[5:03] okay good evening everyone all right I believe we have uh channel8 ready for us they they told me so so I think we're waiting on the on air light they said the light is not coming on tonight but they they inform me it's ready very good so uh good evening everyone and welcome to the Thursday May 2nd 2024 meeting of the Boulder City Council I'm going to go ahead and call call us to order and Alicia if you could do the roll call please yes sir thank you and good evening everyone we'll start tonight's roll call as usual with council member Adams pres Benjamin present mayor Brockett present council member vuler present Maris present shueh hard here mayor Pro Tim spear present council member wallik here and w

[6:00] present mayor we have our cor excellent so I'd like to get us started by requesting a motion to amend the agenda to add item 3D to our consent agenda which is consideration of a motion to authorize the city manager to enter into a settlement agreement to resolve a lawsuit filed by Benjamin Cronin for payment in the amount of $1 million so moved second I we have a motion in a second all in favor raise your hand okay the agenda has been amended and so let's get started with some declarations we got three exciting declarations here this evening our first one is item 1A Asian American and Pacific Islander Heritage Month declaration presented by council member weiner T if you would please Asian-American and Pacific Islander which is aapi acronyms Heritage Month in the United States started in 1978 and seeks to honor and recognize the lives histories and contributions of

[7:00] aapi community members aapi is a broad term for many unique identities including approximately only 50 ethnic groups speaking over 100 languages with connections to Chinese Indian Japanese Filipino Indonesian Vietnamese Korean Hawaiian and other Asian and Pacific Islander ancestries this community has endured a long history of Injustice such as the page Act of 1875 the Chinese Exclusion Act of 1882 the expatriation act of 1907 the incarceration of Japanese American citizens during World War II the Watsonville Riots of 1930 the murder of Vincent chin the mass shooting of Southeast Asian refugees Refugee children in 1989 and the targeting of South asian-americans especially those who are Muslim Hindu or seek after the tragedy of 911 this month also observes the birthday of Vincent chin now I actually

[8:02] looked up Vincent chin and I'm going to read something from NPR little off the Record if that's okay 40 years ago 27-year-old Vince Vincent chin was enjoying a night out with his friends in Detroit it was meant to be a celebration ahead of his wedding but he didn't make it that night he was beaten to death by two men who worked in the Auto industry and according to Witnesses were angry over what they perceived as the loss of American jobs to Japanese Imports the men Target chin because he was Asian not knowing he was Chinese American not Japanese his murder fueled a national Asian-American activist movement that continues to this day and May 18th 2024 will be recognized as the sixth annual Asian-American and Pacific Islander day against bullying and hate we have seen a staggering rise in bullying discrimination and hate crimes against the Asian-American and Pacific Pacific

[9:00] Islander Community since the start of covid-19 every day kids of all ages suffer from being bullied in school and online across the country in the aapi community this problem is often compounded by cultural religious and linguistic barriers that can keep these youth from seeking and receiving help and certain a API groups including South ASI Asian Muslim sik micronesian lgbtq Plus immigrant and limited English proficient youth are more likely to be targets of bullying the Boulder City Council will continue to stand shoulder-to-shoulder with aapi communities in condemning denouncing and preventing acts of anti-asian violence we will continue to look for opportunities to heal together and fight against the racism and xenophobia that still exists in our communities we the city council of the city of Boulder Colorado declare May

[10:00] 2024 as Asian-American and Pacific Islander heritage month and encourage everyone in the community to join in honoring and celebrating by supporting organizations and causes that uplift and Empower aapi communities learning about their cultures and histories buying from aipi owned businesses amplifying aapi creators Educators and activists and celebrating the accomplishment ments and joy of this community thank you so much Tara for that important declaration our next um declaration is item 1B Mental Health Awareness Month declaration to be presented by council member Furs can I invite Dixie case forward C co- CEO of Mental Health Partners up

[11:01] here with me mental health is essential to everyone's overall health and well-being mental illnesses are real and prevalent in our nation and half of us will have a mental health diagnosis at some point in our lives these conditions are a leading cause of disability in the United States and affect millions of children adolescen and adults Nationwide mental illness includes such conditions as schizophrenia depression anxiety and post-traumatic stress disorders all people experience times of difficulty and stress in their lives and should feel comfortable in seeking help and support to manage these times engaging in profession pre prevention early identification and early inter intervention are as are as effective ways to reduce the burden of mental illness as they are to

[12:01] reduce the burden of other chronic conditions with effective and early treatment many individuals with me mental illness even serious mental illness can make progress towards recovery and Lead full lives however jails and prisons have often been the default places of custodial care for even nonviolent people with serious mental illness each business school government healthcare provider organization and Community member has a responsibility to promote mental health and well-being for all sharing personal knowledge and experience of what living with mental illness can means can reduce the barriers and stigma associated with individuals seeking mental health treatment to live longer healthier lives the Boulder City council acknowledges with appreciation the many organizations who serve as essential Community Partners in providing services

[13:00] that directly and indirectly support mental health in our community these include organizations that serve adults children and youth and families of all income levels and needs community members who identify as lgbtq people of color and immigrants and people with diverse abilities diagnoses for services that range from counseling support to Suicide Prevention and substance use treatment we the city council of the city of Boulder declare uh May 2024 as mental health awareness month and I wanted to pass this over to Dixie to give a to say a few words thank you to the council and to the mayor for acknowledging this important awareness month I just a reminder that as you pointed out this is a fabric of multiple organizations throughout our community providing support we're hon honored to be up here

[14:00] accepting this on behalf of them we can't thank the city of Boulder enough for the ongoing partnership that we've experienced with each of you as individuals and collectively to help address this problem in our community and another reminder that it's a strength to ask for help there are people here who want to help it's never considered a weakness so reach out there are organizations there to support you thank you for the acknowledgement thank you and I also just wanted to give a little plug for The Rise Against suicide 5K that will be happening this weekend on Saturday um thank you Forks thank you so much for joining us and for the important work that you do in the community all right our next declaration is item 1 C archology and historic preservation month declaration presented by council member wallik you I'm going to ask Abby Daniels to come up and join me as I read this

[15:03] and this is archaeology and historic preservation month dated May 2024 in 1972 crowds gathered to watch the demolition of the century old Central School the demolition galvanized a budding historic preservation movement and 50 years ago in 1974 the city council unanimously passed an ordinance drafted by historic Boulder esta ing the city of Boulder's historic preservation program and landmarks board over the last five decades Boulder has designated 10 historic districts and 215 individual landmarks that stand as tangible physical connections to our community's heritage from the iconic Duan B tea house to The Majestic shiaka campus and vibrant Pearl Street Mall these historic places serve as shining examples of how historic preservation

[16:00] honors the past orients us to today and inspires the future historic preservation is more than just restoring old buildings historic preservation is also a part of how we celebrate Community create more housing prepare for climate change respect agriculture conserve resources build healthy communities and think about our future archaeology and historic preservation month is an opportunity to celebrate our community historic places and the community members doing the great work of saving places in ways big and small it's an opportunity to inspire others to do the same we the city council of the city of Boulder Colorado declare May 2024 as archaeology and historic preservation month and call upon the people of the city of Boulder to join their fellow residents across Colorado in recognizing and participating in in this special

[17:00] observance and I'm going to turn it over to Abby Dan thank you um FDR once said in about public speaking be brief be sincere and be seated so I will be brief it's an honor to get this from you Mark because you're the only developer I've ever met who's never demolished a building and I I I do want to acknowledge that and appreciate this as communities small and large across Colorado and across the country celebrate National Historic preservation month you know there's places that all speak to our hearts our grandmother's Queen an home maybe an elementary school maybe a building on your college campus that we all carry with us throughout our lives and they tell the stories of the people who shaped us and so forth and preservation um as Mark alluded to in the in the Declaration is a is plays an important part in

[18:02] sustainability but preservation we honor the buildings and we honor the Landscapes that speak to all of us and mean something to us but I have to just say this evening preservation happens because of people and it's peoples and organizations like historic Boulders citizens that were galvanized to form historic Boulder and get a preservation ordinance but who I want to call out tonight is the city of bould remarkable preservation staff including its principal planner Marcy Cameron Gering because we are in very capable hands on the landmarks board with an incredible staff and we do I do want to thank all council members for acknowledging this thank you all right thanks for that EBY and thank you for your service on the board and Marcy wonderful to have you here with us to celebrate as well all right and with that we will move to our open comment period so uh

[19:00] Elicia if you could go over the public participation guidelines please thank you mayor Brockett and good evening again everyone in person and online and we appreciate you being here the city has engaged with community members to co-create a vision for productive meaningful and inclusive Civic conversations this Vision supports physical and emotional safety for community members staff and councel as well as democracy for people of all ages identities lived experiences and political perspectives for more information about this vision and the community engagement processes please visit our website at bouldercolorado.gov servicesproducts that support this Vision these will be upheld during the

[20:03] meeting participants are required to sign up to speak using the name they are commonly known by and individuals must display their whole name before being allowed to speak online currently we only offer audio testimony online only one person at a time at the podium unless an accommodation like an interpreter is required our remarks and testimonies shall be limited to matters related to City business no standing in or otherwise blocking the aisles no participant shall stand or hold items such as signs or Flags in a manner that blocks the view of another person no participant shall make threats or use other forms of intimidation against any person we ask that you not affix items to the podium or deis or walls or other surfaces of the chamber signs Flags or

[22:05] Schaefer is Marie juliad here yes there you go you're up I'm not I think your mic isn't [Music] on oh is that better yes okay go ahead okay um I'm Marie on uh ma'am you can continue please okay um I'm the founder and executive director of the new local nonprofit and we are headquartered on West Pearl Street in the big yellow Victorian just next to Spruce convections and um I hope you all can come visit us we're open every day and we've been downtown for about a year and a half relentlessly cranking out creative um programming for downtown and in that time we hosted the

[23:00] inaugural inaugural Dia deos procession down Pearl Street we offered free art workshops on our lawn for everyone in the community every Sunday all summer and importantly the new local is now the very last Gallery downtown that is exclusively supporting and representing local artists and since we opened we have championed the work of60 local artists um giving them an opportunity downtown to interface with visitors and um earn a living wage so um at the new local we campaigned really hard for 2A and the people of Boulder voted overwhelmingly for a dedicated tax to directly support Arts organizations and artists in our city and to now learn that this money is being allocated for other uses including internal City expenditures and salaries is beyond disheartening and it's also not what 25,000 people in Boulder voted for and 25,000 is also coincidentally the amount of

[24:01] sales tax that the new local paid the city through art sales last year so on behalf of the Arts community and all of those that we serve we are asking you to please have the city manager put the Arts money back in the general fund thank you thank you our next speakers are Jennifer mry Bruce Schaefer and Shannon golden Schubert good evening my name is Jennifer May and I'm a native of B ER who've seen drastic changes of gentrification uh overdevelopment and homelessness that have turned a once beautiful city into an unrecognizable ill-planned overbuilt disembodied city that is daily being stripped of its character community and charm in exchange for boxed apartments and Office Buildings that sit empty and idle and contribute to the city's declining living standards I'm here uh one aspect that is taking away significantly from boulders beauty is the green lime scooters that are

