[0:45] It's that was the next thing. Thank you. So we'll start our meeting, as we always do by reading our land acknowledgment. We acknowledged the Arapaho, you and Cheyenne tribes, the traditional custodians of the land on which the police oversight panel and boulder police department operate.
[1:07] and pay our respects to their elders, past and present. I'd like to welcome everyone to the meeting. I'd like to. We have 3 members of the public. Thank you for being here. We really appreciate your presence and attention to our work here, and I want to welcome panelists. Happy New Year. We have a lot to do, and there's a lot happening, so I appreciate your time and attention and presence here today. and for any members of the public with us today, please. If you have any questions in the me during the meeting. Please use the Q. A. For those. We will not be watching the Webinar chat for those, so you can drop into the Q. A. And our panelists to Dasa is gonna keep an eye on that for us. But we do have at the end of this meeting our usual public feedback segment, so you can also hang on for that at the end of our meeting.

Gonna read through our agenda for this evening. January 1220 23 we'll start with approval of our December minutes. We're gonna get a status report on our new member. Selection process happening right now. We'll also get a status report, and we have some decisions to make around our co-chair selection process coming up. We'll also get a status report on hiring our new independent monitor.
[3:02] We will then go over our 2023 panel meeting schedule as it stands now, we're gonna talk about our panel training coming up. Then we'll get committee reports from our Community engagement and Communications Committee, our Governance Committee and our Legacy Review Committee. We'll get our update from the Interim Independent Police monitor their full report. The panel will then do a selection of our cases for full review, and then at the end, like I said, we'll have public comment. Sorry back to my notes, panelists any questions comments before we kick off on the agenda. To who could you? In that case we could turn over to our December meeting minutes. Can I get a motion, or does anyone have any corrections or adjustments that need to be made to the December meeting minutes

Thank you much. That's the majority. Minutes are approved. Thank you. And so i'm gonna hand it over for an update on our member selection process. I'll actually hand that over to Amy Kane with the City of Boulder. Thanks, Amy. Yeah, my pleasure. So, as you recall, we were in a bit of a bind with council, approving the last slate of panelists that we submitted, and asked the selection committee to go back and reaffirm that all criteria that was outlined in the ordinance had been analyzed, and how the panel wanted to move for the selection panel wanted to move forward in that space.
[5:09] The selection committee all reaffirmed that that is the panel slate they wanted to present to council, and we were asked to bring that slate back to council on January nineteenth. So we got the memo all prepared, got it all submitted, and earlier this week we had one of the panelists who had been selected withdrew from the process. So the selection committee has been trying to determine who it is from that original alternate list who they wanted to bump up to be a panelist, and then determining who from the list that was not included in the alternates, who they wanted to bump up to be an additional alternate. As you recall, we needed to have 4 alternates. So we have identified another alternate. We are reaching out one to the panelists who is bumped up from alternate to a panelists if they were still interested in that, they affirmed that today the person who is selected to move up to be an additional alternate. We have not yet heard from that memo was due to counsel.
[6:17] At noon today we got a a. To go at 6 that we did not get confirmation, so I will be waiting to hear if that that person is still interested, and then, if they are not, we do have a plan for another potential, alternate and cory slated to contact that individual, Should we hear that the other panel, the other perspective alternate is not interested, at which point we will be sending out what's called a hotline to council members and to community members, and of course, to all of you but community members who have said that they they who signed up to receive those emails. So once we get all of that confirmation, we'll also be submitting that to all of you.
[7:01] Victor, Did I miss anything? I think that Yeah, they Okay. Thank you so much. Handle in terms of the selection committee, and who is showing up those representatives. So that's a great question, so would welcome any of you to show up in person who would like to participate. Council did ask at at city or at Council Agenda Committee meeting earlier this week that they all got 15 min to have a discussion around that. I have also invited Shawn Ray Pasalaka, who participated, who helped to run our recruitment process to be present, and speak and answer any questions as well, so would love to have any of you participate and be President present. I know Daniel has already. Yeah, you can all be President. Daniel has already articulated that he will be there. But you know, Victor, I know you. You were on the selection committee, so that would be wonderful as well. Also, recognizing that you've got childcare kiddo stuff going on, too, and I I just want to be. Recognize that in cognizant.
