We heard an update on the chiefs recommendation for our officer that just joins us as a non voting member, and then, secondly, who's our contact at the Department for, like media relations, like getting tours and stuff like that? Great questions. Do you want to wait and address those? Well, when everybody's here. Do you want me to go ahead and answer now? Both. Okay, 6, 30, I say, we answer them. Now hold on! Let me. Just does anybody know who G man is? I do not all right. I'm. Assuming it's not one of our current panel members. So, regarding tours of the department, we can check in with Alistair about that magnificent officer or Sergeant Mcnivan. We can check with him. It might be a good thing to do for the whole panel at some point, so i'm happy to help organize that I did it. There was a certain person who did the media stuff at the department that was like a non- officer.

And then regarding the officer for being representative on the panel, I sent another request to Deputy Chief Redfern yesterday, I'm. Reminding him that that is part of the ordinance, and gave him what the time commitment looks like for that. And so he's supposed to get us somebody on board prior to orientation, so we can have that person join the orientation, and then, after that. be available for the ongoing meetings. So in the works great

Who can do a tour for the Department of the Public Safety Building. he said last time it was the Public Information officer, so I can check into that and and recommend best way to move forward on that. And then the other question was around police representation for the panel. And so I was saying that I had spoken with Deputy Chief Redfern following up on the chiefs meeting that we had back in. Gosh! I think it was no member at this point. and he's working to get somebody, and I said we wanted somebody before the orientation, so they could participate in orientation cool. And with that i'm going to go on mute, because this is not my show. We just get a minute to see if anyone else shows up, and then we will get started. Yeah, we don't have quorum yet. So

We acknowledge the Arapaho we use, and Cheyenne tribes and traditional custodians of the land on which the police oversight panel and boulder police department operate and pay our respects to their elders, past and present.

Our first Wednesday meeting, which is exciting, and is being done to make sure that we are no longer interfering with city council meetings, and it is both mine and Taisha's final meeting, which is, so. you know, kind of monumental and big, and we're we're the first sales to serve a a full term, and so that feels like a nice night of accomplishments. And I see also that some of our new panelists are here as well attending and observing. And so it's a nice night in terms of passing, passing the torch. And yeah, we really appreciate everyone's presence here

We will then go over upcoming training for the Panel Committee reports community engagement and communications as well as the Governance Committee. and for this we will go over the Boulder City Council Amendment to folder Municipal code title to Chapter 11. Our interim independent monitor flow will give a report. We will then select cases to review. Then there will be an acknowledgment of the party member service, so i'm, expecting roses and a huge amount of gifts and presence. I think it's gonna be like an Oscar moment for myself. So, and then we will close with public comment.

[16:05] Asia. Sorry you vote great. I think we're good either way perfect. Thank you. All right. Next we will go to status report of new panel numbers. I don't know any victor who's taking this one. I'm happy to jump in. And vector if you want to chime in on anything we've gotten confirmation from everybody who is approved by Council on January nineteenth, and we've been reaching out to the new panelists and the alternates just around expectations of trying to schedule when the orientation is going to be. And so we're getting all teed up for the first meeting of the new seeded panel on March 8. Am I missing anything, Victor? I would just say I haven't attended a lot of city council meetings, so, seeing it come down to the vote was very tense, and it's very apparent that some city Council members still Don't, understand what we do, and are very misinformed on our purpose. So I just want to add that to feature

[17:10] Communications committee stuff of having an audience with them, so they really understand what our purposes. because clearly they don't great thanks, Victor. I think that is an important point. Next we will go to co-chair selection process. I'm gonna let Daniel take this one will be fun. But Daniel and I are almost done with being Co-chairs, and so I think he, mike you doing a little soliciting right now. Hey, folks back to my song and dance about co-chairs. So here's so. Here's where we're at Rl. Obviously this is her final day with us, which means we will be down to one co-chair, and technically. This is also the end of my term.