[25:01] strewn and discarded like trash across the city I was a gast last year when the city uh allowed that lime scooter uh company to expand the program from the center to the entire entire perimeter of the borders and while the scooters might promote promote micr Mobility for students um many of whom are only temporary residents of Boulder they encourage a disregard for civic Norms such as just no littering create a hazardous obstacle along walkways for elders and people with disabilities and in wheelchairs who may not be able to navigate said Pathways and they are in some a liability for the city uh which is um uh it's it's a liability for the city um these scooters May provide some flexibility of transportation and but again the green garbage uh that is left willy-nilly around town

[26:01] by those writers with little regard for private or property city property or private property and I'm asking the city suspend this program immediately and review it and consider reinstatement only if they work with the company to implement a docking station like those used by the ebike program the re rebu beautification of Boulder starts by removing trash thank you thank you now we have Bruce schaer Shannon golden schert and Elliot fayon good evening I'm Bruce schaer I thank the city council for voting against considering a ceasefire resolution yet as a city council approved sister city operator the boulden nais sister city pro project speaks in the city's name on such matters ceasefire quote ceasefire now stop the general genocide now free Palestine these are all advocated on

[27:01] their Facebook page along with claims of apartheid genocide at all on Israel's part basically the same stuff the council caused them to remove in November along with council's then acknowledgement of the need to monitor enforce and enforce you accepted a like-minded sympathizer as monitor leaan whatever and bncp is back with the same old violations of their non-political commitments violations of resolution 631 and your sister city agreement with nablas their newsletter parrots one-sided narratives demonizing Israel their next delegation to nablas will also visit Hebron a city featuring quote some of the worst of the occupation in other words it's not bad enough in Navas they'll take you to another town to fill you up with occupation evils they' views their official sister city status to raise $75,000 for a still undelivered air ambulance for The ascar Refuge camp

[28:01] and are seeking another $65,000 fine let's leave aside the politics of refugee camps but ascar refugee camp isn't part of un nais municipality it's part of unra escar Camp isn't in included in your sister city agreement with nablas that agreement imposes a lot of reciprocal obligations here there's no accountability whatsoever or recourse for donors who relied on the city of Boulder's platforming of this organization bncp roams freely in violation of the rules with impunity there's no guard or guard rails it's time to revoke their official sister city status and leave them to do all that they want as a private nonprofit organization that doesn't represent the city doesn't trade on the city's license than thank you for your testimony now we have Shannon golden Schubert Elliot fladen and Luke Hoffman

[29:02] hi excuse me good evening members of city council thank you for your dedication I'm here tonight to bring something to your attention and I'm representing BHP residents we're a body of more than 10% of the constituency of Boulder we Face systematic silencing starkly contrasting with our democratic values and disenfranchising these residents who due to City and BHP Economic Policy are facing a less than one person one vote one vote one person reality some of the systematic issues I'd like to let you know about there are communication breakdowns resident comments or complaints even efforts to help are routinely ignored by Property Management limited recourse the option um the the option after repeatedly voicing your concerns are to walk away or to file a grievance against your property manager which leads is known to

[30:01] and has does lead to retaliation and unreasonably jeopardizing your housing security silencing efforts to form resident councils are stifled denying the right to organize and address even basic issues simple simple things inappropriate responses management inappropriately directs ten tenants to call the police for civil issues which could be resolved by property management or by bringing in Mental Health Care Advocates and Social Services these are civil matters there are disparities in living conditions and our living conditions are poor compared to owner occupied neighborhoods there we have embarrassing neglected green spaces overflowing trash bins that are frequently misused by our landowning neighbors attracting wildlife and we even receive demands from our landowning neighbors to to allow them to to our homes as you review resoning policies

[31:03] please consider the adverse effects on us deepening these disparities we urge policy reforms for transparency accountability and Equitable treatment at Boulder housing your time is up but if you can email us the rest of your testimony please two no we're we're all done thank you great and now we have Elliot fayen Luke Hoffman and Michelle Rodriguez last meeting a citizen present called a Jew a settler for being a Jew she has mislabeled Jews as white when they disagree with her she has additionally implied her views deserve special attention because she is Latina my three daughters are also Latina neither they nor this citizen get a special voice on Israel due to that racial basis as for being white neither Hitler nor the Charlottesville Marchers regarded Jews as part of the purported mass race Jews and their families suffer from racism

[32:01] regardless of whether they believe in Judaism I haven't believed in it for over 33 years yet have been targeted first slide please in 2015 a white supremacist Forum called me ju scum who had half breed rodent children with my Mexican [ __ ] wife second slide please this weekend I was called a [ __ ] Jew and threatened with violence at the Denver araria Camp encampment please play the video guess it's not playing don't me Fu shut your

[34:00] you know me from maybe haven't said I was part of the houseless crowd at one time some of you also know the Rodriguez versus Lola Tha lawsuit others uh would maybe know me that I just spoke on having gotten served to testify in a stabbing incident um that was inadvertently dismissed um what I'm here to speak about today is that I uh I got a pretty concerning text this week and I'm not sure who it was from but it said the man they called Devon who stabbed the older gentleman Matt is out and has decided to try it again keep your eyes and ears open before he hurts someone else um anybody else that knows knows that I've been trying to trying to heal from a lot and I've been trying to um share my experiences through peer support and and trying to bring more

[35:00] success stories out of all the people that we're putting money into to rehabilitate to to give treatment to to keep safe to make the public safe um I'm I'm just not sure how I'm supposed to keep and and and this gentleman did show up he showed up in the half circle um right after this text this text also went out to professional people um at the city court Navigator um also went out to the victim's sister um and there was a gentleman a six about 60-year-old gentleman that was stabbed with a knife about that long across the street at the park I was subpoena to testify in that because I had knowledge of it according to the district attorney's office they didn't have enough information despite their being eyewitnesses I wasn't that eyewitness but there were eyewitnesses to this but this gentleman did show up I believe it was last month Monday and he was threatening a crowd of

[36:00] the houseless wanting to know who snitched on him ma'am your time is up but you're welcome to email us the rest of your thoughts thank you now we have Julie Schaefer Glenn brillinger and James Duncan hi Council thank you for the opportunity to address you I've spent decades as a nonprofit and philanthropic executive in this city I'm often in conversations with organizations about the outcomes they seek to measure their success as a city council your success is measured by how well you manage city government confront issues of Public Safety and address matters of concern to the citizenry in Boulder we have a fair amount of disagreement and divisiveness on important issues of local concern that need to be resolved why add to that issues outside your jurisdiction that only serve to divide our community further I appreciate you for declining

[37:00] demands by activists seeking to divert the focus of your attention elsewhere and keeping it where it belongs right here thank you for your service to our community thank you our last two inperson speakers are Glenn brillinger and James Duncan good evening my name is Glenn brillinger and I'm here here to speak to you about our small business at the boulder municipal airport and its contributions to the city for over 30 years our business has performed aircraft repairs maintenance and airworthiness certificates at the airport and we consider ourselves to be a business of small businesses providing services for aircraft owners almost all of who own small businesses here in the city of older contributing daily to the fabric culture and success in the city we are not wealthy hobbyists in fact Fact one might say we're collateral damage we can no longer afford further

[38:01] delays in determining the future of the airport in this city we our business desperately need this Purgatory which has created significant impacts on our business solely within your control not ours to end we wish to continue our business contributions to the city beyond the provisions of tax income employment and lease payments these include being the volunteer chairperson of the technical noise committee where we have developed 30 recommendations for reducing the impact of the airport on the community during the 2013 floods the largest human airlift operation since Katrina and 2020 wildfires we supported the National Guard and Aviation firefighter teams in our hanger with hot meals place to rest in tooling and support for their aircraft in September of 2020 covid restrictions eliminated options for the boulder philarmonic Orchestra to create their season and we offered our space for them to be able to do so we are working on educational

[39:01] programs with the Boulder Valley School District and Boulder high school and we even hosted Governor pus when signing the air quality improvement act at our Hangar which provides funding for Aviation research on methane emissions with some of our business partners there's more contributions at the airport than you may know I will be sending you an invite to come and have discussions to learn more thank you thank you we have James Duncan and then ly seagull is also here in person good evening Council thanks for your service yes my name is James I live here in Boulder and uh these are really interesting times I am very um concerned for for you guys I I feel bad for your position uh because there's so much information going on out there there's a a battle for narratives uh for instance that anti-Semitism has become to mean that any opposition to criticism criticism of consequences for a nuclear armed

[40:00] genocide are paride ethnostate backed by the the most powerful Empire which includes the military and propaganda machine ever the propaganda machine in the U the US Empire is so thick that we don't even think it's there that's the extent of the propaganda but you can bet along with the world's most powerful military that's ever the world has ever seen the the most the most powerful propaganda machine is is also there the US government is actively working to police political speech in response to criticisms of US Government policies this is not a healthy democracy essentially what this conflates is support of Israel for Judaism and criticism of Israel with anti-Semitism you don't get to claim that criticism of any part of a powerful country's foreign policy is not allowed because such criticisms is against your religion or religiously persecutes you

[41:00] that's not a thing right anyway um I'm a teacher and I am just appalled that the number of children it just you know I dream at night and these kids we we've deprived them you know tens of thousands of children's their their their lives just snuffed out um and you know this is not about himas anyway I want to say that war is not the answer i' tell you more but in an email I can't tell you more war is not the [ __ ] answer you got it thanks our last inperson testifier is Lyn seagull free Palestine from The River To The Sea Palestine will be free same with Israel if Israel Can't Behave then it needs to be

[42:00] Israel equal rights for everyone reparations a contiguous a contiguous State now regarding Boulders problem of wealth inequity there's something going on here with demolitions what can't you hear okay does it Echo too much we can hear you fine okay um there's a demolition planned June 1st on the western resources uh um W Western resource Advocates was formerly I thought the law fund it's actually La aw land and water fund this was from 30 years ago so it evolved into re Western resource Advocates on the site is quite an impressive um pilot prototype prototype project for water the the correct

[43:02] movement of water preserving it um cleaning it up and something to be used as an educational device like there were four of these projects in the united in Colorado and under the basis program and this was not even brought up by the landmarks board when this place was designated for basically demolition so I'm advocating in for you to do something to save this beautiful building from the landfill the Environmental Center of the Rockies that's the name of the place the environment doesn't belong in the landfill and um the reason that it got this this thing passed was that the planning department issued 16,000 square feet in addition to the 30,000 square feet for them to go from commercial to to residential so Lynn

[45:00] hearing on the 2952 Baseline Darkhorse development staff said public feedback was roughly even but that's because only written emails were counted the oral public testimony at planning board in Council was 4 to1 against oral testimony at planning board's January 16th hearing was 33 against and six supporting oral testimony at council's March 7th hearing was 15 against and six supporting in total 48 speakers opposing versus 12 in 1 against watch the videos to confirm this accuracy I agree with staff written emails to planning board and councel were even 22 against and 23 for 17 others were just saved the Darkhorse emails which staff placed in a separate category since they didn't address the overall proposal but 48 oral opponents plus 22 written opponents equals 70 total opposed 12 oral supporters plus 23 written supporters