[8:13] But any and all of you who can be present that would be lovely. Yeah, jump in and say that I went to the last meeting, and found it really helpful to be there. And I think, as many of us that can be there just to listen and learn also whether or not we speak, but to kind of take through our notes and understand the situation fully. I found it edifying in some ways of what Council's understanding of the panel is and how it functions. And so, even if it's just dropping and virtually, I definitely encourage as many of us to be present as possible. Yeah, and like, Amy said, i'll plan on being there and panelists one other thing to off that. So we we changed our future meetings to Wednesdays. This panel whole thing all happened in December with a city council, and so an update for you.
[9:08] Taisha and Riel's terms will officially end February 8 at the end of our February meeting on Wednesday, February eighth, and then our hope is that city accounts will approve our new members to start on February night. Then, of course, the squishy on that is, as as we got legal advice early on as a panel for quorum is with Tyson, Arial's departure. We will lose quorum as a panel on February eighth, if we do not have our new panelists seed, and of course, my tenure, we're going to be talking about this in a minute. But my tenure is co-chair. designated by our bylaws only one year that also ends February. So we are at a very tight turnaround, and really hoping that city council is going to come through for us and and keep this process in this work going?
[10:04] Any other questions, comments for Victor Amy any of this awesome? Okay. in that case. moving right along, As I said, so Co-chairs right so in accordance with our bylaws. Our plan was to elect new co-chairs in February, since city council refused to approve our new panelists though that through a hitch in our pant plans, because we wanted to make sure the new panelists would able be able to elect their 2 co-chairs, assuming that they would have been seated in February, since they will not be part of the February meeting that leaves us in a little bit of a bind, and had also, i'm wondering if if you might be able to offer some bylaws thoughts on this as well. Yeah, what what do we do? What? What? How? How do we want to essentially keep our
[11:05] we have to have co-chairs. What do we want to do between February and March? Knowing a Al steps down as altogether as a panelist in February the new panelists won't be seated in February to vote for a co-chair. Yeah. So by loss wise we don't have any we don't have anything yet, and I believe even the ordinance doesn't have anything either. But let me check real quick. I mean we can. We can look into like, maybe interim co-chairs, and just with the understanding that once we have, the new panelists will be re-voting again. Seems fussy. But yeah, and make the art I know her only option right now. and that's something, you know. I I don't think we don't need to do anything
[12:01] until our February meeting, so I have one month. Ari all has one month. We both have a month left in our 10 years. so we do have a month to figure it out. But yeah, so I just. I just wanted to raise that with everyone. So it's a majority of the seats on the panel. Not necessarily the appointed members. So if you remember. when we, when we ran out of alternates. So we were supposed to be a panel of 9, and and we've only had 8 members for a while. That's when we got that. We reached out to say, Wait, how does quorum work, then? Is that a quorum of 8, or is it a quorum of 9? And the advice was, it's a quorum of 9, and of course, with the new ordinance. Now we're we're a panel of 11, even though we don't have 11 members, and so our quorum is a majority which is needs 6 of us
[13:04] to conduct the panel business as a body. Maybe I should clarify. Yeah, and that's my understanding from from the legal advice we requested, and received any thoughts on co-chairs. Do you have interim or I don't know I I assume that there could be a point in the interim. and so maybe that's just. Then. We will put an agenda item in February to hold an election for an interim. Co-chair we'll also know by then what city Councils decision is. So yeah, yeah. So you should. Yeah, I mean, i'm feeling good about it. I wonder if either Amy or Corey, if we have any reference in terms of like something, maybe obviously not the same thing, but something similar within
[14:03] other city boards, and like what we do if you know there Aren't co-chairs for most boards and commissions, there's usually just one so that's where it gets squishy. Yeah, i'm going to turn my camera off for just a second while my dinner gets delivered. Okay. and i'm sorry I don't had also, but I can definitely look into it. Kind of do some research online. At what other committees do I don't know how that affects with how the bylaws are written for this committee, though. Yeah, I think for now, just to have some. A little bit of knowledge of what standard is for the city of Boulder would be helpful, and we can check in also with our our legal counsel on that. But, Co-chairs, it's usually a chair person.
