[0:05] Okay. So we'll start off our meeting as we always do with our reading of our land acknowledgement and so we acknowledge the arapaho you and cheyenne tribes. The traditional custodians of the land on which the police oversight panel and boulder police department operate and pay our respects to their elders past and present. I want to welcome everyone to our meeting it looks like we do have a couple of Members or a few members of the public, here I want to welcome all the panel Members, thank you for being here for everyone's here, I just want to acknowledge. Anything that may be in the room, waiting on us it's a challenging time in the world it's a challenging time I know for many of us as individuals. And to just acknowledge that into, thank you for being here, despite that, as we do this important work for our communities. members of the public, I just want to let you know if you have any questions or comments you can put those into the Q amp a.

[1:06] Of this meeting, we will not be monitoring the chat box, we will only be monitoring the Q amp a of this game, and of course it at the end of the meeting, we will have public comment. [2:02] we're also going to read through the agenda that we're going through yeah tisha. wanted to lift lift up something that was in the chat box, there is no Q amp a on this particular one for this one, for some reason it's not in the option, so people will just need to add their questions into the chat box, thank you. For responses and so reading through our agenda we're going to start off by welcoming our new newest Member Jen tonight. Then we're going to go through some committee reports see if there are any of our committee chairs, have any updates for us. we're going to have a discussion about planning our hopefully in person retreat as a panel will get the monitors report, which will improve include an update on our annual report for last year. Talking about our in person meetings coming up get a report on the outcomes of our past case reviews and it's a monthly case statistics.

[3:05] Then the panel will do its selection of complaint cases to review in the coming months and then we'll open up for public comment for anyone who's interested. And so to jump right in. Jen would you like to introduce yourself to the panel and to the public and then afterwards y'all be thinking we're going to do a round Robin to introduce ourselves to Jen and members of the public as well and i'll hand it over to you Jen. Thank you Hello everyone i'm Jen lubavitch. i'm the Executive Director of feet forward. Which is a nonprofit locally that serves the enhanced Community i'm also a member of the housing Advisory Board and a person who was previously homeless in this Community for nearly five years i'm happy to be here and thank you for your welcome.

[4:02] i'll just i'll go next to me i'm Daniel Leonard he him, I repeat, University of Colorado boulder and for a regional theater company in Colorado and i've been in boulder. For 10 years and happy to engage with the panel, and I have a Co Chair of the panel, along with Arielle and I will pass it over to adults that. Very. Thank you, my name is, as I said, the levels, I work at rudy's quality and compliance manager so. that's pretty much what I do all day long a lot of data migration that kind of thing. And I am that the first gen. And my husband is born and raised here so. And I guess I can ask Dr Martha.

[5:05] Martha Wilson. I am a little bit of a dabbler i've been in the area for six years. I identify as black and Latino. And I right now but I mainly do Monday through Friday. Is. help. parents who have been child welfare cases but i'm also a therapist and area as well. let's go to Chico next. Oh. My name is Wendy edge co you may call me Chico I work for lumen technologies that telecommunications company I help with paying the tax bills and I am passionate about special needs and mental health being a parent of a special needs son.

[6:12] keisha. hi. My name is keisha Adams she her pronouns I have been a boulder resident for about 10 years now, I work for an organization called outdoor Afro. Where black people in nature, meet and lead and I serve as the national policy and education director, I also serve as one of the Commissioners for Colorado parks and wildlife and. yeah I am all about transparency, accountability and. Community. yeah reclaiming the comments. And yeah happy to pass it on to victor.

[7:02] No. I. I. Welcome Jay pronouns are my name is Victor King i'm a recovery coach manager at mental health partners, I worked for the state opioid incident response grant. supervising and training, anyone who wants to stay pure certification, other than the boulder county oh gosh 28 years now, and I bring a lot of experience to everything I do and. i'm not sure who is next. Good Arielle. hi i'm Arielle the other co chair, along with Daniel and welcome Jen we're so excited to have you and the really unique perspectives that you bring it's it's important than needed and. A voice I think it's going to add a lot of power to our group, and I am from boulder originally born and raised up there and. This is actually also the second kind of city board i've served on I was on these opportunities Advisory Board and boulder which is kind of unique grant funding program in the city.