[46:00] equals 35 total supporters 70 opposed versus 35 supporting is two to one against it's not roughly even public commenters face a grueling timeconsuming Gauntlet of pre-registering writing two minutes of testimony practicing with a stopwatch and finally joining the meeting and waiting hours for the public hearing to start after staff presentations developer presentations and Council questions oral testimony requires three to four total hours of a resident's time so what possible justification could there be for omitting public hearing testimony from public feedback tallies no other local government does that it's actually easier to jot down oral pro and con tallies during the public hearing which staff attend compared to reviewing hundreds of emails to tally responses so I ask Council to require public hearing testimony to be included in public feedback talles I'd appreciate hearing your feedback back to my proposal after open comment concludes thank you thank

[47:01] you now we have Jack Hadley Renee bashur and Elise moros hi my name is Jack Hadley I'm a black full-time professional musician and music teacher uh I've lived in Boulder for 30 years I'm also a board member of The Roots music project project The Roots music project is a nonprofit community of music fans and Music Makers located at 4747 Pearl in the warehouse District I was thrilled when the ballot measure 2A passed with an overwhelming 75% majority of Boulder voters supporting the Arts I understand that the city budget process is starting soon and the allocation of 2A funds is under discussion as a nonprofit Arts organization long-term stable funding is

[48:01] crucial to our survival here are some impact statistics that directly impact our community The Roots music project will provide a stage for over 1,000 performers this year over $500,000 will be paid directly to musicians and music industry professionals we ask the bands that perform at roots do you have at least one member from the following populations here are the results 85% have at least one member who is a person of color 59% have at least one member who's 24 years old or under 71% one member from the lgbtq community 54% have at least one member who's a person with disabilities 86% one member who is a low come individual if you really want to help these populations in Boulder please

[50:01] business in in the holiday neighborhood in order to walk or bike to work and allow my local customers to do the same based on dramatic increases in crime over the past several years many of us living and working in North Boulder no longer feel safe according to uh Boulder Police data crime rates in our small North Boulder Community increased by 40% from 2022 to 2023 crime appears to be increasing here more than in many other parts of the city where harassment theft vandalism open drug dealing and drug use are occurring on a daily basis there have been serious ongoing issues at the Rosewood underpass since its completion individuals congregate there sometimes past out and altogether blocking the path While others often behave aggressively and violently harassing pedestrians my child and other schoolage children are frequently being harassed and offer drugs and alcohol along the multiuse paths therefore they are just no longer using the multi-use paths local businesses are suffering from

[51:01] theft vandalism and safety issues including the recent incidences at Spruce conections and lucky Market which required armed police intervention in closing I asked that the city manager Nuria meet with a small group of members from the North Boulder Alliance as soon as possible we would very much like to engage with Nua city council and others involved to align with transparent conversations helping to make North Boulder safe again while addressing the needs of the unhoused our city leadership must also prioritize the safety and economic Vitality of its community members and businesses thank you so much for your time thank you now we have Elise moros Patty Fuster Aguilera and laa Gonzalez hi can you hear me yes okay great um uh should I say my name and then I go sorry okay all right I'm going I'm sorry I'm driving to the airport I had to go remote because of that uh because of the time change I thought it

[52:00] was at six o'clock anyways um I was going to come and talk about anti-Semitism but instead I think I want to reiterate that that what's going on in public comment today is is actually good we're hearing from a lot of local people speaking about local issues that really matter uh and I would like to see more of this in public comment instead of continuously having it taken over and focused on the Middle East um I have very passionate feelings about that but I contact people who make the decisions there and I know you guys don't um so I don't know what what changes need to be made or how we can maintain Civility and uh a focus on local issues in public comment but whatever you guys can do to do that I really appreciate it and I'll give the rest of my time back to uh the council thank you thank you now we have Patty fer Aguilera laa Gonzalez and kevn Ma

[53:00] hello uh my name is Dr Pye agilera I work at the University of Colorado and last Friday I stood with students demanding a ceas fire in Gaza and for the University to divest from any corporations which operate in Israel I still cannot believe how brutal the police were with these children our youth we need to protect our youth and we are seeing them being brave and raising their voices for for the liberation of the indigenous peoples of the occupied territ territories of Palestine let me be clear some of you are saying that this is not a local issue these are our students here in Denver they were peaceful and did not break any laws the only thing that they broke is a campus policy an anti-h houseless campus policy which would not exist if our taxes were used on ending homelessness in this city in in Denver instead of being sent to fund a genocide to Israel because of breaking this policy lots of police Denver police came

[54:01] to arrest and use brutal force with students and those supporting them when we were peacefully protesting on campus children were hurt I was hurt they did not care they police escalate the situation every single time what are you doing about this your silence is complicit to the many killed people in Gaza and the West Bank and now it's hurting directly The Children and Youth of Boulder and denber I heard about how the police traumatized all the people arrested and in particular our quter and trans you this is just unacceptable first the house tried to silence us and stop our solidarity Chan from The River To The Sea Palestine will be free and then the cop come and hits and arrest students peacefully protesting for the freedom to speak Dr Angela Davis came on Saturday to the encampment and I quote I want you to know how important it is that you're taking stand at this moment I want to emphasize what this means for history as

[55:00] you imagine this period being narrated 10 years 20 years 50 years from now you will be the historical actors who made it possible for a breakthrough in the struggle against Zionism if Palestine can be free your time is up but thank you for your testimony our last two speakers are laa Gonzalez and Kevin ma can you hear me yes okay well today I'm going to do the job that yall should have done in primary school let me tell you the definition of what a settler is a settler is a person who's occupying lands that they're not indigenous to so I do want all of you to ask yourself including Elliot Lain to ask themselves if they they are native to this land which most of you are not so if you're not native to this land you are indeed a settler and when I called them a settler and it was even him that I called the settler then the other white guy called me a [ __ ] and you guys

[56:00] did nothing about it and I should not be wasting my time on this because we should be talking about how you're sending $1.6 million a year to Palestine so I also find it ridiculous right that you're changing the rules right now um that you're changing the rules right now that you're cutting things short say five six months ago all I saw on TV were the terrible ignorant signs about Hamas and all of this on TV but now you changed them because I actually did the right to defend myself I defended myself from gender bias violence and you folks did nothing none of you did anything so you're not doing your job again not even in Primary School educating if you're a seller or not but you claim to be racial Equity okay so one more thing um you know having black or Latino children which all of you should know because all of you are proud oh I'm about racial Equity all of you are proud on your website but you don't seem to understand racial Equity so let me tell you something you're just not Latino because

[57:00] you're Latino you have to be in kinship and unfortunately I don't believe that from Elliot because guess what when Elliot and Crick were having a cordial conversation his daughter the one that he uses and abuses to be around this very toxic environment told the lady you're a [ __ ] so that little girl that you praised not too long ago because she spoke in the podium she called an adult you're a [ __ ] where do you think she learned it from you should be asking yourself that and you should not be allowing this kind of people to come into city council and you should not be wasting tax dollars for okay our last person testifying is Kevin ma hello can you hear me yes awesome um hi everyone my name is Kevin Ma I work in racial Equity social justice and public health here in Boulder County I'm a Bittersweet Gra graduate of Columbia University School of Public Health and I stand in solidarity with my Jewish

[58:00] Muslim Palestinian and pro Palestinian colleagues and professors advocating for social justice I find it interesting how our government has no problem discussing and bringing attention to and to find the words to engage with the genocidal history and displacement of native peoples the concentration camps of Japanese Americans the ongoing State violence on black communities but still finds it incredibly difficult to even utter a single word about the violence that we are financially funding with our own tax dollarss to the government in Israel and the war in Palestine I've thoroughly reviewed your City council's race Equity plan and while I find the words to be um basic at best um I find it very fascinating that the council members in this room still don't understand what the point of racial equity and social justice really is Council Members many of us in this room including the council members here that are women people of color queer or trans and immigrants wouldn't be here without the radical and disruptive activism of our ancestors and our allies many of us today read our history books and wonder

[59:01] why did no one say anything let me also remind you that our trauma was a global issue and is a global issue we cannot isolate Boulder from the rest of the world our Jewish siblings have long experienced um military occupation um subjugation under the Roman Empire Crusades in the name of Christianity and white supremacy however we still have much work to do in this space anti-Semitism and islamophobia are undoubtedly on the rise however we must be critical with how we engage with these topics um no one denies that the Jewish diaspora should be allowed to reconnect with the lands of their faith but how come how can the cost of this be to deny and displace the people who also call this land their home for a nation that calls itself secular why is the right to return to home limited to only one identity what situations does that put civilians on both sides in thank you thank you right thanks to our open comment speakers tonight um I will now turn to our city staff to see if they have any

[60:00] responses thank you so much mayor and I apologize to the world for this voice um I am still getting over a sore throat um in response to 2A funding the arts and culture funding I'll say this that we are in the process of preparing the budget for 2025 which will certainly include the newly voted on 2A arts and culture tax and we have not in fact removed any current level of Arts funding across the organization in fact we will likely be coming to council with a increasing request for additional funding for the Arts in an upcoming adjustment to the budget and we will be having this conversation um about the arts and culture funding at the upcoming May 9th study session I want to say too that I appreciate the passion of the Arts Community as we do also the passion of all our nonprofits and other activists and other areas of our community who are also calling upon us to do more funding for social service services and other services and programs that we provide in the city and I hope

[61:00] that our community understands the responsibility that we have to be responsible stewards of The Limited financial resources that we have I wanted to in addition to thanking those who spoke today I wanted to let Michelle know that we appreciate her sharings her concerns and we be following up and finally I'll say that I will um take the comments by the North Boulder Alliance as an invitation to speak I'm always happy to speak with our communities I know our staff has been um speaking uh at different um meetings and different Gatherings and I'm happy to follow up and we'll reach out so thank you so much thank you Teresa nothing from me thank you thanks anything from Council Members I have a quick question about the um thing that Renee said about was there really a 40% increasing crime in North Boulder from 2022 to 2023 is that what you said uh I

[62:03] I don't know and I can certainly get back to you on that council member wer that's a lot can we find out great thanks TAA TAA and then Tina thank you thank you so much thank you commenters thank you for asking and I I too am interested in in getting the data on North older and it also reminded me um about uh where we are with the um day Center Services up north and just again this is a a part of that larger conversation um and especially with the incident that happened up north again just accelerating the importance of having those conversations and ensuring um that all community members can be safe um I just think it's absolutely essential so I look forward to hearing more about that I know there's also a police uh Public Safety update coming up soon um for the council so hopefully

[63:00] that can also be an opportunity to get not only that information but just the larger scope so it's nice to receive those monthly updates right on crime but again it's a snapshot in time so really again how do we have those more robust conversations so I look forward to that May 23rd May 23rd I I look forward to that on May 23rd thank you um I also am grateful to hear about the Arts um funding I had heard from several community members um and was um thank you for your your comments and it's good to hear that no nothing has been taken away um and that we have are still making the commitment um to implement with Fidelity what the voters passed uh with 2A um I well if I may I will say this that we will hear more about this on May 9th about what we're red doing um 2A funding does not come into effect until 2025 uh and we will have a lot more of this conversation um on the 9th awesome thank you um I also wanted to lift up