[18:06] And my my term is co-chair, I should say and so we have our options, our bylaws do allow for co-chairs to to serve 2 consecutive terms. I'll tell you I'm i'm not sure that i'm up for that. However, we had talked in the last few meetings about wanting to make sure that the new panelists coming on board have the opportunity to vote for their co-chair. co-chairs, and the ordinance does stipulate. There needs to be 2 co-chairs, and so I think what's before us tonight is, we need to at least make sure we have 2 co-chairs in place until the March eighth meeting. I I will put myself up for one of those to continue on through at least March eighth, just to keep the continuity. And then, you know, we can invite the other panelists to

[19:03] to replace me at their meeting. We'll have done our orientation as well, so everyone will have met. We'll have the opportunity to talk pitch each other. But then that does mean we have the question of the other chair whether we want to put someone in an interim role for March 8 whether we want to as a panel to elect that co-chair for a year long term. Yeah, we just have a decision. We need to make. We can do it with a majority vote. And so with that i'll just open the floor for Fox. Can you give us the options like the bullet point listed for me. Oh, totally so I it's so. 2 co-chairs we have to have. We have to leave this meeting have a having elected

[20:02] at least 2 co-chairs to serve through March eighth, and so our options are one. Our option is, we could elect 2 new co-chairs period to serve out the year. We don't give the new panelists an opportunity to vote. Personally, I don't support that. I wouldn't vote for that but I will put that out there second option. First co-chair we can elect for me to continue through March eighth at least in that co-chair position, and then replace me at the March eighth meeting. and then for the other co-chair. The option is, we can elect one of you to be the second co-chair through March eighth. Or we could elect that co-chair to serve through the whole year. Personally, I I I mean not to. Not to put the thumb on the scale. I I would, I would say we elect 2 of us to serve through March eighth, and then and then hold about with the new panel

[21:00] there. Oh, and i'm happy to put my i'm. I'm happy to serve through March eighth as well, in which case we would just need one of the all to step in, either interimly or at March 8 you could go in for the full Co chair as well to serve. Yeah, tell you shy to your hand. You see it. So I wanted to propose something else, though, for consideration. What I still need to do is to have the go to and roll off the same kindness I love and appreciate the offering the state of the month, and i'm almost wondering if, like a quarter, because I mean you're only going to have a month, Those new people. you know, and I think I I I think I think i'm going to discuss the governance best practices to have kind of a difference between within the the

[22:00] March time actually works out nicely, because technically the I'm going to. Great thanks, Tayisha. I think your maybe your microphone. You are breaking up a little bit with me. So just making sure I heard you right that you you are a thumbs up for let's do 2 interims, and at the march meeting we elect the new full co-chairs correct. correct, and to make sure that that stays as far as the timing so that it doesn't go back to new Co-chairs, or elected at the same time, and it will come on. There's a 3 month window That's what i'm recommending. Thank you. Thank you. Other thoughts

[23:01] particularly anyone who says, hey. i'd like to be a co-chair do my part as a co-chair internally, but I think we all know that I don't have the temperament to do it long term. That is, that is just probably not my my disposition doesn't a lot for the patience you have to show as a Co-chair. I am happy just to fill the spot, so that we can check the box, but probably not long term. Nobody wants this this out out. In front. Yeah, Amy. I see the hand. I think Victor was going to add something first, so i'll I'll hold for victor. I mean, it just feels like the spider-man. Me i'm looking at Sheico. She goes looking at me. I'm looking at Dasa Das is looking to me. She goes looking at her Dhasa looking at me. I'm looking back at Sarah Sarah's looking back at Chico.

[24:03] You might want to just give a little bit of clarity on what the role entails over the next month. I might suggest, yeah, that that there won't be much over the next month for sure, and i'm happy to to carry the issue of continuity along as well. If you're not comfortable, you know. Doing running the March eighth meeting. That's fine. I'm happy to do the full meeting as well. I think part of it is just to make sure we've won, fulfill the terms of the the ordinance, but to also, in case if something happens to me, or if you know, if if I I run a muck with power, and I you know, and someone needs to to bring me back to earth, you know it's. It's important to have the checks and balances. But co-chair responsibilities it would be to meet with the Independent Monitor and Amy's office before the March eighth meeting to also meet after this meeting sometime next week. So there's 2 meetings coming up that we yeah, Amy, is that

[25:06] I believe it's Friday. There's a coach. I'm. On wrong weeks. So we have a meeting Friday that we, the Co-chairs we need to attend, and then the meeting the Friday before our March eighth meeting to also attend. So there's 2 meetings coming up, but then otherwise I don't suspect much in the ways of of significant work. In the next month out. Yeah. I'm: I'm: okay. Also fill filling in interim. In the meantime. whatever I I you know, if we if we need somebody, we need somebody, and you know Oh, well. definitely, you know Reevaluate

