In my resignation letter. To city council last month. Namely, that I think that. Clay should. Prioritize reform of all boards and commissions, and. How they work. Oops. And I'll just I'll. Let's run. It took a little. Long time to. To build support across the county. To get us to. Where we are right now. But this is the exciting time. Because. We are engaging with community members to see how they feel, and I. It's on. Most in exactly halfway between our. Engagement. Window right now, so I wanted to come in. Share it up. Aunt Lafayette and Louisville and the town of Erie are working together to consider a regional minimum wage in 2,024. This team of cities are engaging community members in the conversation and working with a consultant to conduct an economic analysis over the next few months. Community members are invited to share their feedback through the survey, or attend one of the many sessions that will be hosted in person and virtually across these 5 cities.
[26:01] It's that's terrific. I'm just gonna pause it for a second and see we get some buffer and let's try it again. Oh, wait. To our community to explore every avenue available, to make our cities places for all to thrive. Minimum wage is one of those avenues, and we are eager to begin exploring this with our partners side by side with the communities that are most impacted. The small businesses are the backbone of our community. Therefore we must find a balance that allows them to attract and retain employees who deserve to earn a living wage, while also maintaining the economic viability of those businesses. All the Chambers should be at the table. All the businesses within those communities that want to participate should be at the table. All single parents that want to participate should be at the table. We want our community to continue to thrive. The minimum wage is an important part of maintaining these qualities of life. But it's important that we understand all impacts of our decisions on all stakeholders. We can't do it without your help. So please participate in this assessment by sharing your thoughts and opinions. Your input will help regional leaders make an important decision about this topic. A new minimum wage would not be implemented before January of 2,025.

[38:01] We're back in. 29. 19. Since then it's been escalating slightly each. Year, for in. Replacement. So now it's 1829. And then edge water. Just last. Last year. Has to do minimum. Age, and. Their their schedule. Because you typically have like a target that you try to reach in like 3 to 5 years. And then you have an escalation. Schedule which. Will help you ramp up to that term. Because we can't just take minimum. Waited for. 10 to $20 overnight, right? So as waters escalation schedules basically just gonna. Match Done. Eventually in a few years. And then Boulder County also just passed a new minimum wage. And they're gonna escalate to $25. 2030. The blue cities. Is. We don't know what we're doing yet. We're trying to figure that. That. Which is what the. Analysis and. Engagement is. Supposed to. Important desk. You remind me what, what. What it. Currently is in the city of Boulder. Earth. Yeah. So the the rest of everybody else, including the blue folks, are at the State level at 1442.
[39:04] Yes, I know. I think $25 by 24 $100 as a minimum wage sounds great, but with already being 6 years away. Cost of living for sure. The cost of living, having to. Increase by then. How do you guys determine. If it's going to be. A wage that's comfortable. Goal for people is that he. Can make a. Friends, the number. Going up. But it's the way people. Live, going to be changing. Right. Because if minimum wage goes up and in full. Station. Keeps up. It's a good point. We can only like the legislation at the State level. Even a lot. Us to do anything with minimum wage. Because before 2,019 do anything like this. State precluded us from touching minimum. Wage laws. So now that we can do. It is a. Very conditionally. The State says. You can. And but. You can't raise it more than.
[40:00] 15% in any. Good. So we're. Hacked at. How. Much. Hmm. I'm not sure. I don't remember exactly what. Boulder's Escalation schedule. Is, but you can only go so. So fast basically These are the questions that we. Us during focus groups. There's a there's a whole questionnaire. Like I had shared. At that, at that link, and they have a. Of more like. Close, ended questions about how much do you make? Where do you live? Things like. That these are our open form. Feedback questions that were. Asking in the focus groups. So a lot of these are very dialogue, rich conversation based. Types of you. Feedback that we will be. Ian. Analyzing shortly the engagement numbers are actually. A 400. 100 and 30. 8, question. Questionnaire responses as of. Right now they just. Checked. And we have. 50 participants in focus group. Sessions from Boulder, but 40 participants.