[8:11] And so you know coming at it now when i'm not 16 and 17 and I think seeing boulder wanting to take accountability in a different way for oversight. has been a unique experience I have just recently left the corporate law world which i'm very excited about and and transitioning into more of public policy and regulatory guidance and primarily the tech industry, which is also what i've been like so happy to be here. joy, do you want to. cuddle you. Sure real quick Jen we've been emailing quite a bit lately just getting you. coordinated with everything and getting your email setup but yeah i'm here as a resource for you and the rest of the panel. been doing this work, please oversight in some capacity for about 15 years now, but a couple different cities big cities small cities.

[9:08] So i've been here in boulder for coming up on two years July will be make two years for me so very happy to have you Jen welcome. Thank you everyone and I forgot to mention that i'm also a senior. At Colorado State University my education is like my whole world, and I will graduate beginning of this July. So you're you're in the final stretch. stretch. A hurry up and let's get it done i'm. awesome sauce well let's jump into our agenda, and so, with committee reports we'll just go through and co chairs. If you have anything to say great if not that's Okay, too.

[10:00] But just want to make sure we had space for y'all to give us any updates on your committee anything to panel needs to know any questions or help we can bring to your committee work and so let's start with the Community engagement and Communications Committee T shirt and victor. There we go Hello everybody hey chef Adams. to pronounce. Victor metro tear. And we. last session or at our last meeting public meeting we presented the process that we had proposed for the Community outreach plan and engagement plan and education plan and so haven't got any feedback on that, but feel free to. Give us any feedback on that, but in the interim we've kind of started the first phase and just getting a lay of the land, if you will, and if you want to use fancy speak it's situational analysis and and by that.

[11:05] You know, really getting to get understand that we need to have more public meetings for and schedule our public meetings, so we have two dates identified. One in May may 5 four and we're working on the time but it probably around 630 the same time as these times and then May and June 2 and so Joe i'm not sure if there's some kind of calendar, or we have online that gives our committee. schedules, but we want to add those so the public are aware of those and they can register or whatever the processes for public engagement and meetings. We also wanted to will be sending out a doodle poll to our fellow panelists. to identify dates for the availability, this summer, for meet and greets in the Community, as well as their ability to be to availability to participate in existing Community events. To raise awareness about our committee ourselves what we do, how they can submit any kind of issues or complaints if they have any questions for legacy or some of the other committees that we have governance.

[12:07] As well as recruitment for more Members, as you know, again, this is hopefully ongoing, and so we really want to be very mindful about. Succession planning and recruitment and making sure that there are also opportunities for communities to engage and provide feedback now. And one of the mechanisms that we're using to begin that identification of stakeholders and partners and collaborators and in mission aligned and others that need to be informed of the work and engaged in the work. We are we've started kind of a boulder police oversight relationship mapping activities so you'll also get. A Google form from us to gather recommendations of organizations institutions individuals agencies journalists. and others that you think it would be important for us to be in communication and in relation with in some way, if nothing else, for our communications listserv as we think about mechanisms of ongoing ways to keep Community informed in between these sessions.

[13:06] And, and as well as in the field and in our Community and then lastly Community support and so meeting with the communications director. gathering information and documents documentation on existing protocols and communications and just the ways that. The boulder police oversight or sorry the boulder police communicate with with the Community right now different events and things that they have that we may be able to build on to as well as creating and crafting our own events we also talked about the need to. To get a handle on our budget and the types of support that can be offered there, I know there were some comments at the last meeting about you know be mindful of of. Maintaining our independence as an oversight panel, and so the ability to hire consultants for our for support, as well as.

[14:02] You know, training needs in addition to the training that is offered by the boulder police monitoring and others and so again very excited to hear that we are all we are. Like minded in that approach of wanting to keep that neutrality and excited to have her participate in those public meetings as well, Victor did I miss anything feel free to to add or share any other reflections of the conversation that we've had with Shannon. Or you covered it very well, thank you. Thank you. Daniel Arielle Sarah any other or joey anything that you would like to add this, these are our fellow committee members. Any questions from the from the audience and again we may not be able to answer all the questions, but we can certainly gather them and answer those that we do it's it's for we're not going to just come up with answers right we really want to be.