[15:02] Thank you. Thank you. So thank you all. Thank you, Amy Corey. Yeah, Tisha, I see the hand I just wanted to briefly bring in the institutional knowledge of why we chose the co-chair position because of the weight of the responsibilities of this particular body of work as it's building. and designing both its infrastructure policies and procedures, as well as conducting case reviews and so we had elected a co-chair model. And actually, that is a best practices, you know, where people are more busy and sharing leadership. And having, if something happens, that one person. We don't need that that knowledge and that expertise, and it's also just to create onboarding and camaraderie, etc. So again, I just wanna I wanted to lift up the intentionality of that decision. Yeah, it's aish. I think it actually also says in the ordinance, too. I thought we were just being slipped. I thought we were being innovated.
[16:04] The work was in all of us. Yes. yes, and I think with the original task force it in that collective spirit. Asia recognize what a body would a challenge that is. And now we see sometimes with the open meeting loss with that kind of challenge, can create just with emailing and things like that. So that's one of those things that we'll need to discuss is the how how we make that more sustainable for the co-chairs. Because this is a a significant body of work in comparison to some of our other working commissions. Yeah. Yeah, Victor, I see the hand. Did we get an answer from the city attorney on the conflict of having to Co-chairs, and never being able to communicate with that open meetings. Law! That's what i'm referring to in that space is as it stands right now. That's where that conflict pops in with the open meeting. Lost Colorado open meeting laws, so that's like a a State.
[17:10] the State law. And so that's how it's outlined in our ordinance is that we have 2 co-chairs. If you were to change the ordinance at some point down the road to like a co-chair and assistant like I don't know if that I I don't know what creative solutions can be to to help support that, because it is to our points like it's a challenge right like it's a lot of work. and i'm hoping with the the the hindsight of working through that challenge with Ari L. Who's been amazing? Oh, i'm going to miss you so much on the panel, Rl. I I look forward to working with Teresa, and I think ultimately it. You know, I think there there are going to have to be some revisions with the ordinance and some decisions with the panel, because it makes
[18:04] it makes the work challenging in an unproductive way. And so there's there, you know it's this balance we have between really fulfilling our communities. what our community wants and transparency, and what our community deserves, and it's it's you know it's right. I agree with it. 100. Well, I'm challenged by it. I'm. Also like, yeah, that's what I want. As a citizen is for this level of transparency. But yeah, the 2, the 2 chair model for the panel does make it particularly challenging to get the work going. And so I I really want to help work that challenge to make it easier for future co-chairs, but also to make sure. This work, still, you know, remains accessible, open and transparent with the public. because the co-chairs only serve a year right. That is a that is a short term to get up to speed very fast, to do this work well and right, and so I want to make sure we're passing that torch effectively to make sure those positions do well, and the people can do well in them.
[19:01] But it'll be a left yeah. any other. So it sounds like then. So we will keep it on the agenda for February. Then to do a vote for interim co-chairs for the panel. and I like that. I like holding out so that the new panelists can elect their co-chairs. I I I respect you all in in that as well. So if there's anything else, we will move on to standard support, hiring the new Independent Monitor and I will hand that back over to Amy. Thanks. Yeah. I'm sorry to be sucking up so much air tonight, but yes, so, as most of you are aware, we have been doing our process over the past 2 days for the hiring of our new independent monitor. Last night we convened a a community reception and Co. Hosted a community panel. We had. Some of you came out last night, which was super awesome. I think a couple of you may have had to have participated online. We had. I believe it was 13 members of the community in
[20:08] the space, and we had 14 community members on Zoom. We don't know how many people contributed their feet or watched, observed the interview, or that portion of the process last night, because it was also on Youtube. So we we knew, know that some people tuned in that way. But we can't track that statistic in any way. We had 3 candidates, and then today we had an interview process and huge. Thank you, Taisha and Victor for hanging with city of older staff all day, and Mike for hanging with us all day and and doing our interview. Our interviews. We had 4 different panels for the candidates to run through. We are collecting all of the feedback from each of the panels, and we are also waiting to get any additional feedback from community members who were posting their feedback online. We're gonna leave that online survey up until end of business tomorrow, and then we'll evaluate how we want to move forward through that selection process.
