[0:00] Okay. cleaning that. Thank you. Okay, being 50'clock and a quorum being present. Let's call the order the Recreation Advisory Board today. We have a study session, so there will be no public participation. I'd like to start with a motion to approve the agenda. So that's okay. Is there a second. all in favor. Aye. okay, and the 10 min recruited. Next up we have future board items and tours. We have 2 min allocated for that. I will do better than that and give you a minute. The most important thing I want you all to be aware of is that on Sunday, September tenth, the city is again hosting Whatsapp Holder. This is a one-stop shop for community members to learn about a variety of projects and and actually provide some public engagement, so there will be tables from various support. Departments across the city will be highlighting the park on violent and some of the engagement. The Playbolder foundation will be there. We'll be talking about our child Friendly Cities initiative. So I hope you all get an opportunity to go. It is an incredible event. I am sorry to be missing, because I will be out of town.
[1:12] Everything else you can read about on your agenda. The only other thing I would highlight is that September fourteenth is a big night for Us. State council has their study session for the 2024 post budget will, of course, report back with highlights. But if you want some good TV the budget is one of the most important things that we do, and I report well regret we have a town again for that. Just how much vacation we'll give you the clip out. Okay, there's no public participation. Aye. And so we're gonna move on to the consent agenda. So I'd like to entertain a motion to approve the consent agenda, and then we'll discuss.
[2:00] I move for the group of consent, agenda to second. So great? All in favor. Alright. Okay. Discussion first. So is there any any amendments to the minutes? Anyone has noticed any errors or things for me. Any comments or questions for the parks and recreation, planning design construction updates or the parts and recreation operation. Okay, great hour in the past. So I'll move to matters from the board. we have the grab study section or retreat to discuss, and we've done feedback from Brad members. I think. Total of 3 people responded. I did not. I hope I'll join occupies
[3:00] and we have a couple of items suggested as topics. They are a updating, the Prabon topics being monitored by Prat members and discuss the universal swim classes. There are other potential topics that we could bring to the front but before we do that, I'd like to talk about the possibility of not having the prab retreat in the October November timeframe. and the reason for that is that we had a joint session with landmarks, for in the same timeframe October, November, so we'll have our regular October meeting our regular November meeting, and on top of that we'll have a joint board meeting the Ad. The retreat on top of that. In that same time frame may take too big a chunk out of people's time especially given. That's elect a month, and I know Jason, at least, will be involved in, as the election don't issue. Was there any discussion of? And we want to go ahead and have her retreat? Or do we want to consider potentially moving into December or even January.
[4:10] I'm fighting a bit. Stand with me, too, by joining in. I find it. Yeah. please. Fine, please. Yeah. I think that just realistically given the holidays. It's going to be very difficult to schedule it in December. if not impossible. And january is also gonna be a little difficult, but like. I think that that makes sense as a time to shoot, for if we're gonna do it, because that then gives us a long enough runway to the next retreat or study session in, you know, the next November. So so, Jason, wanna prove it. I assume you would like a little more time to. And also Jason agreed to help plan. So I think, just out of respect for his time. his schedule around the election. I think we should at point we should. Okay.
[5:02] I would like another round of. I'll obviously have to do time planning right another round of people indicating whether they can make a proposed time, also another round of questions about what you'd like to see done at the Retreat, you know, as we get a little closer to that study session. No, I didn't respond to that. Hope we'll see busy. I just couldn't find that mental space to that. Okay. so the next item is prab matters. So matters from board members, any discussion items, things you interact, you have with the community things you like to bring front forward for discussion. Unfortunately, had technical difficulties up in council chambers. So we're just being flexible and figuring it out. You're welcome to come on in and grab a chair, the meetings wrapping up in just a few moments, and we'll be heading outside for the first part of the tour. Feel free to grab a chair.