[15:03] integral with our words you know, in the way that we interact recognizing that trust is so critical in the work that we do so. I don't see any in the comments, but if others do please let me know and i'll go ahead and turn it back over you Daniel for other committee updates or sorry any other. Questions from panelists about what we share start So, in summary, we have the committee meeting dates that committee engagement opportunities the summer, perhaps in July and August. And I don't know how frequently a lot of talks about the frequency, but just wanted to get something going for July at the latest. The relationship mapping and really starting to get a handle on who the folks that we want to be in communication and engagement with and then clarifying the Community support the Community support that can be provided by a department. [16:03] Thank you, Daniel I have mainly just our next meeting date to share April, the 20th from six to 7pm will be our next governance meeting. and That will, of course, like all the other committee meetings will be public, so if there's any comments or questions will be reviewing anything that we have gotten via email or by last comments for potential future amendments to our bylaws. that's pretty much it. awesome sauce and I will hand it over. To Martha for. legacy committee. We have yet to have a second meeting for the legacy committee, but we are hopeful to get a better idea of what people are wanting to see come out of it.

[17:03] I think engagement with the Community will be a critical piece of that so that we can formulate. This some of those items that we can bring forward to not only share information, but to kind of Chronicle. Future Steps for for this type of work. awesome thanks Marta. So next up for us is yeah yeah they shut. their entire i'm going to be going on enough because of eating dinner but i'm. Martha I was curious on the comment about the communications and engagement overlap if we wanted to consider maybe overlapping, in the main meeting a half hour, so that we can. You know, maybe it's just something to consider a word, you know, having a joint meeting or just something where we can get some economies of scale so there's an. Integrated synergies there so just wanted to offer that and happy to explore that Victor you know, obviously, if you, you know welcome your comments around that idea as well, but.

[18:07] just wanted to offer that as well i've noticed some fatigue, as far as how many meetings, people have to go to so i'm just trying to like. Help us out as much as possible and how about coming to the out and really engage. and actually on that note to time I will follow up with everyone with an. email. It was during the communications meeting we discovered a weird break with our with our sharepoint that we're not all able to see the sharepoint from our. boulder Colorado emails, but if you go in through the link that joey initially sent us last year to share that point, you can see that info, and so what i'm going to work on getting that resolved, but two. Co chairs for all of our meetings I am there's a document and there's a managerial folder that I will share with you specifically. That has a document in there with all of our meeting meetings for the full year so that you know as we're planning meetings, we can see what everyone else is up to and.

[19:08] work to make things there's sure, things are spread out and, of course, to help joey was setting up any of those meetings that need to be available to the public, to give him plenty and heads up as well yeah DASA. um i'll be posting that meeting schedule. The public. That is an internal document because some of those are include like meetings like with Arielle joey and I just to keep you all praise of like windows are happening as well, but all the public meetings joey handles getting those posted on the website correct joey. Correct yeah there's a little calendar section at the bottom of our website that every time we add a meeting, it shows up on this little calendar, with all the links and any other information we want there. For example, all the governance meetings, since we have an established date for that those are all up for this year. not yet if they if they're on that are you saying they're on that list on the.

[20:03] list, yes, I can take that list and go ahead and put all those up on the website so Those are just that you're confident those will stay with those dates they won't be adjusted or anything. I think so um yeah I don't I don't see them. Changing something happens so yeah as you guys all figure out your dates communicate those to me are just pointed out to me that there are on that list now and then i'll get them posted on the website. And i'm I. Can we can. yeah sorry keisha. Well, I was saying that maybe we can bold or come up with some kind of mechanism so that you know which ones are public and which ones are internal. In that sheet joey so that you know which ones, those are but they had a question about something else is in I forgot what it was so that's Okay, if I remember it now. yeah and on that yet on that note. I think I was just. yeah we're just marking the ones that are that are not open to the public with an Asterix so anyone that don't have an Asterix then.