[64:03] Shannon golden um schuartz the Boulder health partner component um and again you know I know I know that I actually inquired about this topic and thank you Teresa for providing uh me more information about what is the city's Authority as it relates to these issues especially in the intersection with our Municipal Code um and the human rights section as well as some of the other um things that we had discussed but I can agree wholeheartedly around accountability transparent parency and Equitable treatment and you know we know we have a homeownership crisis here in our city and so I think of homeowners have a a HOAs or some mechanism right where they can uh talk with each other and and set policy and and a supportive community and and I am curious to learn more about rental councils and those kind of mechanisms that allow for our rental Community to also have uh a voice and and to ensure that they are not

[65:00] being discriminated against Etc so um just wanted to to lift up on that um make sure if there's anything else um Public Safety boom that was the end for me thank you so much thanks TAA Tina and then Tara yeah I just had a really small question just following up with um Mike uh Mike Marsh's comment in general do we provide the oral and the email feedback for our uh de development or do we just do the email uh yes council member and I see actually Brad Muer is coming down if you want to well but maybe he does not need to he might not need to um so we link the meeting in the packet and so all of the oral testimony is available in the meeting that you can watch linked through your packet and so it is all available there okay but so Brad did you want to add to that yeah uh I'm Brad Mueller with the planning and development services department uh we

[75:03] for the boulder Market I am very concerned that it is not delivering to the boulder Market anything of any um utility whatsoever um $2,500 a month for 300 Square fet makes it among the most expensive um real estate in the city of bould on a rental basis it's $1100 per square foot per year um the rental levels are in excess of what most one-bedrooms are charging and so this this is housing that um fulfills almost none of our purposes and goals um whether you want to call it attainable middle or whatever it's a a tiny 300 SQ foot unit and they're charging $330,000 a year in rent um and it's an effort by the Development Group to establish a sort of a new paradigm of rentals um and

[76:03] they are marketing it as a lifestyle environmental choice and I'm reading it and seeing just money um so this is something I I I would be prepared to U I would love to talk about a little bit thanks for that Mark T did you want to second that or somebody else I do want to Second it um being that we've been discussing the importance of home ownership and attainable and affordable housing and Rental housing this seems like the opposite of what we were trying to do in the past month so I do want to talk about it so I'm going to agree with Mark on this okay we got a motion in a second on the table um I guess we just go to a vote and if if people want to say anything else after the vote we can um Elicia would this be a roll call or show of hands you can do a show of Sir all in favor of calling this up I got five so we're calling it up and

[81:00] comprehensive plan next slide section 9111 a uh asks whether the proposed designation is aligned with the intent of the historic preservation code in that the designation would preserve protect and enhance historically significant buildings and sites or architectural styles of the past and develop and maintain appropriate settings to enhance property values stabilize neighborhoods promote tourist trade and interest and Foster knowledge of the city's living history next slide please section 9112 talks about the types of designations Council uh May designate and that includes individual Landmark designations of individual buildings or features that have a special character and historical architectural or aesthetic interest or value and next slide uh asks whether those two code criteria sections are are in balance with the Boulder Valley comprehensive plan which provides a general statement of the community's desire for future

[82:00] development and preservation of the Boulder Valley and the next slide has uh the council options in front of you this evening Council May approve the designation approve and modify or deny the designation next slide if designated this property will become Boulder's 215th indiv idual landmark and that means future exterior changes will be reviewed through a landmark alteration certificate and the owners will receive a bronze plaque and be eligible for State historic preservation tax credits up to $50,000 next slide this application began last November when the property owners submitted an application nominating their property as an individual Landmark the landmarks board held a public hearing on February 7th and unanimously recommended to designate the property as an individual Landmark it was on your April 18th consent agenda and that

[83:00] brings us to this evening's public hearing next slide this property at 2120 Bluebell is located in the lower cha neighborhood near Green Mountain cemetery and uh the nist campus it is located on the south side of Bluebell between 21st and 22nd streets next slide this house uh which was built in 1956 is a example of the mid-century modern style and it's uh special in that it really Blends the inside and out it was designed by uh Hobart Wagner and uh it is also notable as a property that has been upgraded and um uh increased in its Energy Efficiency in a very sensitive way there's uh insulation that's been added to the roof but tapers down so it preserves the original uh facial profile there are solar panels and then the windows have been replaced in a way that's very sensitive and

[84:00] preserves the profile and overall character next Slide the property is historically architecturally and environmentally significant uh for its 1956 state of construction and it's uh it was designed as I mentioned by Hobart Wagner it was constructed for Wilson in Virginia fake uh fake Bonner and their two children and then the subsequent owners include the uh current owners Jim Hartman and Susan Eli it is important for its distinction in the development of the community as the modern architectural movement uh as well as this particular neighborhood which is called Interurban Park uh which really was spurred by the development of nist and other Federal Labs it was featured in the uh 2023 month of modern architecture tour and awarded by historic Boulder uh for an appropriate renovation of a Hobart Wagner house it was identified as maintaining a high degree of Integrity in a survey that was completed in 2010 next

[85:02] slide uh so as I mentioned it's a modernist Style with mid-century elements of and a modification to the custom Ranch form it was designed by locally prominent uh architect Hobert Wagner who designed over 200 buildings and was uh one of Boulder's most important mid-century Architects it is a special integration of the interior and exterior design and it's also believed to be one of the first residences in Boulder designed to be fully accessible we know that the original owner served in World War II and received a purple heart um and from the original floor plans we know that the hallways were originally wider than they were uh typically of the age everything is on one level and there were um there's a dedicated uh room and on the plans it was called the rehabilitation room or the an exercise room so there is reason to believe that this could be the first house in Boulder that was intentionally designed to be

[86:00] accessible next Slide the next slide talks about the environmental significance the site includes many mature trees and shrubs creating a a secluded in somewhat hidden location and it's compatible with its over overall site and neighborhood it's not located in an an identified potential historic district and um there have been quite a bit of change around it but the property itself retains Integrity next slide please uh next slide please so the uh proposed name is the fake Bonner Hartman Eli house that's a name that recognizes the original and the current owners who have owned it since 1997 and has have been very careful stewards and have uh taken upon themselves the Energy Efficiency upgrades that I spoke about and the proposed boundary follows the property lines which is best practices in uh consistent with our criteria next slide so with that staff

[87:00] and the landmarks board recommend that city council adopt ordinance 8625 designating the property at 2120 Bluebell to be known as the fank Bonner Hartman Eli house and the owners Jim and Susan here are this evening uh here with us tonight but with that I'm happy to answer any questions you may have thanks so much Marcy any questions for sth Mark um do we know how many um Hobie Wagner buildings remain of of the total that he designed that is a great question um many of them were included in the 2000 modernism survey that was done in well 2000 um but we haven't updated that to see how many of those buildings still remain um there have been quite a few that I know of that have been demolished and and have any others been landmarked yes there are quite a few that have been landmarked including uh The Atrium building and the Leo house the Leo house is uh on uh 6th Street um

[89:00] there we did not know it was a Hobe Wagner house when we bought it but we were both Architects uh for many years and we looked in the front door and said this is the house for us uh just the the overall style and and light and airiness is What attracted us to it and uh we've done a lot of historic preservation as part of our work and we're very familiar with the benefits of historic designation as was mentioned by Marcy so um we are very interested to Landmark this house because it will preserve a really good example of mid-century modern and it's just the right thing to do as many of us see scrapes and poor additions to Old buildings happen um this one is not that um we also have the uh um the renovations that Marcy mentioned in terms of Energy Efficiency we're we're really uh striving to do that in all of the work that we do and then lastly um some of you may know that Hobie Wagner is buried near us in GRE Mountain

[90:02] cemetery and uh every day I walk up there with our dog and and occasionally we'll visit hobie's gravestone and sit there it's a little bench and I thank him for such a nice house that we're able to live in and um we hope that you'll see clear to designate this Landmark tonight thank you thank you so much for that any questions for the applicant not seeing any but thanks all right we'll go to the public hearing now we have one person signed up um Lyn seel you're up you have three minutes to speak geez I think I know you Jim Hartman from municipalization I didn't know you live there yeah of course I support the the um designation of this place um but you know there's one thing I

[91:00] wonder why the obvious seems to come all the way to the city council and through all this process and yet 770 Circle got demoed in ldrc I found out today it's back on the market two years later it has three more years before it has to go through another demolition you know appeal if it wants to still but the people from England bought it as a second house it is a James James Henner the same as this building the same as second um Adventist Church the Museum of Boulder um Baseline Junior High and kaput I've been following the house I've gone up there about four times since two years ago when it was de you know approved for Demolition and it sits

[92:02] there still remarkably and five um chandeliers were removed from it it's a beautiful place it's 8,000 square feet $6.1 million and guess what it's going for now 8.5 million because 22 million was added value from it being demo you know it's demo demolition now so you know it's money money and we have an equity problem in this down now of course I support Hartman's place here but we've got limited time you don't want to be here past 10 o'clock and some things should just go through ldrc like this or have it as a staff approval practice Al everyone no one's going to disapprove of Hartman house being being you know

[93:00] landmarked when we have Rock houses up at Flagstaff and Baseline on the urban Wildlife interfaces this is a fireproof house a huge house 8,000 square fet the carbon footprint of this in our landfill is a war crime I'm sorry it is and we need to do something about this in our community because we have a housing crisis and you heard from plenty of people North Boulders has got crime up and there's issues here we need a wealth equity and the way that happens is some tempering of the development community in this town time's up thank you um I'll offer the applicant the opportunity to rebut the public testimony if there's any interest okay very good so we I will close the public hearing then and bring it to council for a discussion SL

[98:01] bit of a summary of our Council Retreat as we want to make sure that we captured our conversations right and in particular want to focus on a few priority items that needed some additional scoping requ refinement I want to truly appreciate the time you spent sharing your vision and priorities for this Council term with us and the many conversations we've had since the retreat as we've become incorporating Council priorities into the council work into the current work plan you'll hear first from our assistant city manager Pam Davis she Recaps the results of the conversations that spanned over 20 potential process improvements following that you'll hear from assistant city manager Mark wolf who will walk us through the 2024 2025 Council priorities agreed upon at The Retreat and share out next steps and in keeping with what we heard you say at the retreat we have tried to keep this presentation short and sweet Focus fusing mostly on those critical items that needed the most scoping given the breath of tuck-ins and could we add combinations but mostly want to make

[99:01] sure that we leave time for any clarifying questions from you and discussions as we look to dive in and get to work thank you with that I will pass it on to Pam thank you nura and I will pass it immediately to Mark he has some opening words that apies just at the last minute good evening Council um um Mark wolf assistant city manager uh we're going to walk through a fairly brief presentation Nu has already outlined uh our agenda so if you want to pull up that next slide please uh we I'm going to touch on uh first here some of the reminders on the the process we followed you all know that very well but just as a quick reminder to community and then touch on some of the items that weren't are not represented in the priorities themselves but are important to the context um of that Retreat so if we can go to the next slide and one more uh I'll touch on this briefly so the additional context was

[100:01] provided to Council in preparation for the uh Retreat that included uh providing you all with the city-wide strategic plan as well as uh the Citywide uh work plan for 2024 which included hundreds of items but gave uh you all a nice overview of the work ahead uh what's also important to to keep in mind uh is uh carryover Council priorities that we are finishing uh from 2022 and 2023 uh those included the Baseline Urban Services study for Area 3 planning reserve and continued implementation of the core arterial Network or can uh which Council just recently received an update on April 11th uh also a quick reminder of the process and outputs from The Retreat uh the process was guided uh by our subcommittee and again thank you to council members Spear and Wier for helping us uh through that process uh also uh study sessions were in q1 were