[41:00] Participants have. Been participating in long months. So far, so 90, so far. Between our 2. 2 cities. And here is a high. Level time. Timeline that we put together. This just shows. Different tracks of. That we're looking at. As you can see, there's the consultant analysis that's. Happening. Right now. There's the session. Signet. Sessions and questionnaire. That is also. Happening right now. We're gonna report findings and see during. Direction. One of those reports is gonna be. Yes. Your meeting June. Any team. So we'll come back and we'll let you know. What are the results of what we heard as well as city Council in July. There's going to be another chance. For public. Comment when we do go to City Council, assuming that public hearings and ordinance and things. Things like that happen. There will be the normal public comment period have and if we. Direction from house.
[42:00] So to draft an ordinance. We will, you know. Have that happen. And communicate the decision, but. It is still uncertain. At this point. Linked, if. Shift. All 5 Councils are. Or or. With the community. You're like, yeah, raise minimum wage.
[43:01] Like, definitely got. Get it up there, but there are some folks. Good! Hi! Light, just. The. Challenges, of. The. Being in the business. Us of owning. A business, and. And. There's a lot of different things property taxes going up. Up. Care being a big issue. I had. Heard actually from several. Folks! Well, if I didn. Have to pay for healthcare like. Of course I'd love to pay more, but like healthcare costs so much. and they're just the margin. Are getting. Slimmer and slimmer, especially for industries like restaurants. So they're very apprehensive about this. This They also, if it is. Says you. Is going to have. I've been. Would like to know sooner rather than later, because they start budgeting for their next year. Around the summer timeframe. So a heads up sooner rather. And later would be good. But it's it's really mixed reviews. But I'll move.
[44:00] My question. I gotta say, you guys wanna raise the minimum wage. You know, it's a good. Thing, and I do believe. You know. But one thing I I'm just, gonna you know, Torret you. So you can think about it, too. That could make it better. We, you know. Because. As a business owner. I'm speaking that way. Do the link? Either you get. As can be. Gave us a tax break to. Speed. Minimum wage jobs, particularly at. Thinking about it all. Gearing up for the first. Robert. So we are. Part of our. Are. Strategy. About reach. We're. Going in person to. Businesses, and talking. Employees, and and all. All sorts of. Let's. It includes the hill. But I have to. A heart. My envy. Engagement, for. Professional. Her name's Angela. She's been. Doing. A tremendous. Does job of contact. So many organizations. I I'm not even confident I have a whole list of my head, so I'll have to ask for about schools. And make sure. Sure that we've. We've made outreach to them. Yeah. Yeah, it just seems like it would be a good demographic to hear from. So no, absolutely. And the. The question of emancipated minors does come up. The legislation, and it has come up.
[46:02] In conversation, you know. On one hand, I think a lot of folks make the assumption that unemanated minors a lot of time they're in. Jobs to get spending. Money to go to the Mall. And things like that. There's. Of that argument. That there are many minors that make serious contributions to family wealth building. So. It's take. All of these truths. Together. and trying to make Generalized decision on. And have food community amidst a lot of very different opinions and experiences. So the more the more feedback that we get, the better we can. Sort of understand. What the impact of those decisions will be. Can you just clarify what it meant? A minor. Narsney. Oh, unemancipated my arms. So later. Are children that are still. So. In the custody, if you will, of. Parents. Some. Sometimes kids can become emails. The padded. From their parents. Normally, kids at the age of like. 1617.
[47:00] So they're legally adults as a status, even though they're only 16 or 17. Unemanated minors are just like regular. Kids. If you will. Kids. Still with their. Family legal gardens. Yeah. With yeah legal, their parents having legal authority. Over there. I have one more question. are there any studies being looked at of just regionally? What. To have. To labour patterns for. Since 20. 19, when we have uneven minimum wages. Across. Graders don't. Metro area. And If, if, like businesses who are. Currently, You know. like here in Boulder. We're at 14. Whatever it is. We're seeing. Neighboring areas that have finer minimum wages. Like, we're seeing more challenging. It's in, I. Rendering teams. Perhaps. I don't know.