[26:01] like like with Sarah, you know i'm i'm we're here to help whoever you guys would like to help to do that. But i'm definitely like let's re-evaluate when we have all the new panelists because you know. I propose and or nominate hadasa as the interim co-chair along with Daniel. Do you want to make that emotion do the motion thing for to continue his interim through through through March. where we I second that second from Sheiko hands in favor so elected all right, and also welcome. Oh, I I was gonna note one small thing because it did come up at our there's meeting it is currently in our bylaws that the co-chairs would it be elected by a secret ballot through the Monitor? But as we established when Ariel and I were elected, we can actually do secret ballots. And so those are public votes now. So just a just wanted to note that in the minutes to make sure we we're keeping above board. Okay, are all back to you great. We are gonna go on now to staff report on hiring of the new Monitor. Yes, my pleasure. So our city manager met with the top candidate yesterday, and I'm. Just waiting for that feedback to determine what next steps are, so should have more information. By the end of the week.

So next we will move on to panel training. and I imagine this is for new panelists, and what the calendar is roughly looking like the last. And this is my bad if I miss. But the last I heard that was that I I think that we got a bunch of ideas right that were sent out from potential Nicole trainings right that we could do, possibly. And we have reviewed, and I don't, I guess I don't know where we are in terms of status of what's going on. I'm happy to provide some update on that. So in the I think it was the December meeting, the panel decided that they did want to move forward, at least with this. Once we get a panel new panelists put together. We wanted to move forward definitely with the orientation module.

[29:02] and then flow has. There is an online how to review a complaint process session that folks can do on their own prior to the March eighth meeting. So we'll be sending that out to the new panelists as well, and then we do need to figure out a time and a doodle pull for the next training, which I believe was around the folder police oversight panel's role in the complaint and disciplinary process, and that's something I believe Flow is gonna be working on with the or team. We're estimating that to be about a 2 to 3 h presentation and or training, and we'll have to do a doodle pull to see when that works for folks, and then, as far as the rest of the trainings were concern. That's something that the panel. So they wanted to wait until the rest of the panelists were on board, for just

[30:03] to have some feedback on what those those trainings look like. It will also add that the panel or the ordinance does say that the suggested training comes from the Monitor's office. And so, while we're in the state of flex, we think it's important to keep the ball rolling, while at the same time engaging the panelists and make sure the timing and everything works effectively. And Amy, the invite is out correct. Yeah. And we are hosting that as a hybrid meeting. So for those of you that can come in person, we would love to see you in person. We will be having some snacks, because that's what we do. But we also recognize that that doesn't work for everybody we invited, not just the the the new panelists that encourage all of you to come and participate, as well as a great opportunity to get to know your colleagues and get a refresher

[31:00] on the orientation that you didn't get it. It's very training heavy in the beginning, and what was helpful, at least for me when I was starting with really realizing and doing. That was a concentrated term. So it was a very intense few months, and and then that lightened up. But just to prepare your schedules accordingly. Know that you know you'll you'll get through them, and then it's it's kind of in an intense load at the beginning, and and then it starts to even out. But I don't want anyone to get too overwhelmed and think, Wow! This is going to be like this all the time in terms of trainings. You see your hands raised. Yeah, we did actually talk about the fact that maybe front loading every single thing in the first 6 months wasn't the best practice, and so i'm hopeful that they actually have are considering that very rich feedback that it aligns with.

[32:00] You know adult learning practices as well, and so couple with the fact that I'm. Also wondering for those of us or those of you who are continuing on. There are some issues that have come up over the last couple of years that I think would be helpful to get some additional training or resources around. I'm thinking arbitration, one area dealing with juveniles, another domestic violence, another supervisors, another right like they are just some themes that have been coming up, that we we've lifted up an annual reports, etc. But there might be some other opportunities for extended learning, so even just differentiating learning. And you know, even I could see something on a quarterly basis instead of trying to front, load everything within the first 3 months. So again don't want to lose that. I know we did have a robust conversation about that previously, and so wanted to lift that up for continued consideration. Thank you. Thanks, Taiisha. And I I think, raising, too. I think Sarah had mentioned in that training. Just there may be

[33:01] repeated trainings. We want to navigate which trainings. current panels continuing. Panelists might not need to attend, or should particularly plan on attending, while also recognizing that difference, you know, to our a's point, there's a lot of just the technical trainings that we got to get out of the way before panelists can do their jobs. Well, in accordance with policy and law. You know the Ol training open meetings lot training so they can get access to their emails, getting flows, training on case review. But then also that subject matter training, I think, is that real opportunity for us as panelists going forward to dive deeper into into the work over time, but maybe is not as pressing to get out of the way in the first few months. Yeah. I I got a question regarding just following on with what Toisha said about front loading and training. So with the new panelists.