[101:00] focused on um items that hopefully helped prepare Council for uh Retreat we covered a number of those items and then the outputs from The Retreat on April 3rd and 4th included um what we'll cover in a little bit more depth in a moment with uh Council process items uh and Council priorities for 2024 and 2025 uh the addition context uh is that we also discussed yes if items or items that hopefully we can get to if capacity allows over the next couple of years and also provided an opportunity to emphasize current work plan items that are already underway um those are outlined within the notes from the retreat but a few of those um include revisions to our community survey uh title two revisions for accessibility uh support for lifelong Boulder uh parking code changes and updates to the transportation demand man management ordinance amongst others uh so that's a little bit of the context for uh

[102:00] tonight's discussion and Pam's going to take us through some of our Council process items great and we'll take the next slide Emily good evening Council my name is Pam Davis I use she her pronouns and I am one of your dynamic duo here of assistant city managers presenting this evening um so as Mark shared in advance of the council retreat council members as well as staff were invited to submit ideas for process improvements related to council procedure um and opportunities to help in sort of the administration of your business when we collected all of these items staff conducted an initial assessment to determine what might have already been in progress that were great ideas that we were thinking of as well and we kind of took those ideas right off the top of the list and um shared those those with you at the retreat council members were then nearly able to discuss all of the remaining ideas save for a few that have been reserved for future discussion among Council due to time constraints

[103:00] the complete list of all ideas proposed is in the memo but for purposes of tonight I'm going to focus in on those items that have next steps so that you know what to expect from us next slide so this first slide we've grouped those operational and in progress counil process items these ideas in brief include enhancing administrative tools that support Council like an improved calendar of events task tracking and a digital digital resource Library various rule changes for council meeting protocol that will be drafted and brought back to you for formal consideration additional training on the council handbook strengthening your engagement opportunities with the community proposing a ballot question to allow for executive sessions and of course the ongoing improvements to board and commission work that we anticipate over the next couple of years next slide this next grouping of council process items received the greatest amount of discussion with Council and these are

[104:00] all that received a um not a or general support to move forward to the next phase of implementation um these ideas I'm going to briefly tell you kind of the the next step on each um so the first we received a a significant volume of great feedback on all things agenda memos and staff presentations for C meeting evenings several of your ideas are things we can essentially just do it so that we will start doing now things like guiding staff to prioritize discussion over presentation our next major Milestone will be a conversation with you anticipated for quarter three regarding our update to our agenda management system as a whole and new memo templates to ensure you're getting the most information that you need then we have an item on vote Council voting history we're researching our new agenda management software to automate this we will be bringing back an updated schedule for you to consider how to increase um the council meeting

[105:01] recess during the summer months and Associated code changes as for the um item on restrictive sign restricting signs and displays that obstruct Council meetings again that's an item that will come back in the form of a code change for your consideration staff will begin working with the Committees for Council engagement or treat planning and boards and commissions to clarify roles and Charter those groups so that there's Clarity moving forward on those processes we will also follow through with um this fall piloting a council meeting held at CU to see about the impacts of moving Council meetings outside of council chambers in the community and then finally there was a lot of discussion around um piloting some public participation opportunities related to the um better public meetings project going on um with the Council subcommittee on community engagement um that item will be coming back uh in

[106:02] front of you anticipated to be tentatively during the June 6th regular meeting next slide finally the five items that you see on this slide are the items that did not receive time during the retreat to discuss and so Council um as a preview of one of your priorities that Mark will be talking about um Council agreed to establish a working group to complete discussion of council process items bring those back to the full Council for further discussion later this year I think with that I will turn it over to Mark and of course at the end we'll take any questions on those process items thanks Pam next slide and one more and this is the prettiest version of your 2024 2025 Council priori uh if we can go to the next slide I will um talk about some of them I'm just going to briefly touch on the top six I I think we felt uh pretty solid coming

[107:02] out of retreat in terms of the scope um of these priorities starting with the 2025 uh major update of the uh comp plan uh so this will advance the timeline of uh the comp plan update to uh complete uh during 2026 uh and also includes um additional uh Community engagement strategies as a part of the plan uh update um we'll actually be uh you'll be receiving some additional information on engagement strategies soon and then we are planning uh uh Boulder Valley comp plan 101 in July uh with a larger study session to cover the update and engagement strategies uh I believe that is in August uh with the public kickoff for the update in October uh Citywide long-term Financial strategy um again this is work in progress but um primarily being supported through

[108:01] council's financial strategy committee uh that is on track for a Q4 of this year uh touch point with uh the full Council uh homelessness programs and Innovations uh including uh support of the high utilizers program uh there will be touch points uh with Council on analysis of programs and including the high utilizers program economic development plan uh and program enhancements uh so few asset um a few examples um related to uh the tools associated with economic development that we'll look at and planning for a broader strategy so um parallel track on uh tools and uh plan development uh climate Action Plan update uh an opportunity to evaluate our existing targets and review data and potential new Targets in areas uh such as water and biodiversity uh consider consideration of council uh pay increase we'll be

[109:00] talking about potential ballot items at our next uh council meeting and uh as Pam touched on the establishment of a council process Improvement working group so those are the ones uh we we feel pretty solid in terms of scope obviously uh happy to take questions at the end about any of those uh if we can go to the next slide touch on the next four in a little bit more detail starting with commercial area connections and quality of life improvements uh this priority will Encompass planning and implementation of con connectivity and quality of life improvements within and between commercial areas uh so a little bit broader than um the emphasis on University Hill and boulders downtown but uh making sure to uh include uh that emphasis especially in the short term making sure that we're um moving forward on on actions that we can take uh in uh the next weeks and months such as temporary way finding and Landscaping improvements uh and then also uh thinking about those medium to long-term

[110:01] improvements uh what constitutes commercial uh vibrancy in commercial areas including beautification placemaking multimodal access and permanent signage uh throughout uh those areas and we anticipate an early uh Q3 study session to confirm the vision and scope of this Council priority next slide uh Wildfire hardening and waterwise Landscaping policies and regulation you'll note a little bit of uh some wordsmithing with the title from uh where we landed with Retreat obviously there was some good uh back and forth discussion uh on this particular priority uh and uh we felt like we could land in a place that um appreciated some of the limit limits in terms of enforcement that we discussed with all of you but also make meaningful progress in several areas for for this particular priority including reviewing best practices for policies incentives

[111:00] education and regulation uh and identifying potential operational enhancements education programs and Grant res resources to support these areas uh we believe that work can happen this year um likely a touch point with Council in 2024 in terms of code revisions uh there's an opportunity as we bring forward uh revisions with uh associated with the internet AAL building codes update in q1 of 2025 to look at those areas in particular that would support Wildfire hardening and water-wise Landscaping uh policies and then there's an opportunity to support again recognizing a little bit in the longer term to make sure the enforcement um approach matches other related code updates uh that would happen later into 2025 next slide uh familyfriendly vibrant neighborhoods uh we uh discussed this very recently uh last week feels like it was several weeks ago it was just last week we discussed uh our family friendly

[112:00] vibrant neighborhoods associated with Zoning for affordability and so I think we felt like there was a good opportunity to clarify scope related to um uh bringing forward those items remaining from uh our our last conversation uh and and also uh identifying where what areas we can still bring forward with uh in terms of code amendments uh before a comp plan update and trying to parse out those those opportunities uh for densification and also recognize some of the discussion last week related to affordability and housing diversity overall so that would be a part of this Council priority and then those items that are are outside of the current or or could potentially be outside of the current Boulder Valley comp plan to make sure that is um a part of the update um in your first priority next slide and last but not least uh manufactured mobile home community support and this

[113:00] is recognizing a a broader approach and emphasizing uh our continued to support for manufactured home communities including uh continued implementation of the 2022 manufactured housing strategy action plan that action plan included several elements including continued pursuit of permanent affordability Within These communities a support for sustainable development and repairs direct Outreach and engagement with residents and pursuit of strategies that support long-term infrastructure change with property owners again recognizing some of the challenges that we discussed a lot of this work is ongoing uh but we think there's a good opportunity to to come back uh to to council later this year to share out uh some of those successes um as as we review our current activities uh next slide please and one more I won't go through all of these I spoke to many of them uh we have a Full

[114:01] Slate of items coming to you um across mostly uh the second half of this year uh so uh we'll be we have our our quarterly uh calendaring exercise as we populate CAC agenda we we'll be having those discussions with CAC as we find the appropriate time slots uh for for those items uh so we'll be coming soon and uh uh making time for these Council priorities over the next uh several months and I think we're at our last slide which is questions all right Mark and Pim I really appreciate that information packed but concise presentation uh love to see it I thought there was just the perfect balance there so thank you for taking that comment into consideration all right so let's start with questions clarifying questions and we can add any additional comments after those uh after we finish any round of questions I had uh Taisha at first and then I had Matt and then everybody okay we'll start with

[115:03] TAA and then Matt and I'll I'll put a list together and just point of claric or point of order I'm curious if we could consider going by category I can just imagine a scenario where we are all lifting up a random things not in an order and it's just I mean even going through that presentation which was brief but it would have been nice to just be able to have the conversation ation after each section so that it was in our minds as opposed to having that whole thing and then being able to review it so I just wanted to lift that up as a process opportunity because it's just you know so anyway I I just offer that because you are our is that something we can consider or are we just going to popcorn I I appreciate the the thought Taisha I mean I do find that generally our discussions are more efficient when we kind of wait until the end of a presentation to to tackle things but um I think if you want to raise your individual questions if want to cqu on a particular topic they're welcome to that's great let's call it is that all right of course love it okay so thank you awesome um a couple of things

[116:03] for me one um specifically on the um just just a couple of points of clarification um okay let's see where do I want to begin uh I was going to start at the beginning but since we can just put anything we want I will start with the um just the commercial area connections and quality of life improvements I have some concerns around widening of that scope um considering the time sensitive issues around the hill with the two hotels in the conference center and the acute issues that we're facing downtown there were several of us who were excuse me at the downtown down thank you I'm struggling with that title downtown Town Hall um and it was you know again Crystal clear uh Brad was Brad was there and uh and and again I I recognize that commercial issues are

[117:00] something that impact our entire Community but I think it was you know very clear the desire interest to focus on those two areas in particular I'm also wondering we are updating the comprehensive plan so I I would just be curious why that particular conversation around that larger uh commercial conversation for the city wouldn't be a part of that revision wouldn't be a part of that update already so um again I'm just very mindful about the balance of what are we already going to be discussing in the comprehensive plan development versus the acute issues over the next two years so um that was just something that I wanted to lift up does anybody want to call that one actually wouldn't I'm going to take the reins if you all don't mind because I happen to have some individual conversations in a similar vein today and I do know that at the retreat we were particularly emphasizing the connection between Hill and downtown so I might just ask for a quick straw poll who amongst us would like this U effort to really focus on that connection sure can I just can I