[21:15] Very rigorous, I think we learned a lot about each of the individual candidates, and I'd love to turn it over to Taiwan, Victor and Mike. If there's anything that you all want to add to that. it's appreciated the opportunity to be involved in that way, and to be able to participate both in the community event and the the pre-event, and as well as to hear them twice, was really incredibly helpful, both a. And so that was wonderful. And also you know them. Having the 4 panels, including meeting with the police, and meeting with employment and meeting with city leadership, and knowing that the information from the public will be aggregated and included as a part of the overall and valid evaluation, and and be given weight. That
[22:05] that matters is is is the direction I think we need to be going in. Thank you. You may notice the victor, and Mike and I are a little lazy. I it was. It's nice to see just how in depth the process was. And having, was it roomfulness for the name of the agency that that did all the reporting and put the packet together. And you know, having that community meeting greet before the interviews. you know that was just it. It was this great. So at some point I felt sorry for the the candidates having to go through 24 people in a day being interviewed back to back after having to do a public presentation. But we also got to know them a lot better than we ever did in the past and doing it during Covid time. So
[23:06] if we don't come to a conclusion that we may have to do this again, I hope we don't; but if we do. Then again, I just invite everyone to participate, and it was nice meeting Michael face to face, so i'll pass it off to you. I I would just echo what Tyson director has said in in relation to other monitors, and how the selection processes worked. The community involvement piece was remarkable, and I think, helpful some more to come. Amy, in a perfect world. What is the final timeline on for me? Getting getting the independent Monitor in place in a perfect world in a world where things go the way we want them to.
[24:04] then reach out to the top key. Well, if unless there's any, follow up. So if there was any follow up, we would reach out to the candidates to to ask any follow up questions, because that was also part of what came out of some of the community feedback, and part of the survey was like. Is there anything you'd like to follow up on? And and we tried to follow up on things that we had earlier in the day, as as additional questions. So we'd follow up with any any kind of follow up questions or things that came up through the interview process that we wanted more clarity on. Then the next step would be to do some reference checks on Whoever is the the top candidate, make a position offer there's usually a negotiation back and forth of Here's what would be helpful. It depends on if the candidates local, or if the candidate is having to move. if the candidates having to move, it usually usually like to give them about a month lag time, because that takes obviously a lot of work
[25:02] to have that happen. If they're local, it is much easier and quicker, and then it's also what makes sense for that individual, and in whatever type of notice they need to provide for their their current employer. And then we try and get that rolling right away. So usually about 4 weeks in a perfect perfect world. 4 to 6 weeks, right? But it's It's our world. So where to come? Yeah. Great. Thank you. Amy. So what Corey has done is she's put together a calendar, a schedule, and a schedule like we had last year for all of the upcoming regular meetings. So we've determined our last meeting. I believe that on Wednesdays
[26:07] ours when we're moving to. And so that's Why, it's February eighth for the next panel meeting for the full panel what I think we're weeding on from advice from all of you and and Co-chairs for the different panels. some of the panels or the subcommittees, Some of the subcommittees still have their co-chairs. So it is. There's no shuffling there we just need to know the days and times that those co-chairs we still want to host those subcommittee meetings, and then we also know with Taiisha and Ariel's departure that leaves us up a couple of the subcommittees light. And how do we want to to facilitate that? Obviously, you're probably going to want to wait until the new panelists. Come on, scene. But, Corey, do you have what you need to start at least scheduling like the next couple of months of subcommittees, so she. So you can get those
[27:00] scheduled. put on the website, get the links created. Yeah. I went ahead and posted the schedule through January on the website. I get those links posted just 24 h before. So if we need to cancel something, we definitely can right now I just went back and looked at last year's schedule, which was a little hard in the beginning, but it looks like it Got a little more consistent towards the end. So we've got community engagement first Thursdays of the month, from 6, 30 to 7 30. The all panel meeting starting in February will move to the second Wednesday same time. and then Governance Committee believe I touched Base with Hadasa, and a little bit on a couple of those committee meetings. So third Wednesday for the Governments 6, 30 to 8, and then the Legacy Committee, the for Thursday, and then I went ahead and scheduled out the chief of police meetings as well. The only one that got a little off was the March one move to April. So those are all on the sharepoint. If you guys want to take a look at them, and then i'll go ahead and just schedule out through February, and if there's any conflicts that you're seeing through on your calendar, just let me know and we can
[28:03] make some adjustments, but I just tried to do a rough draft of what it looked like towards the end of 2,022 patient. What do we? That's wonderful? Thank you so much. I'm wondering if we can, if there's like a writing, you know a one page or something with all the meetings that can be available for download on our website. just like a quick reference that we can do. We can make this so that in you know our to our community, so they can see all of our stuff in one on one piece of paper. Yeah, I could definitely do just kind of a subsection of when those are plan like just saying Thursday, Second Wednesday. They do come out about a month ahead of time in the scheduled meetings. I try to load on a whole month at at one time, so that they're all there on those those next meeting days I could definitely do kind of a little. and we're, and it said the outreach is committee is as happy as happy to help with that as well. We have one more meeting before before we we roll off. So we'd love to support you in that.