[34:03] If they don't get the full suite of training like use of force, and all the other that we went through. How are they going to review the cases? Well, I think there's 2 answers to that. The first one is to get the the necessary case. Review training accomplished in time for them to do their case reviews. So while they're doing those trainings, they'll also be We're hoping, shadowing us on case reviews as we go forward so they can see so like Chico. You know you and I did that first case review together, so giving them the opportunity, one to see how case reviews happen to to get the training and the other aspect of that is that you know I we as current panels, I think we carry the need to lead and to mentor on these topics as best we can, you know, because when the panel first started we were doing case reviews before we completed our trainings as a panel. You know this first case reviews, I mean, we were doing case reviews within the first couple of months, and so

[35:09] we're certainly on better footing. Now, with all of us being fully trained and ready to go. And so I just encourage all of us continuing panelists to be a source of leadership and mentorship and support for panelists as as they get their feet under them. And yeah, to get the training done so that they can, they can succeed and do well in those reviews, I think. Yeah, I think I then what else? I see your hand to. But I I think you got a lot of this is going to be a this conversation and discussion between the moderate panelists and the city of what are and and the police actually to frankly, of what are the need to know trainings right. That need to be prioritized for a new panelists right away within the for that first 3 month window, and which are ones that can come along as supplemental and in law longer, and I think that's going to have to be a pretty robust discussion honestly, with different proposals of what that looks like

[36:04] Hadassa. Yeah, just a a reminder. When we first started there were some case reviews that we did delay because we hadn't received the training on those yet. So we might just need to be careful with the new panelists in terms of which ones they're selecting at the beginning, based on which training they have, and we can. You can, I'm confident we can do it. Well, okay. great. Next, we will go to committee reports starting with community engagement. And so, you know we, this is session of everybody. We did not meet this month in it to anticipation for the new. We decided in lieu of meeting this month we would host another onboarding to new members when they're ready to continue on with the

[37:02] with the communications and outreach. I don't know again when that all comes. But you know, if it's even 3 months from now, or but just recognizing that it's been really helpful to see the city of Boulder and Amy and your team step up. And but again I don't Wanna make you know. I still want us to be included, so it's great to hear about the orientation, but it's I think it you. It'd be helpful to hear about it while it's in the drafting stages of of it. You know. See what I know? Victor had asked. You know what role does the well the panelists play, and you know, Obviously we're happy to come. But again, that's that's that, you know. I think it's that autonomy piece as well. And how do we and partnership piece? And so, recognizing that we don't have the administrative, so we appreciate the administrative support and and lift. But we still certainly want to be an active part in any kind of community engagement related to the panel. So you know, just kind of standing on. Stand by, and certainly just help making ourselves available for the orientation, and then also for the the training. And we talked about. Just how does the committee show up in some of these trainings, and how does that work aligned to some of the the work that we had we had talked about. So

[38:14] I'm just going back to I'm, looking at the notes from the from the last meeting. and then we we talked about the need for the the leadership transition. So you know, i'm rolling off Victor. It's also served. And now we'll need to roll off. And so just need more leadership, and and folks at the on our committee there anything I missed on that? No, I would just say, you know i'm here to continue. You know the work for the Communications Committee and definitely attending that first March fifth training with the new panel members is definitely a priority for me.

We did not also did not have any meetings, as we are committee of one, so we pretty much will be now. with new panelists coming on, we are excited to sort of start implementing like, so we sort of been like piecemailing amendment proposals. And so the goal now is to get those on a regular cadence, so we'll be doing bylaw proposals, probably a little bit more frequent. Then we will also have a ordinance proposal that will be doing at a regular basis as well and initially. I'm thinking quarterly for bylaws annually for ordinance. But you know we we will see how the timing all works out on that, and how

[40:01] how how we work with our with our new committee, and what and once we're all rolling for all of those we would definitely want to also engage the committee, the Community Engagement Committee, so that we're getting community input. On potential updates that we are proposing, since that is what we're here for. So that's one thing we're we're excited about there. So stay tuned, and we're excited for new people. I we any need so cool? Thank you. Great. Do we want to mention anything about City Council meeting last week? I don't know if Amy a gossip, Daniel, or anyone who wants to kind of weigh in. I I actually open it to any panelists on any of the minor changes that were made. Maybe just a quick update for the public. So last week City Council did any. If I've got this right vote to approve updates to the ordinance, and this is a first pass.