[48:00] If he. Like, for example, right, Denver, raise their wage, so does that make us less competitive, as like an employment. And market. I don't know of any reports on that. The Colorado Department of Labor and Employment does put out. A report every year. For the local minimum wage report, and it includes special and. Analysis. For any cities that have raised minimum wage. So Denver is in there edge water. And boulder. Will be in there this. Year, About Boulder County right in particular, but it's still. Writing, part. Neighbors, and in some cases it's a matter. That's correct. Off like a street where somebody might find a higher paying job on that. Outside of street as opposed to the other side. Is that what kind of effect. Like that right? Which is what makes this conversation so relevant. I mean, I I have to your point. Jh, had several conversations. With people being like. Well, you know, I. Can't really afford that. What I have heard several folks say is, will we also. Have. To remain competitive with our Metro partners, you know. Maybe not. 25.
[49:01] Like, but like. We have to be competitive with Denver, so there might be points of agreement. That that we find in the meeting. The engagement. Feedback. Once we. And we are doing this. Again, because. We know how many. And he. Challenges there are with people who are living in this community with lowest. Income. And direct cash assistance. That is not. That is unconditional and unrestricted, which means we know you don't have any. Enough money. Hey? We're going to give you money, and we're not going to tell you. What you have to do with that. We're not going to. And tell you you can only spend it on food, or you can only spend it. Rent, or you know. Can only spend it on help. Health, care. It's up to you, because. We trust that individual. Rules are. And families. Know their needs better than anyone else.
[77:00] It's a process that is. Been already. Test. Than that is. In place. Skin. More than 30 communities all over the country. Some have just been. And. Pilot projects that. And have. Started in the. And ended. Others are going up. And. I mean, with the hopes of that. Last, you know. For many, many years. This is a pilot. Project. So right now we do not have plans in place to continue. After 22. 1,000. 26, when the. Funds need to be expended or spent. But however. We hope that it is. A project. Check that when it proves successful we'll be able to continue so just have a few things. On this. Slide again, just as a reminder for how we. Got to this. Place. The project was open to. For people to. To apply eligible back in the fall. From
[78:02] kind of November. Nope. Sorry. Like from October. Through November and. And people needed to. The residents of. City. Boulder the. At least 18. Here's a bolt, a. Each. Had to have. Experience, that. Negative. Impacts, for. COVID-19. Which was. Pretty much everybody and then have in common. Household. The income. Between 30 to 6. 60%. Area Median income. And again, it's kind of a complicated. Did. Formula but it. The numbers are. Different. Depending on. And where you and how many people are in your area. Your household. But those were the eligibility. Criteria. In terms of the. Process, we. Had. Back in January 2,020. 3 9 community members. Verse. Who applied to. And we're. Part of the community task force.
[79:02] That helped identify those eligibility crises. Criteria. And just other. Up key. Kind of. Program or Project, Element. Like, how much. Finding, a. People going to receive, and for. How long. and how often. Pen. And we also work very. Closely. Not only with. That task force, but also. A number of nonprofit organizations in the community. Particularly. Regularly organized. That serve our low income population. That are also led by the people, who they. Are sir? So a Latino organization that's led by Latinos and serving. Latino, or. Led by. People who Are identify as. As. Lgbtq. Who are serving that. Population. So a number of those. Organizations. And then many more. More, who helped, spread. The word and make sure people were aware of this opportunity.
[80:00] After all the applications. Came in. We one of our. Consultant. When. Ahead and did a. Selection by random lottery. That was not anything that Staff participated in November and went through and said. You're in. You're not. It was a random. Lottery. Process. How many applicants? Charlotte, Well over a thousand. 1,000, and we had from that selected 200 based on the criteria. After people were selected we had a review process to make sure that everyone. He was selected. Was eligible. And. Fortune. With programs like this. Where people could apply. From their homes. Right. You didn't have to come in person. We have to just. Make sure that people are who they say the. Are, and unfortunately. Fortunately, but expected. There were some people. Who were not, who they said they were. Or just report it. Information that meant they were not.
