[0:00] Okay. Well, welcome to the December 18th bureau meeting. Um, let's start out with a roll call. I'm David Beak, the chair. Uh, Tara Winer >> here. >> And Tom Glennau >> here. >> Am I pronouncing your last name correctly? By the way, >> you're pron emphasis in the wrong spot. Cleno, like Jay Leno with the K at the beginning, but you're saying it right, basically. So, >> okay, Cleno, >> a lot of people say clean. >> All right. Well, I apologize for having mispronounced it in the past. >> No, no worries. >> Okay. So, I think the first order of business is to approve the minutes from our November 6th meeting. um as they were sent to us. Um

[1:03] do we need to read them into the record or can we just approve them based on the written email exchange? >> You can just review to yourselves and then make a motion. No need to >> Somebody want to make a motion to accept the minutes? >> I make a motion to accept the minutes. Is that good enough? >> Yes, I'll second that. >> Okay. Um, all in favor say I. >> I. >> I. All right. Passes unanimously. Three to one. Three to zero. [laughter] Sorry. Uh, all right. And then for uh agenda item number three, we have a resolution. And um how about if I just read the resolution into the record and then

[2:04] somebody can second it. Um, so I make a motion to adopt Bureau Resolution 3 series 2025, a resolution approving an administrative cost allocation agreement between the Boulder Urban Renewal Authority and the City of Boulder to advance administrative costs and funds to the Boulder Urban Renewal Authority and authorizing the chairperson of the Boulder Urban Renewal Authority to execute ute such agreement. >> I'll second that motion. >> Okay. All in favor say I. >> I. >> I. >> I. >> All right. Passes three to zero. >> And just to let you all know, I know you read a David, but you so you would be signing as the chair and then Nuria would be signing on

[3:01] behalf of the city. Okay, that sounds fine. And then I can also just sign the minutes and send them to you as well. U >> yes, I believe. Does Jennifer, does Selena help circulate for signatures? >> Yeah, Selena will do that. Um yeah, >> great. Thanks. Thanks. Okay. So, is there any other business for today's meeting? >> I think we have um and I don't I don't know if you all have any new business, but then if you wanted to chat about anything relating to recruitment efforts for new burough commissioners, you can do that. >> Okay. We can cover that quickly. Jennifer, you

[4:01] might have a little bit more detail, but I believe the application period is open for uh for the next round here. We'll have up to 13 members, so a much bigger group. Um but you all are um more than welcome to apply for those uh seats. And I don't know, Jennifer, if you have a little bit more information you want to add there. >> Yeah, there's also an open house that'll be in early January. I think I sent you an email that um you can reference that has all that information in it. But yeah, there there'll be an open house. I mean, that's totally optional and that'll be for all boards and commissions and I think January 5th, if I'm not mistaken and applications are open until um January 25th. So, there's some time. I don't think the application is super long. It's pretty. And then we'll have interviews scheduled in early February and then appointments will be made in the first um around March 5th by

[5:01] by city council. And in Bureau's case, the mayor actually makes the appointments and then they're approved by council. So I have a quick question. Did you in that email you send us by any chance send us a link so that I can send it out to people um for the application and or should I just find that on my own? >> I think the link's in there and I'll double check it, but I think I did include the link to the both more information about Bera as well as the link. >> So I could just take your email and just send it out to people. >> I think so. I'll take another quick peek and just make sure. But I think so. >> Yeah. see if there's anything like proprietary or secret or [laughter] what have you. >> Something we couldn't Okay. >> And if not, what I'll do is I'll send another version that can just be like forwarded easily. >> Okay. Super. >> All right. I already forwarded that email to a couple of people. So, I hope it's good to go. >> We'll send it again.