[118:00] ask a question too go ahead CL yeah so my my question was just for staff um about can you tell us more about um increasing that scope thank you yeah or if it's not increasing the scope just let us appreciate the question so a couple things one is that um in in uh Rec recognizing the existing comp plan there is discussion on the vibrancy of commercial areas these commercial centers that being important and we felt was very related to the conversation around the hill and the downtown I think another component of that uh is funding and um in these areas in particular um there are General Improvement districts that help support the vibrancy of these areas that is easier in the downtown just based on the picture and the structure of that General improvement district that is way more difficult on the hill and its current structure um so the funding is also a part of that analysis I think there's an opportunity to think about how we support the

[119:01] vibrancy of commercial areas holistically uh including Boulder Junction and then thinking ahead to how we want to support the vibrancy of other commercial areas in terms of funding mechanism and what's the appropriate level of funding and support generally from the city and also from Property Owners within these areas so we'll have to solve both and our our intent was not to dilute or to work on something other than the hill in the downtown uh and and as the memo kind of describes there are short-term actions that we are already taking um within the hill the downtown and the connections in between that that we think are are meaningful while we also allow for this kind of visioning and and funding conversation to to be a part of it so that that was the intent and certainly happy to to proceed with the will Council and um just one follow question on that too will it slow down the work on the hill um Hill downtown connection because it sounds like what you're

[120:01] saying is that you're going to do all the stuff you were going to do and then you're just kind of giving us some icing on the cake is what it sounds like that's correct it will not slow down the work on the hill between the hill and the downtown so I really appreciate those clarifying questions Tina did you have additional clarifying question yes is it going to slow down the shortterm work for the hill I mean not slow down the short-term work but what about the long-term Solutions we're looking at the hill would those be then put with the other commercial districts th that's a good question so what was already on uh the work plan in community Vitality was to do that analysis I believe in the work plan it was called a districts alter District Alternatives analysis which is a fancy way of looking at the funding looking at the financing of these General Improvement districts so that that work is being folded in and we're we were trying to provide an umbrella for this work and to not slow down the short term and to also do that analysis more holistically and again

[121:02] just thinking ahead to some of the other areas right Boulder Junction Phase 2 uh 55th in rapo East Boulder thinking about the right approach um from from a funding perspective to complement the the the general vibrancy work can I ask another clarifying question so when we think about commercial areas um do we include the gun barrel area as well are these all in the C the what I'm here I'm saying this is terrible I'm saying are they in the city of Boulder yeah we we don't um Define or call out each individual area and that's partially why it is a it reads generally because we're just focused on Commercial areas I think is the term in in the the comp plan uh commercial centers so just thinking what are the what's the criteria of healthy commercial areas broadly but we don't Define place a b and c and and the point is that I just want to make sure we're thinking of Gun Barrel as part um I myself have some

[122:00] issues there and so I'm trying to make sure I'm being inclusive to the whole city I think Nicole has another question I may maybe we give Matt a chance first okay I'm I'm trying to I think what we can get to an outcome pretty quick here and and that's what I wanted to suggest is being sensitive to two things is can we phase this just for I think I'm hearing from counselors really want to like really be focus on the hill and downtown and maybe not also but not limit it to the bigger scope that I see your staff willing to put it together but maybe there's a way that we say we phase this where we focus solely on phase one and phase two is that broader discussion so that there's comfort in knowing that we're going to be solely focused here and it won't that we won't have scope leakage the risk of it so to speak I hear what you're saying but we know how when projects get going sometimes things can leak around so I just want to throw out do you want to phas this hill and downtown connections phase one and phase two is the broader scope at as we maintain capacity and get those short and medium-term Solutions in play uh with the hill in downtown just to keep us very clearly focused on the

[123:01] prize thanks for that n Nicole had a clarifying question and then I and then nur's got something I'm Lauren has let me get I feel like there was a little bit of a question in there too and I saw naria's microphone come on so I think there may be a response to the question well and and I'm sure that uh Mark had a response as well but I I will say that that is our intent right and and maybe it doesn't read that way but I hear and I we heard very clearly at The Retreat that we really want to focus on that connection between the hill and downtown that clearly is our intent as we move forward but the reality is that we will we will have some learnings we will as we look at funding strategies there that they will be applicable to a variety of things across other commercial areas we are not going to ignore those that could benefit other areas in our city and and that's where the folding in of other areas will be there so it it's I take your point council member that it's it's not so much a phasing as much as

[124:01] certainly there will be a prioritization of that connection between Hill and downtown but in so doing as we have economies or as we have some opportunities of scale we want to take advantage of those for the benefit of other areas in our city does that make sense great that sounds perfect Lauren um I was wondering if some of the let's see you talk about the resilience of small business business climate and social Mobility um for that kind of expanded scope portion and I was wondering if some of that might also dovetail with our minimum wage work we've been hearing you know a certain amount of concern around small businesses and their ability to absorb increased minimum wage and so I was just wondering if there might be some um overlap with some other work that's going on in the city I I think generally yes to answer that question uh the minimum wage was a

[125:01] part of our work plan certainly as we think about lifting Economic Development as one of the council priorities um it will inevitably come up in conversations in terms of the the how to implement in the right way but also to to respect businesses and their input as we move through that process so I I think in short yes it can be a part of the the Outreach and the learnings um as we we study our local economy and and develop strategies to to lift up Economic Development more broadly terce got one I think and then we'll come back to Nicole now I'm going to be looking for any eye rolling when I ask this question you know I noticed that q q that this uh priority was in Q3 is there any way for to move it up to Q2 or 2 and a half because connections to Q2 I saw that it was in Q3 am I

[126:01] right uh we have uh penciled certainly it's subject to CAC uh early August for that conversation okay that's the soonest I assume seems pretty soon and we can certainly provide um some of the short-term actions that we are already taking already have taken and are currently uh taking uh if that is if that is helpful great thanks I I'll just add to that I'll say that and I appreciate the question no ey rolling here um not only have we been talking and discussing this and and I see some of the members on our team are here and there are others um that are listening but I'll say too we've been working closely with many of the members in our community as we've been talking about this as well and just want to shout out to some of those members and you know who you are out there um we will continue to meet uh because they have been indispensable Partners as we've been thinking about this and are continuing to move forward so as we hopefully get some short-term wins we

[127:00] will lift those up um but we want to be thoughtful too of not creating expectations that we can't meet um and think that we're trying to move as quickly as we can so appreciate it and know that we are moving Ryan did you have your hand up yeah thank you mayor um I'd like to try to tr I guess form a question that's trying to translate what I think I heard so I I recall this discussion on this item really focused on creating physical mobility and the physical experience of getting between downtown and the hill and I um I think it's great that this has become a broader discussion about commercial uh VI area vibrancy um and I'm happy for more of good things so my question is can if we think about this in a phased approach does it C can we agree that this is about foremost making sure this physical Mobility physical experience between those two locations we really have that nailed and then it moves more broadly this might be a

[128:01] question for my council members but I think that was our will or that was the idea of of the um of this item so I just guess I'll put that out there and once we get our final clarifying question I'll try to summarize where I think we want to go Nicole thanks yeah um my question was just tying back to um some feedback we received from community members when we were um looking at the social streets program I think is what it was from the last Council um and there were neighborhoods that were saying you know we it's cool that you're looking at downtown we don't even have a safe connection to get downtown to that area to enjoy it my question is um in this broadening is that some of the work that that can be included as we're again kind of focusing on this this one connection but is that going to address some of those concerns that we heard which were mostly I think coming from some of our lower income manufactured home communities yes I I think so and just to

[129:02] use a couple of those examples of of the connections is as um Ryan was describing the physical connections and certainly just what does vibrancy and welcoming mean in in these areas um so yes and certainly funding is a part of that and thinking ahead but um just in terms of including something like the connection between downtown and Boulder Junction you can imagine that there's some strategies there that are applicable to both right the connection between the hill and the downtown and downtown and other places great so if I might um I so I think you all are he hearing pretty clearly here right a desire from Council to make sure that there's a strong focus on the physical connection between the hill and downtown so earlier and with that Focus to the extent that you are able to look at the larger picture as you're sequ with that fantastic more opportunities say for lower income communities to have connections fantastic but we do want to make sure that the priority is focused I think on

[130:00] those original things that we talked about does anybody disagree with that all right yep so I I think I'm I'm I'm not um entirely clear are you saying that you would like to not broaden the focus as um staff mentioned or we are I I think I'm I'm not I'm just not clear on no the that we would start with a strong focus on the connection between the hill and downtown because I think that was our original point but that welcoming the opportunity to look at the larger picture as there is time to work on other Connections in the community as well is that right yeah that sounds like what staff was saying to begin with I agree okay thank you good good enough on that item Ty should we can come on back to you for your next thing okay all right awesome all right next we're going to thank you next we're going to move to um homelessness uh programs and initiatives and again um really appreciate this is

[131:00] just a small thing just curious the way that it reads not in the presentation but in the document on page six it makes it seem like the headliner is high utilizer and I feel like the majority of our conversation and even when you read the rest of this it's actually the homelessness strategies and the evaluation so again it was just a curiosity of of of why that high utilizer got like you know top billing when it felt like actually the Crux of the majority of that conversation was around the evaluation and anal analysis from a fiscal and performance perspective of our homelessness programs um and then actually and then it also just says and support High utilizer program and if memory serves on that conversation we actually had some concerns around just the price point Etc and etc etc so again we are we acknowledge the support but I also want say that it kind of reads it it it erases that more nuanced conversation the way that the document reads so I was just kind of curious you know if that

[132:00] was something that you noticed or um just what the rationale for that was thank you appreciate the question and I think uh there's a lot of nuance in that conversation as well that's not captured uh what we were trying to do was to reflect what where I thought we landed which was some general support for the concept of how utilizers and wanting to lift that up as a part of a broader look at homelessness programs and you're right hopefully it didn't get lost in the explanation that absolutely Council wants a full analysis of uh our current programs and and the data associated with that uh with our outcomes coming forward um when that analysis occurs later this year um so it's both and in the intent of of raising High utilizers wasn't wasn't intentional above the rest of the work right I understand that but just in general ener typically people read things by the level of importance so if something is first then I'm assuming that that's more important than the other things and to me it seemed like the cart before the horse on that

[133:00] one um any other thing on homelessness strategies boom can I what no I want to I had yeah I got Matt first and then so had a cqu on that and I actually had had had the opposite impression I thought that the high high the high utilizer program was the was the main one and that the rest of the homelesses stuff was tacked on to it is the way I recalled it um and and I think that was a point of contention because a lot of us wanted the high utilizer program to be a thing unto itself because of how different it is of the nature of the Partnerships and that we regularly do updates and we check in on the programs and so I think so I just want to clarify I had a different impression but you know billing on there is one thing or the other you know and so I think if we're getting in the all Same Direction that's fine but I think my question is with regards to the other homelessness programs I I think my question in concern is we had had a homelessness strategies update a while a little while back and the conversation was hey this is really going to ignite a need to

[134:00] refresh that homelessness strategy and so my concern is having an initial conversation about or or starting to evaluate our current programs to meet to use Tai's analogy is the cart before the hores until we have an updated strategy from which to evaluate those programs against so I I I'm I I want to kind of get a question where is that update of that strategy in process because if we're evaluating these programs on a 2017 booklet I I I think we're going to set ourselves up for frustration and maybe disappointment with some Crossing of of goals and outcomes so I'd just love some clarification on that yeah absolutely and and I I know Kurt's here to correct me if I'm uh wrong on this timeline So currently the Housing Solutions of Boulder County is conducting that analysis through a third party I believe they are either very close or contracted with that third party to begin that analysis uh that that those results uh are due sometime in Q3 and around that time is when we