[21:02] are good to go and maybe the best way to do it is to pop those meetings and the Doc and just comment and tag joey and say hey there's a meeting there if that works for you joy, just to keep us all in one place. So we don't spread out across calendars and email. And yeah I will i'm fine with joy and at to see what's up with the sharepoint and i'll send out an email to once I don't know figure something out maybe we all move to Google because Microsoft is trying to work out i'm kidding i'm next up. retreat planning, so this was. So we had just to get us caught back up we're planning on doing a retreat and like very March this year, and then the second wave of coven hit, so we postpone. it's looking like we may have an opportunity then May or June to get together, particularly we could go ahead and do that outside we could.

[22:03] Do it, I want to be each other one if one of us wants to welcome the rest of the panel into their home, we could do it there, we also mentioned, we could set up space provided by the city. To have our retreat there as well, part of the retreat is definitely interest to have time together to be human beings, we have proposed. Each of us planning a small session, whether that's a session of of Community building or a session of focused. Discussion on a topic work to do our expert in or that the panel needs to engage on. So yeah so talking retreat planning Arielle you yeah. yeah so again this has been something we've been trying to kind of get off of the ground for a while and have discussed doing virtually versus in person sorry guys my whole family's here for Passover and my sound does not work on my computer so.

[23:01] um. But I think the biggest thing at this point is, I know that Chico and I have discussed was back when susie was still on the panel also. Making sure kind of having like a think tank meeting that we would come back with a proposal to all of you, and so she go if you're still up for that, I think that if we. On this next week met and just kind of came up with a brief proposal that we could bring to the rest of the panel with what this would look like in terms of timing in terms of session ideas. I think that would be a good start, because we've never gotten past the initial kind of kicking around the can, and these meetings and. I think there's a little bit of structure would be helpful, and I would also propose that we do this in June, rather than may just again because. of getting things off the ground and making sure this is a well structured and organized program that really serves a panel the panel, both you know.

[24:02] Personally and professionally. And if anyone else would like to join kind of the you know original the first initial thinking meeting of what this could look like. to shoot me an email and we'll try to make it happen the next week to see your hand is raised to. Yes, thank you very, thank you for this curious if this is also something that the governance and education so that's where she goes coming in That was the thinking was there Arielle is that she goes coming in from that education committee from the governance i'm just trying to again. I think I just on here. Initially okay. there's no he's on that education committee and onboarding i'm like oh that's a perfect. retreat in that as well. So I didn't know that I just knew that that was a part of an extended conversation around like oh it's all of the training, not just the onboarding and the new man. But also the retreat so again I just like the whole circular aspect of it. But I also was specifically requesting and begin start looking at dates because that's going to be the biggest issue for me already June is looking terrible so i'm gonna you know, I would like to hold space, so if we can get some dates options for the evenings and the weekends and.

[25:15] I think I would just ask. The biggest thing we have to figure out what its gonna look like, before we can get a date and time. i'm just. i'm just I letting you know that as a pain. In my schedule is already looking terrible so where we, the outreach committee is already going to be putting a availability pole together, and perhaps we can work together on some other additional dates that. We can consider yeah. So that whenever you come up with you'll know how much time we have available, thank you. sounds great Thank you. i'm still up for the to the test the one nice thing is this month i'm really full on so. Next month will be better for me. Okay yeah. I see had also said that. she's open.

[26:00] Okay. sure. And remember folks we can't use the chat box right for our responses we have to speak them verbally for the recording or something. Yes, I thought I saw what you said you said in terms of potentially hosting and so that's an option we can figure out logistically if that will, if that will work and. Especially when we figure out if things I think private versus public um so yeah, thank you for that and we can we can discuss more offline and then janice he also your hand is raised. yeah i'm sorry about that I I wasn't trying to cut anyone off i'd be happy to step in on any of these. uh you know where it's going to make most sense I am the most attracted to Community engagement um but if that's not where it's needed it's also going to depend on when when the meetings are going to be um so we can talk about that, but i'm happy to help Thank you.

