a. Good reminder. For folks. And especially. A tenant. Advisory committee. Encouraged us to do a shorter landlord, tenant. Resource. Guy, just a short handout. Out and In conjunction. And with, you know. That might be a good resource, that. We could kind of promote with the. Community connectors, so. Definitely make. Get out of that. One, is it? Yeah. Erin. Thing that's popping up for me is in regards.
[62:01] There's 2. The outreach. It seems like there's a lot of data. On! Who you are. Searching. I'm curious how. But y'all are looking at the. Data of like people who are getting evicted and like understanding. like figuring out who those people are, and. And. If they knew about this service, and if not, why and like, that might be a. Good avenue to. Some more information about where the outreach is not. Reaching. Yeah, that. It's interesting. And so the people who. Oof. Are getting evicted. Usually we don't know who they are. We haven't been able to contact them, so we know very little about them. For the most part. Rj, do you have any other. Other. On, that. Yeah, you you basically took the words out of my mouth. I I think one of the hilariously comprehensive over the top way of trying to reach those people has indeed been the. View of the docket and. Hold, calling each individual that you can find on the docket to.
[63:04] Attempt to intervene, but. 4. They are in. Court, but. That's something. Thing that Jay and his team we're doing. And you know. That's tough, but. Because this. Is obviously. This could be related to like not wanting to. Good, be. Seen in court, and so getting a default, judgment again. Against you. Simply by not showing up. And. So not want. Into the. The situation can. Can. Turn into being evicted. And. If it's you know, if it's. One who is seeing an eviction. Coming and is already left, and then they're uncontactable. Then. You know. We can't stop that sort of an eviction, either. So the reasoning and the demographics behind it are like hard to understand, because. Of the nature of that. Demographic, And like. The. But. I like. When I first heard that Jay was like cold calling the docket I was. I was.
[64:00] But like. What else could you possibly. Do to read. Any reach, those. People who are at like the most. Critical point of intervention. So. yeah, it's. It's tough, and you've really keyed into it like. How do we catch? How do we catch. Batch died. I don't. Yeah. Is, is there at least like information about, like the addresses of those people, and like. Seeing if it's like if there's a. Disproportionate amount in like certain neighborhoods, or anything like that. No. So the only thing we get. On the dock. Is just the name. No location. We don't know if it's Boulder Lewisville, Longmont. We have no idea. Sometimes we can. Just we recognize who the landlord is. It's just plaintiff's independent on the docket. So sometimes we recognize the plaintiff, and where that property is located, or we've already been. In touch with the tenants. We have them. In, our. Database, and. We can. Paul. But often.
[65:00] Times. The people who don't show up. But we don't know. Who they are, where they live. Yeah. Thing about them, and I mean, if we were really. Leave. We're going to take things to the next level. There would probably be more development with the courts as far as getting that type of. Information, that. You're talking. About, and. And trying to access that. Of information. Which isn't to say that the courts don't know about us, and. And like some. Time. I don't know how often it happens, but. They do say, like this, resource is available. Go. Seek it out. Oh, they're very supportive. Of it. Yeah. Ahead of time. We don't have a lot of info. Information. Okay. Gotcha. One thing that we put on this agenda for staff update is the a report. Briefly. On the city. Console. Retreat. This is something that. But Has happened in various ways over the years. This retreat happened. Just recently. Certainly. Two-day retreat where city Council members come together to think about. To propose. Their priorities for the next 2 years. Understanding that some. Issues and. And situate. Situations that we're addressing as council members and as staff.
[70:01] Can't be resolved. You. In one counsel. Relax. Year, and so they. Usually go on for quite. Sometime, particularly if it's a big issue a new topic or. A new program. So this year. The the notes from kind of the official notes from the retreat are not quite yet available. There are a number of different news articles, because. Reporter. Were there. In the room. But I can share. A couple of things is. That the One of the issues that The Hrc. Members. Raised. In their letter to City Council. Council which former Each. Receive. Member Chris. Steam Chen kind of developed and and move forward, in which. Members. Reviewed and approved in March at their. At your meeting. Was regarding. Getting more clarification. And. From. City council. More directive, more recommendation.