[81:00] Eligible. Didn't live in the city. That was mostly the case. And fortunately. And. By design, the system. And that. We use to collect applications enable. So. People to us to go in and be. Of the. See whether or not somebody was submitting accurate information or not. so that turned out to be very. Helpful. In the end people who were selected and kind of approved to verify. That their information was. Correct. They, then. Moved on to an enrollment. Process. And they. We had 200 people. Success. So we're. All. And they started receiving. Being payments of 2. $250. Llers. So receiving. Those payments. Twice per month, just like. Like you. Paycheck. I'm so. Started on January. But Dean. So the program has been payments
[82:01] going out every. You know. Twice a month. Since January fifteenth. And that will. Continue through January 22. And be 6. So if you go to the next. Slide. JH. And Carl. Us. Specific. Typically kind of interesting little bit more information about who who are the participants. One thing I'll share again is that the names of the people who are participating in this project. Members are not public. We have no intention of doing that. People had the opportunity. Need to In di-. Kate. They wanted to be. Part of an evaluation process. Us, like filling out. Survey or. Coming to a focus group. Meeting. Potentially Engaging in storytelling. For people who. Wanted to share their story about how. This process is, in fact. Them that is completely up to them. We're not requiring anyone to to.
[83:02] Share their story. But there are a number of people who did say they want to, or they want. Opportunity. So we'll be. Continuing. To. Work with them. To to just see how they want to do that. There are a lot of other there are many examples for him. How that. Happens or takes place for other pilot. Raja. In the country. And. Everything from just kind of sharing a photo or a story. Or a quote. And a website to. Project. Like. In. St. Paul, Minnesota. where people who are receiving direct. Cash assistance. Our Artists. And people have put together Dan's. Performances. Poetry, readings, narrative. As murals, all sorts. It's a really creative ways to express. This opportunity. Utilities, so. So. We're still kind of working on what. But that might look like.
[84:00] And what opportunities will make available. To people who participate. Is, the the. If if they want to do that. But one of the things. But jh and Carlos we're interested in is just. Without revealing anyone's idea. Identities kind of who are. The people who are participating. Hitting in the project. so this what you see on the screen is from the. Kind of the dashboard. That is within the application system. and so what you can see. And unfortunately, I'll read these out on my screen. I can hover over the the circles, and it'll tell me percentages. But I could. Reckless. That on this screen. Reading. but. Of the people who were selected. I. 65%. Percent of them who applied. I. Identified as. Women. 7 or 3.5% identify. That is to. Transgender 30% identified as male. And then 2 people identified.
[85:00] Multiply this. As kind of the other option. They didn't want to say. For race and ethnic. Sadie. 45 point. 5% of participants identified as Hispanic or Latino. 34% are. Light. 7. Sent Asian. 4.5. Like person identified as black or. Yeah, for kindergarten. Ken. 6 point. 5 As Multi race. One person. And. American Indian, and these might not be. The terms that we would. Use, their sense. As she. Terminology. and then 3 people. Does not. Identify 15%. And of. The people who applied identified as having a disability, and that. Could be. They they chose, you know they they would know what they mean, but that in our minds can include. Would be. Well, that. Have a physical. Disability, perhaps a mental.
[86:02] developmental or intellectual decision. Ability. Anything, so. It was like. Up to them, to. Check. Yes or no. We didn't ask for any of those details. The household. Size is the. The bar graph on right! And that indicates. That I to put my glasses back on. Starting with the pink bar. I know it's a little bit hard to read on the left. Thank you, Ingrid. that. Is, represents, the. Of peace. People. So 35. People. Just a one person, household. But. Most of the rest. Of the. Applicants, as you can see combined, are. Household, of. 2 or more people. People. We had 2 people who are receiving the direct cash assistance, have a. Household of 7. And we didn't ask for. Or any. I've been. And people. So there! Might have been somewhere. Part.