[6:00] >> I'd love to forward except I don't have internet and I have no idea when I'm getting it. Well, we have a few weeks, [laughter] so we're okay. But thank you. I really appreciate it. I appreciate getting the word out about the because finding finding all those commissioners will will take a bit to do. >> Okay. Is there any other business for today's meeting? >> Just to make sure. It's just the city of Boulder, right, Jennifer? >> Yes, just the city of Boulder. Okay. Wait, you mean for the people to serve on the commission? >> Yeah. Bureau. Yeah. >> Yeah. Yeah. And there needs to be they they're not required to be a resident of Boulder. >> Oh, right. >> But there needs to be some tie to Boulder. So, if somebody um works in Boulder or they own property there and of course there's a restriction if they're owning property within an urban renewal area, they need to disclose

[7:00] that. And there may be some conflicts of interest from time to time. and they need to recuse themselves. But we've opened it up because finding somebody who's we we just felt that it was um enough to just make sure that there's some sort of um compelling tie to Boulder. >> How about I love to hike? Just kidding. >> Yeah, [snorts] I have a dog. [laughter] >> So, anyone who works in Boulder would be eligible even if they don't live in the city of Boulder. Yes. And the council and the mayor still have the ability. I mean, they're not they don't need to accept everyone who applies. I mean they will look at and the the application does ask questions about your background and why you want to be on bureau and you know so I don't I think we'll be able to come up with um commissioners that'll really um be

[8:02] suitable in terms of having the expertise and the background etc that'll that'll help. What would be a reason why somebody would want to be on Bura anyway? [snorts] Asking for a friend. No, I'm not meaning it in a bad way. >> Besides, Tara told me to do it. >> Shouldn't that be enough? [laughter] >> I think so. >> I I think you know we're um we're excited for uh you know dusting off urban renewal in a new way as we've talked about as as a group. Um, we will be looking at some specific areas for potential urban renewal in 2026. And so I think the the board will have a very interesting role in supporting economic development across the city and >> economic development. Great. Okay, that's all I got. >> I think also just a couple points. Um, it's a great

[9:01] venue for public partner um, private partnerships. um both in development and in general economic development if folks are interested or have experience with that. And >> can I should I change it to the send it to the chamber then to see if they know of anyone or No, >> we'll we'll we'll do that. We'll do that and we'll send it to but you you certainly could, but we'll we'll send it to our our partners so that they can help us u recruit new members, too. >> Sorry to interrupt. >> Oh, no worries. Um, also it's a little different with respect to the residency requirements because Burough is technically its own independent entity from the city. Um, it's not like the city controlled boards and commission. So, just in case there was a question about I think there's a code provision or a policy provision that um board and commission members of the city need to be um city residents.

[10:00] um that doesn't apply to Burough um just like it wouldn't apply to like Ked or sort of the general improvement districts because they're their own entities and the urban renewal law doesn't um preclude having membership um from individuals who aren't residents and you know that could be great for the board to draw an expertise you know across the state um assuming there's some connection to Boulder. So, I don't know if you want to use that in in recruitment efforts, but kind of FYI. >> So, the meetings will be in the middle of the day, but they're not that long. Isn't that correct? >> I don't think we have a standing meeting in the bylaws. And so, that would be something the board would establish. And it would be my advice from working with other URAS that um are active to establish a regular meeting time. You can always cancel a meeting if you don't have any business. Um, but it's more difficult to

[11:02] do it sort of ad hoc, have special meetings, contact everybody, see who's available, etc. So, it would be up to the board to pass bylaws that would have a standing meeting, you know, once a month, and it could be evening, it could be the middle of the day, whatever. >> Okay. So, it sounds like um you're looking for people with urban planning, urban design, economic development or development experience. >> Yeah. >> In finance, I think investment experience. Um public finance would be amazing, but >> yeah. >> Okay. I will get the word out to people I know. >> Excellent. Right. >> Okay. Is there any other business that anybody wants to discuss before we adjourn?

[12:01] >> Nope. >> All right. Well, I make a motion we adjourn the meeting for today. >> Happy holidays, everyone, and stay safe with the wind. Don't get blown away or let your animals get blown away. >> Yes. >> Right. Mark, you got sick. All right. Yeah, I'll get I'll give you a call. >> Okay, sounds good. Okay, wait. >> Bye. >> Bye. >> Happy holidays. >> You, too. Bye. Bye.