[135:01] would be expecting to come to council with the results of that and a discussion about does the strategy align with what we're seeing in the analysis true but we don't have an updated strategy and so that's my my concern is how are we going to evaluate with that study if we haven't updated our said strategy based on our previous conversations otherwise we're still evaluating it to the 2017 until we see an updated strategy the evaluation will be of our current programming to which strategy the 2017 one or the ones that we were igniting comments on to have it updated to because that was our point of issue with the last study session was that it was outdated and and I just W to um I want to chime in and I think uh we can certainly go back to the notes but I think this is one of those um combos that caused some difficulty as we were scoping it right there were a variety of things that were put in here certainly

[136:02] high utilizer was one of them it was a conversation about what are the evaluations there was a request to look at roles and Clarity of who does what between us and the county there was a request to look at performance measures and outcomes and to see what that is there was not as I recall a specific um asked to re-evaluate our strategies in particular because we were in the midst of evaluation first so that would be an entirely different aspect of a council priority that Council would have to vote on if we would want to change the priority in that matter um I believe it is well I I got somebody else in but Kurt did you want to speak to any of this and and also I think I'm not sure maybe clarify where the RFP is the process is for that about valtion of the current Services as well uh good evening Kurt Fern with housing and Human Services so um the uh the contract with

[137:00] the uh uh contractor who who will be doing the evaluation um has been completed and we're meeting uh with the we're doing the planning work with them currently um I I think to to answer Matt's question sure this is right in there get get into the mic please uh so the evaluation uh as Mark mentioned will be done probably sometime in the third quarter maybe late in the third quarter um what that will be looking at is the 2017 strategy that was in place and recommendations of what should be done differently moving forward what are the gaps and recommendations that would uh influence an update to the strategy so that would come after that um so the um uh evaluation will be looking at our success to our current

[138:02] strategy and what changes in best practice has there been what are the gaps and how can we change that strategy moving forward that's helpful clarification that that so thank you so it'll be both it'll be it'll it'll lead to an update in our strategy and a better tool to evaluate the programs that are now a council priority that's correct corrected thank you thank thanks for that I appreciate that that helps okay and I just got Tina in the list here if we could and Mark and we'll come back to you um and I just had a question about the roles and responsibilities between the county and the city um we're going to be meeting with the county soon is there any way to get a very rough idea of who's paying for what or who's doing what uh prior to that meeting which is incredibly close to today and I recognize that so it's it's okay um I I will have to defer to

[139:01] Courtesy if we can but that meeting is is very very soon um so we have done that at at times in the past but it it typically takes the county um as as it does us um a good amount of time to pull that information together I would be doubtful unless they've already done it that um they would have that to your satisfaction but I think that's something that could come out of that meeting um because I know council's been asking for that y Mark and then I'll come back to TA yeah one one other comment with respect to the high utilizers and the balance of our um homeless programs many of those other programs were listed as um endangered in terms of not having a sustainable source of funding going forward so I don't think you can do the high utilizers in um in a vacuum I think it has to be part of a larger

[140:00] conversation as to how we are going to uh preserve and extend uh those programs as well um and I think we need to be a little bit careful about that point taken TAA anything else on the homelessness strategies I did yeah I got something oh okay no sorry I thought you were back on homeless I almost was but then then we got CT's clarification confirming that we are analyzing the programs that are in existence that would inform the update so thank you for that clarification that was my understanding from The Retreat and I'm glad that and I agree with Mark on folding that in to a larger with the utilizers so great and I just wanted to call on myself because I was I think Tara and I were the ones who brought forward the homelessness related initiatives to say to me it sounds like you're on the right track like I'm very glad to hear about about this reevaluation and that's proceeding forward uh but also that the high utilizers was definitely part of the request and I understand that we are continuing to move forward on that as part of the priority so from having

[141:01] brought this forward sounds like we're on track I'll just say Tera okay right on TAA will pop back to you again all right next up is the economic development plan and program enhancements and I was just curious I I'm going to look one more time but I didn't see mention of the County City procurement study in here and just was curious if that was also a part of the scope it is and uh it's a so um just as a little background our economic development is Led from City manager's office also within city manager Office is our office of equity and belonging which is um leading that work with the county to do the disparity study so certainly a part of um all of the information we'll be bringing forward to develop that broader strategy and I don't n you want to add to that well only just I wanted to add it was part in The Retreat it was not part of necessarily this although it's tied to this right it was part of the if we look

[142:00] at the boards of the yes it's already happening and part of the broader thing that was part of the racial equity and work that was happening so part and partial right it overlaps with it and it will be part of the work that moves forward thank you that's the only question I had on that one was this on that topic L go ahead I just realized that my note earlier about minimum wage was actually meant to be for this topic I know that's not a question but uh I just thought I'd quickly mention it thank you so like copy and P same thing though right like it's work that's already happening and of course it will overlap right good I'm struggling to hear so can everybody talk clearly and loudly I can try okay I ta good there that's all for me all right right on good so I I got Tara no you're done

[143:07] Tina um okay just a general comment thinking far into the future but I would like to just thinking about some of Ryan Ryan's comments about stickering and how we did the actual prioritization and also whether 10 is the right number that's I don't think there's a huge science behind the number 10 um but thinking about how we can be thoughtful um and maybe it's a different way maybe there has to be at least five stickers on a piece of paper to be a priority um but I I would like to think about that at some point maybe that's something for the process committee um but that's something I was a little uncomfortable with um the other pieces I just want to be sensitive to when we change the location of meetings to understand how much it costs and how much um stress and work people have to do to deal with it especially when people are disappointed

[144:00] that we're not here after being here for 20 years or something like that so uh I just want to um raise that and the final thing is after a long conversation with Mike chard at the iris Avenue um open house or whatever it was called um the landscape hardening I'm just wondering if we want to think about a prioritization for those areas that are within 800 meters of the Wildfire Urban interface um whether there's some kind of geographic preference so it doesn't we can actually make the scope smaller if that makes sense this is just based on one conversation but it seems like we'll get a lot more benefit in a certain area than making it a Citywide effort at the at the onset so that's just a thought I'm sharing so and not to speak for step I think that's a comment that can be brought into the the Wildfire hardening discussion for when we get to that I believe s yes okay great Mark I just have three comments um the

[145:03] first is whoever prepared this memo did an outstanding job the clarity of it the comprehensiveness of it this is like the it's like the Bible of of what what we did at at the um Retreat and I'm very very grateful for the the quality with which it was done so whoever did that you know um all glory to Mark and Pam what's that all glory to Mark and Pam um it's terrific um my my second comment is um as I am well known as an extraordinarily indolent individual my I would like to know if staff is going to bring back some scheduling options effective for this year without doing code changes simply um you know for instance uh combining the 627 and 725 study sessions which would give

[146:00] us an extra week break and if you want there to combine the 7-Eleven special meeting and 718 regular meeting you'd have yet another week of break and I'm you know that would not require ordinance changes it would simply be a scheduling issue uh that would give us what we have talked about which is a little bit more of a uh summer recess um Council you've already voted on the calendar but you could certainly vote to amend that in the meantime the changes necessary to have a longer summer recess will be coming to you at the May 16th meeting okay excellent um and I and my last comment is um I think sometimes we we may overthink things I'm I was a little disappointed to see that we're looking at ordinance changes uh with respect to fire resilience in quarter 4 of 25 I mean there there are some basic things it seems to me we could be

[147:01] looking at such as an ordinance applicable to new building permits in the wooi that simply specifies that certain types of exteriors are prohibited or junipers are prohibited um you need to start somewhere and and and to be waiting a year and a half to start to take action on a problem we we know is is accelerating in uh in urgency um we we don't have to solve the entire um fire resilience issue we can take a step and and I would urge us to do that and and and be able to act um you know well before you know Q4 of 25 yeah happy to try to answer that and Brad's going to correct me if I get this wrong but I think the intent is that some code changes uh will come forward in q1 of 2025 when we bring the the

[148:00] changes related to the international building code and I think there's an opportunity to do both and at that point for some of the changes I I think the Q4 2025 are related to the the broader changes that were suggested that would require require some more local enforcement uh that piece uh was a bit more challenging and I don't know if Brad has any flavor add to that I just urge you to sort of think small sometimes uh if if thinking small gets us discreet um code changes that will be beneficial uh in terms of promoting fire resilience so and that's all thanks council member wallet if I might also add to address that question in addition to the code changes that Council has raised we are during your May 23rd study session bringing forward the draft Community Wildfire protection plan and while some of the earlier implementation steps are not specifically code changes they do include things like Community

[149:01] Education incentive programs to support proactively doing some of that good work um so I think you'll have an extensive conversation at that point about the whole universe of options available for Wildfire hardening not just specifically the landscape code piece thank you great Lauren yeah I wanted to cqu on the Wildfire um portion while I am in agreement with Mark around the interest of having sort of the Wildfire piece move quickly and be somewhat streamlined at least for the initial steps I think for the Landscaping policies and regulations I just wanted to touch on those real quick because I'm hearing a couple of things um first I wanted to put out there we talk about resiliency and um Native plannings and things like that but I would like this to also think about flood resiliency I mean there's a lot of different kinds of resiliency in the landscape and how are we balancing these

[150:02] complicated um issues and then I don't know that my interest was in stepping up enforcement necessarily it's more that some of our regulations sometimes get in the way of best practices so when we look at things like the weed ordinance and how that might not encourage native plantings um I think it it's not just about I'm less interested in trying to enforce native plantings and more interested in trying to make sure that we are creating opportunities for people to do that I'm seeing nodding heads over at the staff table do we have any other questions or comments about this okay I got Ryan and then Nicole in general in general en so you could feel free to move your comments people have been throwing comments in as we go along so go for it thank you mayor um I agree with council member wallik that this is a really excellent uh

[151:01] summary of what we did and I would um further add that we really did a lot and um Mark you talked in the in the beginning about that we did not only um work plan item priorities for Council as we have done in the past but we also confirmed commitments to a bunch of other things and um we just I don't think have the you know the time and the space to put that all in this document so I'm um I feel really good about the scope of what we accomplished and I wanted to just draw out um transportation a little bit because more than one person has said to me oh I don't I don't see transportation in in the work plan priorities um and I wanted to just point out that um we we established a commitment to quite a few trans ation items in part through the exercise of asking what is Staff doing or can't be doing anyway so just so that it's in one place here and I'm going to read something that I've talked with um

[152:01] Natalie um gotten spean Brad from so um we have established a commitment to a number of policies and practices that will be coming to city council for approval by 2025 that includes off street parking code with options to eliminate parking minimums in 2024 or 25 and overall Transportation demand management ordinance in 2024 2025 uh consideration of bike parking policy which will have potential options for bike parking minimums as part of that Transportation demand management ordinance uh consideration of the future of the neighborhood parking program or MPP in 20 24 25 signal practices with options for new safety focused restrictions for left-hand turns at intersections restrictions on right turn on reds uh adjustments to lead leading pedestrian intervals uh and policy transparency in 2024 design options for protected bikeways on Iris Avenue by June 20124 um construction to extend the tall curb