[87:01] One thing that I think is really what we know about. These guys. Kinds of programs. Is. That if you are in a where, you have 2 or more people in your household, and especially if they're. Children in the House. All. It's the adult who is obviously. Receiving the funding. but everybody back. Methods. And. This is what I one of the things. That I find really exciting. About this. Is that there are 149 of the 2. And a. Applicants. have children in their household. and if you add the number of. Children. Who are in those households. Together. Owner. We had. 200. And 72. So in addition. To 200 individual. Receiving the direct hash assistance. There's Was 3. 100. People in this. City, who are. Automatically. And directly benefiting because their their children living in that household. When we think about
[88:01] The challenges that children have. If you are in a family that might lose. Its house. Or where your family can't pay for utility. These. Or can't pay for transportation or enough food. This is also where that matters right. So when she'll. Children, are. Able to be a. Household! That. Where they're. Basic needs. Are met that impacts everything else in their life. From it. A case of. And to health, to make. The other indicators. So we're just really I think that's exciting. Sightings. To see right. So we just know there's. Automatically, many more. People who are directly benefiting. We will be conducting surveys. Uses it. Mentioned a minute ago. For people who selected that option. Many people did choose. Choose to press. Participate in. And Evaluate. Through surveys. If they select. That option when they enrolled in. Appropriate.
[89:00] They sold out. And. A baseline. Survey with just. All sorts of questions about about them, and. You know what. Their ability was to. Pay for basic. Need. For food. About mental health, because we know that that and physics. Health. We know that's a huge can. Be really hugely affected by. Again. Whether you have enough money in your household. To take. Care of your need. It's. And so. We. We're working with a consult. Buttons. Big for. That evaluation process the next time. Be serving people who. Indicated. They want it to be. He was. Is in August. Guest. So that's kind of like the next. Milestone it which. Will have more information to see at that point. Night how people are reporting like, How is your like. Sorry. How is? Your life different. Based on before. Or master. and then we'll do. You another. Survey In the second year. Here. Just to ask them some.
[90:00] The same questions. so we don't. Have anything, really. To report. And I'm like, how's it going? Typically. It takes. Little bit. or, you know, for you to really start seeing impact. Max. Although every time. And that we. The system automatically sends the funds out to people. We do have a number. Of people who just. Right in to our customer service. Portal. And we'll. Say things like, can I share my. Story. I wanna tell you something. Who can? Is there something. I can do. Like. Is there something I can do to volunteer to help like I just want. Be able to contribute more. This is. Helping me so much. and. We say no, you. Don't need to do that like we're going. Be happy to take your. Story when you want to share. But this is Restricted. Funds. There's no obligation. But I to me, that. That's just reflective of people are. Just. you know, like, really. Excited, and one issue.
[91:03] So. That's kind of what I have to share now. I'm happy to answer any questions. And you have. Of One more thing I know, like there are always. These people, and. Including among our task force members. City. Staff. People who say I know some. Buddy. You know. Who's participating. Yeah. Something like that. So. [92:01] When we were preparing in some, let me. I was just checking it. So. So how do you? The numbers that you have compared to the Us. Census for same income range in the model? So. I don't have our our census data open right now, definitely, get back. Back to on that. But. Just looking at one. And saying. Like like a couple of different examples for what we know, and then what we don't know. So race and ethnicity. Is. Actually, if we just look at this. City of Boulder. This is. A an extreme. More diverse group of people than the city as a whole. It is. More representative. Of the. Diversity we have among our low income populations. But certainly happy to compare that as if we just look at. This. City. All. City residents. I believe. Leave our like our It's. The percentage of community members who identify as.