[27:10] Great well then yeah we'll make sure to have that noted that Community engagement would be would be the preference. Okay, so I think that at this point what I will do is put together kind of a proposal to you guys and and send that out, and we can kind of work on that the coming coming weeks of of looking at. Time sessions and then also working with what he said about a kind of joined together the availability calendar availability Poland. and, hopefully, adding the retreat to that once we know kind of what the structure of it is going to going to look like so we'll get the ball ball rolling on that thanks. Mario thanks for. Taking point on that too. Because super important because we've all only met like what six times in person. All right, i'm also wondering if we can consider identifying additional retreat time for actual time in the fall because I have serious concerns about our availability to be able to meet for more than two hours at a time.

[28:12] I mean at the aggregate maybe four hours, so when I think of retreat I just what i'm. Also, just bring that up, and I would love to really be able to hold a whole day or even a whole weekend for some deeper work, so I just wanted to say that you know if we want to plan for something while you're doing that. Alright, so, as you all know, in talking over the past month or two about the upcoming annual report, the annual report is completed on my end.

[29:07] have got all the feedback from all of you, quite a few very helpful comments from Martha, in particular those have been incorporated into the draft now. The only thing we're waiting on is the assessment of the work of the monitors office, which I think is with the Co chairs at the moment and it's being wrapped up, and I think that's going to be getting to me within a day or two so as soon as that's done i'll add that to the report. Well, I. wanted to jump in and say that it is it's it's getting finalized it just as some some editing radical things at this point so you'll be seeing soon. So i'll go ahead. And it's great Thank you are you oh yeah i'm getting in there, except to drop some comments and we'll we'll do the loop de loops yeah. yeah that's all fine we there was no like hard deadline, where this had to come out for a particular day so. we're good. We will have a press release that goes out i'm expecting it'll be early next week middle of next week, when this goes out.

[30:05] But there'll be a press release it's also going to be are some some snippets from the annual report are going to be added into the city's summer newsletter which will be going out in a month or two. So that will spread the word and access to that annual report, which of course will be on our website as well. So I will probably have a final final draft coming to you very early in the week and then we'll get that out to the public by the middle of the week. Do you think we'll have some press coverage with that they'll probably be some requests for interviews or some sit Downs either with both with me and with the The co chairs so i'll be making you all aware of that and coordinating with the Co chairs on that. I also wanted to let you all know that the city is transitioning back to in person, earlier this week we had an orientation at the.

[31:00] The tape municipal building, which is where my office is with the city manager's office they read on that whole building, they will have. They have a bunch of new rooms that have a lot of like hybrid technology in it, so that once we're ready to start meeting in person, we can have both in person and that online hybrid presence, so I had that. up now. So one of the network so i'll be back in the office in the municipal building starting may 4 we are all city staff go back in person. At that point, and think i'm going to invite the Co chairs, to the building to check out the different rooms, that we have available to us. And then we can select the room to start using it looks like June is the month that the city is looking at for boards and commissions and panels to start meeting to get in person. So that so we'll have our our main meeting next month still online and then hopefully by that point when we're having that are made meeting will have some hard conclusions in terms of meeting in person in June.

[32:07] Any questions about that, before I move on to the case reviews. Okay, I know we're all eager to start meeting in person. So that'll be nice, but we do want to think about it, it will involve extra commuting time for you all, and you all will still have the opportunity, or the option to use the hybrid to the the online digital version so. We may want to think through how you all want to consider that, yes, I, you should. And will there be public comment available both in person and virtual. yep awesome Thank you can find. yeah The technology is really cool they have. Like they'll have like a big screen in the room, and they have cameras that automatically like detect to speaking and then focuses in on that person. So we can have members of the public, both in the room and joining us online and then can ask questions at the end of the meeting, and during the public comment period.

[33:04] So yeah. Much more engaging and have. A lot of a lot more moving parts, but. it'll make it possible for us to meet in person and have a full public presence as well. All right on that note I realized we don't have closed caption for our meetings. They are they can be turned on. Okay, just to. clarify that. Last month we had an individual and you to them and. We had them turned on for her. And we'll have interpretation and things that the in person meetings as well. That may have, yes, since we'll have a screen. And we'll have the online version we could do the. Translation on the screen. awesome thank. You. Alright, so in terms of our the panel's case reviews over this past month there were three case reviews conducted the first one was mid 2020 1053. This case involved in officer who responded to an elementary school after receiving a call from from school administrators.