[153:01] protected bikeways on Baseline in 2025 and launch of designed for protected bikeways to extend the current section on fulum also in 2025 and in addition to that we um as a council with an out of five adopted a policy to integrate transportation and land use city code under a definition of accessibility in title two which we'll be working on as well so um those are my notes on things that are coming forward and if I if um I'm not sure if Natalie's here or Brad or anybody would would want to clarify or answer any of that they're welcome to but if if not um I think I think that's probably what that's that's all I have just call on myself thanks for that Ryan that was an impressive list youve taken taken notes there and it's an impressive list of to-dos that I'm looking forward to getting done I just wanted also thank staff for uh recognizing the car on carried on priorities of the can Network as well as the um Baseline Urban Services study in

[154:00] Area 3 planning Reserve that also Is memorializing our commitment to to those projects as well um thank you and this actually follows really nicely to Ryan's point so I'm glad I'm going next um I was just wondering for the additional work plan items already underway um if it's possible not tonight just at some point in the next couple months just to get a couple sentences about those um based on our conversation at The Retreat um and if there's any way that we could just kind of kind of um track that stay tuned into it as we go forward maybe as these you know memos or information items come up like highlight hey this was something that was discussed at The Retreat um just so that we can kind of follow along I think that kind of speaks to to Ryan's Point as well but um just so that so that we have that Clarity between each other on what these things are uh yes thank you mayor proam and I think we we take that request and we tie

[155:00] that a little bit to what we heard at The Retreat about your desire to continue to hear about our work plan items how do we continue to think about updating certainly the dashboard is there as you have seen uh perhaps with some intention right there's a lot of items we want to lift up the work that staff is doing um but we also know that that is a lot to go through right it is is also for us to track as well so we're going to be thinking about how do we call that and perhaps uh part of this is we can call that by calling out the things that you all have called out at the retreat right how do we lift that work because there is a lot of work that was both identified as happening currently and work that was identified as an interest that on the yes if right list of if there is time or if there are synergies right so we'll be continuing to think about that but the we certainly understand the the need and the desire to lift up and to bring periodic updates as we can so thank you yeah thank you and it it's not um so much the the updates and and things like that like

[156:01] nothing special and different it's really just on these um in the notes from their trate the additional work plan items already underway section couple sentences just to make sure we're all on the same page I think would be really um helpful there and then um the I just wanted to clarify on the working um the working group for process improvements uh in the memo it mentioned um process changes that were um discussed during the retreat and and I just wanted to be clear um my intention was that it would kind of be during and then a little bit after so I've heard so many other great ideas in the last few weeks and I just want to make sure that a part of that process will include a few weeks for folks to make sure to submit those ideas too because some of them are really great ideas in my opinion um so I I just want to make sure it's during and that that'll be part of that working group process to solicit any other ideas that people have thought about um that didn't quite make it to the retreat list I appreciate that and I

[157:01] believe that is part of you brought yourself that um that recommendation forward and it was part of your priority I believe that's how it was stated and if we captured that erroneously but I do think that the desire was to think about that along the way and so we'll be we can we can make sure that that is there there I'm having conversations and I haven't gotten to all of you yet about um who might want to be part of that ad hoc work group so I'll be continuing to talk through and um expect a conversation from me about it okay cool thank you just wanted to make sure we're all on the same page there I got Matt and then Lauren and then T thanks for your uh points there Nicole it sparked a couple things for me um first I I just want to continue the gush for the quality of uh the memo um I mean it's it was awesome so you you'll keep hearing that um you know this is in the ilk of us having those shortened memos where we're just right to the point we say what we need and we move on

[158:01] and all the extra is just left for imagination um so anyway appreciate that um and it's also good credit to the team that led us through getting the retreat so all all all all all involved to get us where we are so thank you um my uh question kind of and I don't know if this is what Nicole was necessarily referring to so if it's not let me know but I I one area and I think you were alluding to but just to sort of put a bow on it is there was a list of stuff that were like hey we really like to do this and then it kind of got moved to this sort of auxiliary whiteboard of no staff's doing it is there a way for us to memorialize that and I don't think we need a big Council discussion as much as like an IP to kind of be like hey yep remember those things here they are a word few sentences doesn't need to be as detailed as this but just and maybe that's who you referring to nria but I just want to be really clear that at least in my mind is that auxiliary whiteboard that things got moved to is what we would memorialize here in that in that particular ask so just wanted to verify that we had a series of of auxiliary whiteboards of memory serves we had the what staff is doing and we

[159:00] had the yes if and we had the all the stickies so we will we will try to encapsulate that we have photos of it all and we will put that in written form wonderful and and in terms of how we take Community along with us on this journey um I think the dashboard is in a great start and I'm just sort of curious when we would have an expect expect that our Council priorities would be added to that and then adjusted accordingly and so that's that's the first question the other would be how can we use the dashboard for ourselves and Community to see regular updates because I've already looked at it and seen things updated but that's only because I remember what it looked like before versus seeing a clear tagging or or or a way to prioritize things of like oh these things have been updated in the last month or quarter or year and one it's good because it shows good progress it also might also help us in the other end and be like hey this thing has been sort of loitering for a year why is that you know I whatever the next evolution is I'm just sort of curious when we would expect those evolutionary stages um because it's a great tool for us in community

[160:00] absolutely and I wouldn't say anything lyers council member but but putting that aside um I I'll say this like the work plan dashboard is one tool and if you'll recall the council CH there is a separate uh dashboard just for Council priorities and that has kind of a living update um we will do something actually similar to that that that is separate so that Community can also follow along just with that right it is a lot the the the staff work plan we know that that is a lot we will be adding the council work plan to that with that dial of where are we what are we doing and we will be actually adding the carryover priorities as well um because we know that's important um for you all so we will be updating that I wish Chris mjek was with us today as is um one of The Originators of that orig of that the making and the creation of that dashboard to give him some credit as well so I don't know what the timetable is but it's fairly soon and we will get that up and I'll let you

[161:02] know can I cqu on that call go ahead yeah just on the whole dashboard conversation um to the extent that we can have the link to the Citywide strategic plan because these 10 priorities with the four or five carryover are not in my opinion necessarily the most important thing and it is a priority but it isn't the only thing happening and it may not even be the most important thing happening so there was so much captured in the Strategic plan that you shared that I wouldn't want a Community member to just look at our priorities and not know that we have to maintain 50 buildings and redo the sewage system and get a generator apparently now and you know so all that or get both substations to be right on right um just a side uh yes uh we will certainly be doing that I think for us we're thinking about uh what is the web page that will show all of this because it's a Continuum right it's the framework it's the Strategic plan it is Council priorities

[162:02] it is the work plan it Cascades up it CES CA Cascades down and so we will be figuring out how to show that all of the Continuum as we as we look at that and so I appreciate that great I got Lauren terara taagan thank you um this is on the family friendly vibrant neighborhoods one sort of along the lines of what Taisha brought up earlier where the first sentence can be the most impactful um there it says Council established a priority to increase density in low residential zones and I um I don't think we any of us intend to create density for density's sake if anything it is about what that can provide us um housing a variety of housing types ownership options that kind of thing so I'd appreciate a little bit of word smithing on that thank

[163:03] you great Tara do remember a mic on please Nora do you remember when I brought up secure bike par parking and we put it somewhere I do remember we put it somewhere I don't recall where but I will find that sticky because um some community members from this committee called prevent bike thefts or something like that um would like to try it out and I wouldn't mind bringing it up soon we will find it thank you can I call it I I think partly that's in the bike parking consideration I know there's a long list of Transportation items but we we have a commitment to to at least consider the our bike parking um storage rule underneath the transportation demand management um proceeding that's coming to us I don't

[164:00] know that that gets everything but but this does get to the kind of wider strategy in my view point taken I'm going to come back to Taisha and then we'll see if we can maybe wrap up awesome um thank you thank you my for to my colleagues for um the additional questions and comments I really um appreciate them and think it will make for a stronger um priority list I did just want to also um make sure that we're including and having considerations it's it was very Council and staff heavy and uh again I just want to lift up the role what is the role of boards and commissions um what's the role of Community Partners again I know all of that will come but again as we're it's not just staff and and Council that are doing this work and so I encourage us to to be more M to be very mindful about um again we got that report from boards and commissions are there things that we can Implement I know it didn't make it into a priority but this is an opportunity um and so I would be curious

[165:01] to hear a little bit more about uh that and particularly for those boards and commissions that are kind of on The Struggle Bus um and really you know I think we have some robust opportunities for them to engage in a meaningful way with some of these priorities and of course what Tina mentioned uh the Citywide strategies as well um and that's all I had on that thank you okay any final thoughts before we wrap up is this a record number of colloques in a meetings are we keeping track I hope nobody's doing a drinking game with with colqui because they'd be in bad shape by now so all right so uh we'll just wrap up just I'll Echo the gushing of my colleagues over the incredible quality of the memo and the presentation and I know that it will be echoed in the work that we all do together over the next almost two years to implement all these priorities so here we go to the work BOS right any final thoughts from

[166:04] staff all right any other yes Nicole I just wanted to say thank you to staff for the lovely cards that you left for us tonight recognizing um Public Service recognition week that was really sweet and nice to find as we walked in so thank you for making time to do that boy it sure was TAA um I love this matters of the mayor and members of the council section I take it very seriously and so I wanted to thank the bbsd n and the nap of Boulder County for and my colleagues for serving uh as part of the black identifying um senior graduation ceremony um it was just really wonderful so again thank you for for that um and I'm hopeful that we can have um more uh involvement uh again I recognize that I just happen to know about it so it was one of those things where I'm hopeful that uh we can all get invited and

[167:01] participate as our schedules permit I also wanted to lift up the a wonderful event at CU Boulder that I went to on Friday uh called life in Palestine and it was just so wonderful um to hear music and dance and artifacts and history it just um and to see the um the diaspora of racial and ethnic diversity of the participants uh including uh many Jewish and Palestinian students uh was also just incredibly powerful so to know that um that that cultural uh resilience work was happening on our own uh city was uh just very hopeful um and I left that session feeling very hopeful so uh and then lastly I just wanted to lift up uh you know I represent the visit Boulder um board and I just wanted to we are in the midst of a strategic Plan update so I do have a draft of that and I I will I will share it with Megs or you know something so that you all can take a look at that and if you have any

[168:00] particular feedback uh would love to to gather that um and make sure that I'm sharing it um at at the next board meeting so I think we have a month for for that to happen so um just wanted to lift that up and say thank you and I look forward to your comments thanks and any other final thoughts yeah Matt and I are going to be and have been calling people about our Matt I can't even think straight we are going to be making personal phone calls to discuss our June 9th our June 9th uh matters to councel regarding our uh study session adaptation pilot so yes okay so expect to hear from us we're going to be asking for your ideas is ahead of FYI okay great well yep just just briefly I want to acknowledge in the um information items we have an update on shared micromobility I just want to say

[169:01] that my understanding is this is going in the right direction I've heard from tab members who support staff's recommendations and want to acknowledge there's a lot of work happening there and um I'm glad to see it going okay and with that I'll say I'll 4 4 P.M which I will note is 46 minutes ahead of schedule so great work everybody have a good night