[41:00] So fourth quarter. Last year. The panel took a look at the ordinance with our legal counsel, and said, You know what there's some immediate changes that just need to be made to help support mainly our our main mission of transparency with the community and our ability to to talk about case reviews talk about our work, that sort of thing. And so Teresa went ahead and proposed some changes for us. Got those in city councils approved. That is not to say that the work now stops here, as had also was saying, we do want to take a closer look at the ordinance, and so does. I mean, that's not just the panel, you know. That's something. Members of your City Staff Legal Council have also said, let's let's take another look at the ordinance, and you know we're 2, 3 years into this process. How can we make the ordinance serve the community better, hoping for some community outreach opportunities? So just underline. This is a small step to continue our operations and our level of transparency, with with more steps to come at the

[42:06] at, the pace at which the panel can achieve them. We want to be mindful of our time and the work that needs to be done, but but recognize that it's important work, Amy Hadasa any anything that add? Did I miss anything misrepresent? The the city attorney's office is also a an active resource; that the panel is one of their clients, and that if there are legal questions that come up to you know. [43:20] Yes, hi! I'm Florence Spinkel on behalf of the Oir Group, which was hired to be the Interim Independent Police Monitor. I'm. Essentially the main person serving as the Monitor, and this month I have a short statistical report. I don't have any cases to report out on that. The department disposed of that the panel had conducted a full case review on. So in January the panel conducted one full case file review.

So we're in a holding pattern. So there are no panels scheduled at this point. and in January the Independent Police monitor classified 6 new complaints as well. They pleaded allegations of misconduct, and the police department categorized 6 of those as misconduct as opposed to serious misconduct as of February sixth. The open monitor Panel docket stood at 21, which includes cases pending monitor, classification, review and classification and Boulder Police Department disposition

It felt like such a monumental task, and it is, and it's just such a beautiful gift to see how this work has progressed, and and really come to life in Taiisha and Ario the the sticking it out through the hard times over the past couple of years. Just thank you so much, such gratitude for both of you for your leadership With that the city has gotten each of you a little gift. Ariel's already received hers. But you show when we can connect. I don't know. Listen to. Now let's live in the now. and so, but it was a heavy lift. It was a very, extremely heavy lift. So thank you so much for all that you do, especially during a pandemic. So again I just, you know, in hindsight, when people look back on this first thing, I hope that they remember that there was a year and a half, or we didn't even meet each other. and we were making high stakes, high, important decisions through through very trying times, and and really serving the community, and and trying to live up to the intention

[65:00] of the ordinance, even if it wasn't quite written the ways that we wanted, and hindsight is always 2020. So I also appreciate the continuous improvement spirit of this group. The willingness to hear no recognizing this has never been done before. So it's okay to hear. No, because we've never tried. And so again, and I'm really excited for the opportunity to have new panelists come in and energize. It's really beautiful to have a Oh, I come in and show us. Oh, this is what this can look like. This is what right these kinds of things, and it just. I didn't realize. You know what we didn't know in the beginning, and i'm really grateful for for Joey getting us started, and just where we are now even having Amy be in the meetings with the co-chairs and the away i'm like whoa right like there is those connections, those conversations that need to happen across all the decision making bodies that are a part of this process. And it's really wonderful to end on a note where i'm seeing this really beautiful harmony coming together and knowing that the hardest part still lies ahead right. We know that there's some significant challenges still in the ordinance as well as city council's understanding of what needs to be done and the public. So you know we are going anywhere. We are here. We are still a part of this group, and I look forward to seeing you all in a variety of different ways to continue to serve this city. Thank you so much.

[66:21] Yeah, I I think I I don't have a ton to say just besides a huge, huge and heartfelt Thank you to to each and every one of you, and the fact that this has really been a source of steadfast community for the last 2 years as as frustrating and hard as it has been to be the first of something that this has been a group that has figured out how to solve things together, figure out how to fight together and each other sometimes also. and still do the work and get work done, and. I think, serve as examples to this community and and role model. What diverse activism looks like.

[67:05] and for a group of people who have a lot of individual talents like coming together as a as a collective. I think it really has shown and demonstrate the strength of that, and you know to flow and Michael and to Amy.