[34:04] Concerning a report of menacing by a student with special needs. The officer determine that the student could not be held culpable due to his diminish mental capacity and that the school administration had handled the issue properly. The officer did not complete an incident report and only documented his actions partially with a CAD computer aided dispatch notes. One month later, the school district had an issue with the same student they were and they requested a copy of the report from the first incident, however, the officer had not completed an incident report documenting the incident. The investigation found that the officer violated general order to a one report writing. The police oversight panel recommended to sustain the allegation against the officer and to provide training through supervisory counseling. The Department ultimately did sustain the allegation and provided training through the officer to the officer through verbal counseling and documented the error in a performance note in the officers personnel file.

[35:08] case in my 2020 1056 in this case, two officers responded to a call regarding a man violating a protection order. During the investigations during the investigation, the officers developed sufficient probable cause to arrest the individual for violation of the protection order. The victim had a video of him shouting obscenities at her from outside her residence officers went to make contact with the individual that. With the individual actors nearby residents body worn camera footage indicated that, when an officer told him, he was under arrest and to put his hands behind his pads put his hands behind his back. The bit the individual verbally and physically resisted by telling the officers faq and step into his arms as an officer attempted to place him into handcuffs. And off support the individual down by his wrist to get him on the ground and finished handcuffed him.

[36:01] The individual later complain that an officer through them on the ground on his shoulder and slammed his face on the ground. He indicated his shoulder and neck hurt on the right side, the police over oversight panel reviewed the case and recommended that the officer be exonerated on the allegation the department did exonerate the officer on the allegation. The third case that the panel reviewed the panel, this was serious misconduct to 022 dash 001 a panel review Committee did examine this case and made a recommendation. We are awaiting the department's final outcome on that case this woman just happened we just the panel just completed this case last week. So we are waiting, the final outcome from the police Department on that case when we received that which should be in the next couple of days, the panel will be notified and then next month's public meeting i'll announce it out, read the outcome of that case as well.

[37:01] In terms of our monthly case statistics in March we had one complaint and to Community inquiries throughout the month. So far, in April we've had two complaints in one Community inquiry and there are currently 15 open investigations ongoing share that concludes the monitors report and I. turn it back over to you. Great. So how about just based off of. Time and looking at our April. K summaries that we have there's only two of them that we take a short break are we do our five minute break right now and then we'll come back and do the voting on case summaries and public comment. i'm Sorry, I have some comments to the. monitors report, so I do that before we go on break Thank you. And this is quick. Would it be possible to get these reports in writing in advance and available to the public, I feel like if they knew about what we were going to be talking about there might be more people interested in coming to hear what's going on and be able to ask questions.

[38:14] The other thing is, if we can have like a database, or just some kind of like spreadsheet so like on them every month, we can see like how many cases and where they sustain and because now that we've got kind of a tracker going it's hard to. See the trends and again this is information that I would imagine the legacy committee will be using that we will be using for the outreach and communications, but. Also i'm just not auditory learner so it's just hard we're getting so much content and we're in such a data rich environment so again, I think that these. These databases and things are metrics that one day we would love to have on the website and hopefully we can get there from a Community outreach and engagement and transparency perspective. But in the interim, it would be wonderful if we can consider some additional mechanisms for to enhance and expand our transparency, as well as to to show impacted in the work over time.

[39:05] yeah we can absolutely talk about that, I should point out to, though, that all of these summaries do go out publicly. And what was will start doing. quarterly reports this year. And so that you won't have to wait like a whole year for these to come out but I get your point that. If the public knew. about which cases will be sort of reported out on before right. There might be some you know I just. And again if we're not seeing any difference or things that we may want to revisit that right. And the other piece it's going up, but I don't know where it's going out I had never seen anything I mean i'm not these are criticism i'm just saying i'm sure they are going out but I, it would be great if we could also. Maybe and that's a part of that situational analysis as well from comms is where where are these messages going out, who are the current. Stakeholders reporters newspapers, etc, that are getting access to this information, so thank you for that, and I know that's something that we had discussed so.