[29:06] Yep. Absolutely. Yeah, we can do kind of a little Here's when we plan on a being which, of course, you know that changes around the holidays and things. But we can do a general asterisk with, you know, for updates that you give monthly the calendar for it's subject to change. That's the word I was looking for. That's why you've gone. Yeah, yeah, I can definitely go on on the website. Thank you so much. Corey and Governance is usually from 6 to 7, but the third Thursday is Wednesday is perfect. just from a council perspective. for now let's keep it. I I right now it's it's just me. So we I i'm gonna wait until we get the panel. You know more panelists, and then they can. We can, as a group, decide what works best for the group.

Chico. Hmm. All right. So then, next up panel training, which is also moved with the so hopefully with new panelists in the seat. Yeah, in their seats, February ninth. That means. We will have almost a full month before their first public meeting to get those crucial trainings in. Of course, at our December meeting. Thank you all for for going through that. Thank you. Flow and Michael and Amy for putting together the training schedule and recommendations, too. And so the panel voted on the most important trainings that we want to get done first and foremost. So the orientation.
[31:18] those legal trainings, those those things that are most important to get in front the panelists in front of before they access their city emails before they need to do any votes. That sort of thing. Amy. Any other training updates? Nope, just waiting for a Council approval, because we all want to be sure that we schedule those that new employee or or new employee orientation, sorry panel orientation at a time that works for for those folks, and see what we can do to make those more accessible for folks toish you. You pop your hand up. I did, because this is the related to one of the updates for the community engagement and outreach committee, so I figured I might as well bring it up. Now we talked at our meeting about wanting to, or wanting to be a part of that. Rather, the panel had originally identified the Governance committee
[32:12] as the place to support, be member onboarding and training in collaboration with the Monitor and the City and the Government come and comm committee members who are present are still interested in collaborating on that orientation session and trading. Specifically, we discussed our interest in sharing the Pop history by law creation, implementation, revision by Pop committees, and being a part of the training based on interest and availability. Thank you, Tisha: yeah. and thank you, Hadosa to. I mean for holding down the fort as a member of the Governance Orientation meeting, and of course, all of us, you know, reach out when you need help and support Taisha and to Dasa for preparing those as well and I, and that's one thing, too, to keep in mind. As we start to schedule trainings. We want to make sure we have conversations about which trainings we would want
[33:09] rolling over panel members existing panel members to go to. I think the orientation would be good one for all panelists. But there may be trainings down the line that you know. You know we've already done before, and so that's more of it. Just a new panel training, while certainly I know all trainings will be open to any member of the panel to let's make sure we're having those conversations as Well, since this is really the first time that we are doing. we're doing this. We're bringing on a new panel as a panel. So we want to make sure we're passing that torque. So yeah, so this this sounds like it's gonna be an annual thing, right if we I think so, I think, yeah, I. Yeah, i'm watching you, Amy. I we we we we we we were talking with Joey, the former police monitor last year about this with the
[34:03] student one year terms, and the way we've seen the reality is that I mean, you all know. So this is for members of the public. This is hard work. and it's it's work that that burns people out it. It can be too much, and and and we have to acknowledge that. And for that reason alone, you know we did double the number of alternates, so that hopefully we don't end up in a situation like last year, where we can't fill the full ranks of the panel, because we've run out of alternates. But I think we should plan on potentially, having yes, to do recruitment annually for new members and new training. And so I think that's just something to be prepared for. I think not having to do recruitment every year would be an exception to the role just on how things have gone.