[71:01] Foundations for. Topics that the Hrc. Could weigh in. On! So that letter did go to that. There was a you know, one kind of. Recommend. For a priority proposed by council members was to really clarify and and look at some of this. Topics in the course. Of the discussion. And. What was shared is that for a lot of the issues that were brought up by council members, they're already on the city staff agenda. They already are priorities. That staff are working on. And so that was one example where council members had conversation. It was lifted up, as, as you know, something that they felt is important and a priority, and they. There are some. Process is already taken. Making. Is. To look at, but. Boards and commissions, roles city wide. Wide Where our staff have been.
[72:00] In commerce. Station with the Hr. See! About kind of clarifying some of its roles already. And we will continue to. Do so. So just wanted to report back. A again! Very briefly. Yeah, on that point. Some of the other. Priorities. That were discussed and. And During the retreat that relate specifically. To our housing, and. Human Service. Is department. Bent. were. Homeless. Which again, there already are programs. And it already. As a city. Council, priority. Particularly around people who we call high. Utilize. Advisors, so. People who are. On, how. Housed. And who quite frequently In. With either the. On Health. Care system, or. The criminal justice system itself. So there was some good discussion on that, and some decisions to be made. Thing, for. Forward for a proposal that stands.
[73:00] Of have coup. He did. To specific. Specifically work on that issue. And. Help. Kind of Do more to move people into homes and. Provide other other types. Of services, including behavioral, you know, mental health, etc. There are several other items that were discussed that are not necessarily kind of in the scope of the Human Relations Commission. Happy to take any questions. That you have. But otherwise ingrid. Can. Share with you. Proactively. When the the notes are are available. For that from that retreat. and I think. Ingrid you've included in the slides. Articles. There were several boulder reporting land. App. Daily camera. You know some. Other needs. Is, a. See, so. Obviously, you know. Will feel the. [74:05] Okay. ingrid. Shall I just share about minimum wage as well while I'm while I'm going. Okay. This is a minimum wage is a topic that the Human Relations Commission. In years. Past has helped to address in our. Community in boulder. More recently. This is a topic that has involved a whole region in within boulder. County, the county. Government. and all of. Of the. Cities within Boulder County have been researching and exploring whether or not to raise or. Increase the minimum wage. County. Throughout our communities. And. And the human relations. Mission. And. Has been. And Approached a couple of times so far by city staff.
[75:00] Have to help. With outreach, to community. Community members. Including people. Who are employers. And employees or minimum. Weighed. Earners. And last week we just shared a reminder by email. All, with. Commissioners that on Saturday there was a final kind of in person. And engage. Event for this process, for city boulder community members as well as a survey. Which is now closed. So we've provided the web page. Age. For the minimum wage. Age, topic. Like, or issue in the slide deck. And Taylor Ryan, who's with. The. City of Boulder staff member. She has been one of our point people on this topic or this. Issue. Is planning. On coming back to the Hrc. In the next couple of months. To get some more input. From you on the kind. Of the report of the.
[76:00] Findings. And where that will go next. To our respective government agencies. So just a little bit of context for our new Commissioners here. The Human Relations Commission. used to in the past to manage the Human Relations Fund, and it was. As. Decision of the Commission, and informed by community and grantees in. Input who have received this. Fund in the past that the process Could be. Integrated with other housing human services processes that are have been already in place. For years, so. The role of the Hrc. It's. Changed, meaning that you do not do any more of the allocation of these funds.
[78:03] But. But you do have the opportunity. Opportunity to. Have a representative. If of. Human rights. A, to. Mission to join. In, the. Committee. So that is just. Little bit of context for you to Dive on the. Bit deeper into the fact. That the application the second cycle of the Human Relation Fund is. Application. Cycle is open it open a couple of. Days, ago. And it is for organizations and community led events that will be scheduled for June to December of 2024. So the way. We're. Is that there's 2 main applications. Case in site. Calls and organizations. And in. Community led. Groups can. Plan Ahead. Of time. Apply for funding and For these. Period of time. The other application cycle will. Open in October, the second one, and it will be for.
[79:00] Events happening between January and May. A of 20. 25. So the application probably. Says. Closes on September thirtieth. and Joseph. Reminder. Is, a. Fund that is intended to raise awareness of civil and human rights. and Part of the work. Plan. And. I will! Open the spreadsheet here and. Second is includes the list of events that are funded through the human relations. File. And. So you have. Access to. Those, and. Information. That is readily available to you, to be able. Just. Where those phones are going, and what kind of fun events you can participate as a member of the human relations. And fund.