[6:07] I do know perfect community room, and I have to ride my bike, ride my bike back, pick up both back, pick up my car to change so ridiculous. Katherine, do you want to sit over and take a seat over there. You're you're gonna be right in the middle there. So I think you'd be better over on the side here, and you're welcome to be in the middle, just trying to help you out alright. Yes, please. I was contacted by a consortium of swim people. The older product matter seems. I think one is mixed. I forgot the name of the other one. so someone was like representing this that they formed reached out to me and they
[7:01] said that they were interested in discussions about how they could get more full time in the facilities, and they said that they're willing to put volunteer lifeguards they were willing to. and if contribute something, so that the the pool access hours can be extended like it's fruitful or another pool. So they have practices for parents that work and stuff like that. They can't bring the kids during day. So I just don't know if that's something that might be on the table or not on the table. an operational matter and not a policy. I'm not aware of this group, but we'd be happy to sit down and talk to them. We created a program a year and a half ago with our attorneys, where swim groups could both rent and like the pool or workouts, no one's taken us up on that yet, but we created a structure so that folks could do that. So if you want to send them my way or share a contact, we're happy to talk to them.
[8:00] I want items to note. I just add. I've been in touch with members of the leaders of the football and test associations. They have a lot of opinions, and I will be meeting with them next week. 2, not one to one, but the leader of each group. And I are going to have a meeting. And I've also been brought up speed by Tina. Thank you, for we are having a regular meeting with those groups tomorrow as well. Regular monthly gear. No major updates on the projects, except tell you all that. I'm okay. Great thanks very much. And we did receive an email from and II responded that and I, CC rose up my response. I think it's okay for her to distribute. Is that right? Yeah. And still meet the sunlight loss. sunshine, muscle. Okay? Any other matters from question about your board.
[9:02] hey, friends? So next up is management department, which is our tour today. So you want to give us an overview of what we're going to do? Yeah, before we adjourn, and we might even have a few minutes for folks to eat, because I know there's members of the community interested. We published a schedule. And so in your packets, we have, we did print some packets. Typically we don't. But because we're going to be out and about today anyone wants a physical packet. We printed them. They have before scheduling the one pagers the team created. So the way our team and my thanks to planning team. Mark Davidson, you all have been our planning. Senior manager, she told me, is our senior landscape architect and the project manager for the civic area they prepared not only these one pagers, but a very brief overview of tonight's tour, because we have memos upon memos about these sites, but really the hope with these tours is that you all get the opportunity to ask questions while we're physically looking at the space. Make sure you understand the scope
[10:01] and the timing. And so when we finish here we will walk across the street and we'll stand in Central Park and talk about phase 2 of that project. I've asked the chair and vice chair to help me as best possible stay on this schedule so we can respect the community's time. Our staff time. Your time. We. We have a half an hour here in the civic area, and then East Boulder. Those are the larger projects, and then we have 20 min at both North Boulder Park and the violin. and then we've got some transit time in between each from a logistics perspective. I'm so glad we have members of the community who are interested in these projects. And so I'll just remind you all that during the Board meeting there's not public participation. And so thank you for helping us keep things on schedule as well. And if you have any questions about how this is all gonna work. Just let us know. I'll point out this is a super tax schedule, right? We're kind of new visits and a couple of hours. So it's let me keep you have questions it's great to ask questions. But we're not gonna have time for really a discussion at these sites. Just keep that in mind.
[11:10] and if I wonder if it's an important item to do, I wonder if you all would give me profit? Maybe there's a question that I think we're going into a policy matter, or it's something that maybe would be best. If it's a one-on-one interest or question we might ask if we could parking lot it and follow up with you offline. If if you all would approve of that methodology that we would say, Hey, that would feels like, maybe it is. it's gonna be like being fast in the past. I went down tours. We usually focus on one place right like you went to the bell on Bike Park, and we've done 2 or 3 a long time. I don't remember. I mean, we haven't done a physical tour since 2019. And so what we have done in the past is, we have
[12:00] We've done actually, meetings like we have had a meeting at North Boulder. We have had a meeting at Easter Community Center that set up this challenge by the technological requirements of hybrid meetings. And so until we have more and more of the technology across the city. We're kind of tied to this building. You have carp pulling. Okay, any questions or comments from board. Okay, so we have management department apple. Oh, that's it. Okay? And then we're gonna adjourn. Our next board meeting is September 20 fifth pm. Formally, and then we'll begin the study session. Yeah. Great motion to adjourn. Second, great, all in favor. Great. And so what I'll propose we do