[35:02] Yeah. So that's fun. We're getting. We're we're building processes. We're building relationships and like we've discussed, too. You know that's more opportunities. for you know, as the ordinance stipulates the selection Committee, you know, which is this independent body that appoints new panelists half that committee is community organizations. And so that's more opportunity for those community organizations to have their voice in this work and to be appointing members. And so I think that's also just. That's a benefit of that that turnover as well. always looking for silver linings. I'm here to be a ray of sunshine. Y'all any other thoughts on training coming up cool beans. In that case we will go into our committee reports, and i'll hand it off first to Victor and Taisha for our community engagement and Communications Committee.

If you had a chance to look at it, and you want to provide feedback now at the time. So yes, it's really wonderful. And as mentioned myself, and vector got an opportunity to participate in the panel as in the committee panel, and happy to know that there were so many that there were 4 other panels, and that the information will be shared.
[37:11] We already talked about the orientation and the interest there. We wanted to thank Hadassa for joining in the. We have the 3 of us, and it is actually nice, as we are thinking about the next series of committees to have that Inter committee relationship, so that you know there's a lot of governance questions that come up when we're talking about communications and outreach, and this is really helpful to have that like sinner to so really fine. And again going back to the ordinance and the challenges of us coming together. I'm really finding creative ways where that those sentences can happen. We also talked about a meeting when the new panelists come, and how we can be more support. It was wonderful, the slack community meeting. But you know we didn't really play that much of a role in light of, you know, being on the selection committee, and the interview so again appreciating the city for stepping up, but knowing that we still want to be very active and in a balanced relationship and and and a service to to our community members, and in the planning phases of things so certainly wanted to do that as a part of our quarterly meeting effort of community engagement, and so wanted to align with city staff, who are organizing that
[38:25] to to work together, so please let us know how, how and when, and all of those types of things we would be very much open to that compliance training. We appreciated the compliance training that the city attorney offered Teresa, and wanted to remind panelists that the information is available on the sharepoint site as well as recording. We also thank you, Amy for lifting up the transition and leadership. So I serve as a co-chair. I'll be rolling. Off. Victor is not going to be able to continue on as a full chair. So we'll need to identify 2 new chairs for this committee so they can continue

I am available to support onboarding after the February eighth date, and wanted to just remind folks of the general 2,023 community plan engagement plan outreach. which includes which is inclusive of monthly panel meetings and committee meetings and case reviews, as well as quarterly meetings with the chief, the City Council and community forums. We've also added monthly reports to city council to have our information included in their packets, and of course, our annual report. We're eager for the next group to come up with other ways that are exciting and new, and perhaps doing more push in so identifying communities that we can join. And I think that's definitely a direction we've been excited to, but have been down on people. So i'll ask. [42:02] Flows Report where do you flow. Hi! Thank you, Daniel and Ariel, as everyone knows or May, or members of the public who don't know the or group is serving as the interim independent police Monitor and I'm here on its behalf, and it's founding Principal Michael Jianako, who's also attending tonight's panel meeting. and me. I'm the primary person serving as the interim Independent police monitor just wanted to start off with some data regarding work. The panel completed last month. It can conduct it full to full case file reviews. In December there are no case file reviews that the panel completed that are still pending the police department disposition, and there are 5 cases, a waiting panel Review. 2 are scheduled and 3 are pending the Department's completion of its investigation.
[43:15] I also wanted to report out on 2 completed case dispositions that occurred since the last public meeting. In the first case. case 0, 2, 2 of 2022, a misconduct case. a driver reported that an officer engaged in dangerous driving. The officer acknowledged he didn't make he he didn't use turn signal when he was making a lanes, change the issue STEM from the officers using his computed or my computer monitor. While he was driving the panel, sustained the one allegation against the officer, which was a rule to conformance with laws which was a traffic violation. It recommended verbal counseling.