[40:01] Not on you, but this is, you know again a group effort to figure out who's getting information, where and how can we really model new ways of Community engagement that are ongoing and authentic Thank you. Sure, and if it's helpful for me to send this those what I just read through the outcomes of those cases in writing to the panel beforehand, I can totally just include that on the spreadsheet of those summaries or do a different one. i'll figure out a way to do that for you all next month that that's easy enough yeah. awesome Thank you. How this panel. takes place so is that how it's how it has been where you read case summaries and then that's like all new information for everyone on the panel. I think, to answer that we can all just kind of jump in now and, since this is kind of the next process that we're about to go into and so just to remind the public also that, when we hear about new cases which is the. sheet that you would have gotten an email with from joey earlier today saying I think it's just called April 22 case summaries So those are those are case summaries of the whole situation, overall, not just the complaint that the panel has received. But we will then review full complaint summaries on cases we choose to move forward on and so that includes police camera footage any initial investigations. internal investigation to the police department, but all of that is also confidential, so what we do here when we're initially going through is we don't even say.

[42:03] The we don't say the description, the case summary allowed all we do is say the number allowed and then the panel chooses, whether we are going to move, they want to move forward and review. The complaint and the entire case itself or if they want to knock review and so that's what we'll vote on. Right after our break and there's only two this month, so I don't know if you got a chance to look over that email from joey earlier today, but maybe this break will be a perfect time to kind of acquaint yourself I. You know, typically like to not only look at. The case summary itself but also which rule, it might. Like is allegedly interfering with or breaking from the police standards which joey also provides for us. I hope that does that provide some context for you in terms of how we go about it.

I don't want to sound it down to but I don't know whether it's prudent for us to even start considering cases that don't have case numbers. In terms of record keeping and track record and all that it's. For me doesn't sit right. And i'm inclined to agree with that yeah that um we will wait until the it's come to it. Because it tells become a case for us to vote on yeah. So how do we let that serve as a as a emotion in a second right there on on delaying and those in favor of waiting to vote on this case for a show of hands.

[51:03] The then subsequent abuse of Sammy Lawrence and the incidence of zane atkinson i'd like to know more that details and how you know how that that please men that. Was handling the zaid case was given like a year or two of. Back pay or or you know something that they might have to do if they're just letting him go rather than firing him, and that was an expense that I had to pay for that what I feel was abusive situation so i'd kind of like to see restorative justice about those issues. and see more public interaction and see more engagement with the police chief, who seems to be supporting these kind of activities by default.

[52:02] So those are kind of my comments for now whacking the substance to address what's going on in the police oversight meeting thanks. thanks for your comments, when we appreciate you being here and sharing your. perspectives and opinions. Yes, this is, this is a response, I also just want to acknowledge and think Lynn for the resources that she shared to our hosts and panelists regarding. policing practices in New Zealand and just how they are doing so there's an article that she posted so I just wanted to acknowledge the receipt of that and joey if we can add that are get that. Added into our resource list so that we can have that, as we seek to strengthen our panel and. Former thing i'll defer to others, as it relates to any comments regarding our regulatory authority and as well as any other comments others may have.

[53:14] Sorry, I didn't have another comment about the legacy, I was curious maybe a consideration for the legacy committee. Since that's a past incident so again as that committee is to no Martin given an update in the beginning, but certainly those are the types of things that we would want to be looking at so appreciate those comments, but thank you. i'm definitely. open to exploring some that because I, too, especially even just doing a panel work quite a few of the officers kind of disappear before any accountability occurs and go off and go somewhere else. So if there's an opportunity to discuss that further in the legacy review committee i'm definitely open to that.

[54:05] To see what kind of ideas, we would have to address it, because it's it it shouldn't be so simple to move a situation around it doesn't do anything to resolve the issue or combat it now or. prevent future harm from happening. So i'm definitely interested in open to having that be a topic point for our next meeting. Great well, I think that that is the.