[93:01] Hispanic, or. Latino is around. 5%. Don't know if you is that. About. Right. Ish 9 to 11, maybe. Adrian. And so in this case we have almost. Half of the. People in the program replied, and and then we're randomly selected. Were. Represent, that. Group, for our black and African American. Come on! Population, like. I think it's close. Sir, but it. It is. More kind of a more people in this pool. Of a. Participants than in the general population. 10. Disability is really. Tricky. Right? Because there. Summons. Information. That people. Collect. I mean. About disability. It's like. You have. Have benefits. Like Matt. Local benefits. We. Because you're at. Disability. We have. Some of that information. Information is available. There are many, many Nicked. Disabilities that are called invisible disability. Yeah, so. Somebody who has a brain injury or a learning.
[94:01] Disability or Experiences. This A form of autism. Those are. Or like we. We just don't have good information on that. We connected with organizations like. Think. the center for people with disabilities. Ladies. To help us kind of. Assess, like. What, how should we conduct outreach. To make sure we're getting. People that represent all populations, including people with disabilities. Thanks. And we had them as a partner organization, so that if somebody wanted to apply. but they have a disability and they needed some extra assistance. They were there, you know, to help. Them with the pros. And that was the same thing with people with other languages, particularly Spanish and the poly. 8. Although we have. People. Who needed help in other languages. Have a leg. Which line so overall we try. To me. Sure that it was not only up
[95:00] inclusive process, but. Also in dignified. 5 process. Where people. People felt like they had with the information. Nation, that. Needed is a way that they needed it. Able to. Understand it. And go through the process. I straight from your question, but hopefully. Helpful. Yeah, we could. Do, you know, like a more of a side by side, comparison. And. Gender identity is another one that's like. Little bit. Tricky. Because we don't. Always ask people we don't want to be invasive. Some people to. They're like, I don't wanna tell you. How I identify. And that is. Yeah, you know. But we work with outlook. All the. To you. For example, to try to understand like how should we, you know, make sure that. Were Reaching as broad a population as possible. School. If you don't. Any other questions or comments about elevate boulder.

The impacts are different. We're not doing that very, very deep, broad rate. Search. Because it's been done already. And many other. Cases. But there are other programs just right in our region. That are also doing this.

In our country in in this country. And they're hosted by the. Left. Auditory. Need to combat. Human trafficking, and the district. But. Attorney's office. There is an upcoming training on a. Proof. Third from 10 am. To 1130 A. M. If you want to. We can attend. Does the QR. Code that will take you to the. Signed. Mean to the sign up, form. Where. You can. Are more about. About the training. Specifically because a number of city staff members were able and invited to attend to that training in Longmont which, by the way, was open to the entire community. and there were materials required.

Rips and commissions. Kind of. A. They recognise that. He's very sorry. Whole group of people who are very willing to volunteer their time and energy to help. And that the. System is not really. Working as as it should. So. I believe I believe they have various subcommittees and city council, and I believe. Leave. They are the ones who. Are assigned to look at. For to commit. Shions. So so I just wanted to let you all know about that and I also, when I set my resignation letter I firstroom
[106:03] most of the city council emailed me back individually. Employees to say that they, they. A message, and. And there for me September issues. But I I. My take. Away from this. If. That they're all very open and willing. And to. To hear from us, although, interestingly, I I think it sometimes is more effective to do so as an individual. Sure. Then through 4. Or not. Channels. And so that door is open. To all of you. And I will also say that We. I believe in the 3 years that I've been on this commission there are only 2 members. Of city, council. Well, now, we're also part of City Council. Yeah, me. There is a whole new group of people. Include. All the new members who were elected in November, and they themselves are in the middle.

To members of city council individually and just have coffee with them and talk, cause I think they're very receptive, and that's good way to sort of elevate issues for future Confederation. So that's one thing. I wanna tell you all. The second thing is, I had coffee yesterday with one of the new incoming members of the Hrc. Erin. It's a mayor or not. I don't know how to pronounce. Brooks. you may or may not know. Erin actually ran. City council. And was not elected. But he! You know. He is. Going to take the 5 years. Term, and I think you've. Great. He is. He's young, he's energetic. He has experience working.