[44:03] The Department agreed with the outcome sustained. It did, however, impose a no disciplinary action. It required the training unit to provide a review of best practice driving for the subject officer while following a possible wanted subject in the second case, misconduct case 27 of 2022, an individual called the Department's Non emergency number to report that there was an intoxicated intruder at his home. This intruder had greeted the caller's store with his hand and refused to let the caller close the door there. During the call with the dispatcher, the caller reported that the intruder was eventually on the back stairwell, and then was leaving. This case involved 2 different dispatchers Employee 2 was a brand new dispatcher.
[45:03] her. She was on her first day on the job after preliminary training, taking calls. She was sitting next to employee, one who was supervising her. and the trainee is the one who spoke with the caller. That employee employee, too, in this case. Thank the individual first call and said, we'll have someone check it out. The call was not recorded in the computer at a dispatch system. and the dispatchers didn't send police to respond. The panel reviewed this case, and found that the supervising employee violated 2 roles and sustained those violations compliance with that rule one customer, service, value, and rule 8 conduct that was did not reflect well on the department. The panel recommended verbal counseling for those 2 sustained allegations, and for the new employee the panel
[46:04] did not sustain those allegations. The and determined them not, sustained the a department agreed with the panels findings and disciplinary recommendation, and when the panel reviewed the case, it recommended that the department implement the suggestion of the supervising employee made in our administrative interview which included updating the dispatch standard operating procedures to ensure systemic checks and balances for every call. including a checklist for supervisors training new personnel, and the department agreed with that recommendation just to record on some new case, statistics in the number of complaints that came that were filed with the Department in December, that the independent monitor is classified numbers for, and all of those the Monitor has classified as misconduct and
[47:11] cases, and as of earlier this week the open monitor and panel docket combined Number 16. That includes 2 cases currently pending monitor, classification and cases pending department disposition and other cases waiting for panel review that completes the instrument. Independent Police Monitors report great any panel feedback on that. Okay. So then we will move on to selection of cases for our review. and just so for the public that's on as well. These are case summaries. These are not complaint summaries, their summaries of things like body, warrant, camera footage, available evidence, and the initial investigation that the internal monitor, then the summarizes for us to vote.
[48:17] We do not read out the details of the cases to protect everyone involved in terms of confidentiality. We are also now in the habit of assigning these at the time of so we will do that. I have checked it with Sarah Holt, who is not available this evening, and we can volunteer her for cases, and so we can do that. There are a lot of cases I saw for January. so I guess I would just say, perhaps we volunteers as readily as we can. So just a moment. Okay. First case is M. I 2022, 0, 3, one. This involves 2 officers. Officer wanted some alleged rule, violation of compliance with value, rules and general orders.
[49:10] Specifically. General order, 2, 3, 2, 7, B. Juvenile enforcement Procedures. Interrogation of juveniles as well as a role. One compliance with values, rules and general orders more of 5 investigative process and a rule, 5 police authority and public trust officer 2 is a alleged role, one violation, compliance with values, roles, and general orders. Just a general observation. just looking at the cases that and the number of officers involved. I I am a bit concerned that something is a miss, maybe a systemic failure somewhere or something, because you can't have so many officers going as 3, or being accused of something. And all these cases it's just too many. It's just a general observation, not hello. I don't know, or Michael. If there's anything you want to comment on in terms of seeing what you've seen if there's any patterns in this, or
[64:00] if it sparked anything for y'all. No, I think the number of cases was high in part because of the the. There were some cases in there that had been filed previously, but the online complaint system which we discussed last month wasn't working, and I would caution the panel to. I have not noticed any systemic issues, and I would caution the panel to review the cases before making just, you know. Wait and see and review the cases and determine what you think. Yeah, I was gonna say the same thing When was time delayed from the portal thing. and then the dates on some of those go back 2, for they go back. So there's nothing that's current. They don't sync up. They're not linear

I'd love to see more disaggregated data by cases that involve multiple police officers cases. That right? I would just get more trendate. I know we were trying to do that from the legacy, many to me looking backwards. But I do think that that information is relevant. I have seen and noticed multiple officers involved in cases just looking at the case. Memory right versus single incidences of offices right? Most of the cases that I've reviewed involve multiple offices as well. So again, I want to honor what Chico brought up. So, although I appreciate the caution flow, my data and my experience is that that's actually a trend that I am seeing and and disturbed by as well. Thank you.
